Greetings from the Grand Secretary

The seasons change and so should we. I know that for many of us, technology is not our friend. Where time and expense are not a consideration, the ‘way we have always done it’ may suffice. Ask yourself why we don’t build in the old style with all the cornices, fretwork and Masonry. Though beautiful as well as functional, the cost of labor and materials prevents construction of a new building in those styles and the cost of maintenance (as many Lodges are fully aware) is making it difficult to keep what we have.  All I am saying is that new and different may not be such a bad thing when it comes to saving time and controlling expenses.

Listening to the Lodges and keeping up to date with the way most need to operate, many ‘new’ features and ‘new’ functions are being considered or implemented within the Grand Lodge systems and processes. Without waiting for the return of the plastic dues cards, the member verification phone number is currently being tested. The bar code on this year’s dues card will make your registration at Grand Lodge much faster and smoother. The availability of information and flyers for special Lodge events on the Grand Lodge web site is near completion. Lodge forms are being reviewed; downloadable and online education and training for candidates and members is under construction; new communication tools are being evaluated. As the Lodges and members are sharing with us the issues and problems they are facing and how they might possibly be resolved, we in the Grand Lodge Office take note and work with other Brothers to develop a solution.  So, as often said is, “Keep them cards and letters a-comin’.”

A last observation.  There is nothing routine about the Grand Lodge Office daily routine!

Civility – A Masonic Characteristic

I recently was made aware of a petition being circulated to request that all debate moderators demand civility from the debates. Wouldn’t this be a different political year if, from the beginning, the presidential debate moderators had required that all candidates act in a civil manner; not interrupting, not raising their voices, not making personal attacks, but showing courtesy and restraint. I am so glad to be a part of an organization that holds civility as a virtue and essential character trait. If the world, who must be laughing hysterically at our ‘leaders’ and their behavior, would only look to Masonry and Freemasons.  Brethren, I have included the link below to share with you only one of the tools being offered by the National Civility Center, of which your Grand Lodge has involved in.

Many Lodges are wondering how they can improve their community exposure, and I would offer this as one of the most beneficial ways to show who Masons are and what they are about.  More, much more, can be found at http://www.masoniccivility.org/lodge-resources.html and  www.civilitycenter.org  (note the joined hands).  Just a “did you know” moment.  It is only through the efforts of the Masonic Civility Taskforce (consisting mainly of the Western Conference Jurisdictions including us) that there is a Wikipedia definition of civility.  See https://en.wikipedia.org/wiki/Civility for a Masonic surprise.

2017 Lodge Leadership Retreat
March 17th - 19th, 2017 - Red Lion Hotel, Pasco, WA

Throughout our Jurisdiction, Lodges are selecting their members into leadership roles. These Brethren being elected and appointed are now being looked upon for their leadership and guidance in setting the direction of their Lodge and its members. Whether you are going through the chairs for the first time, or a Past Master going through again, there will be courses designed to assist you in the skills necessary to better yourself and your Lodge.
 
While the primary focus of the retreat is for Lodge Wardens and Senior Deacons, any Master Mason, including Masters or Past Masters may attend based on first come and space available basis. Ladies are invited and encouraged to attend, with ladies programs and coed courses being provided.
 
Your Grand Lodge is committed to providing the Lodges with educational instruction to invest in the advancement of their officers and members in their future. We ask each Lodge to encourage and support the program by electing to pay or assist in the payment of the registration expenses for the selected members to attend.
 
More information will be distributed this month. Registration information will be forwarded to Lodges and made available on the Grand Lodge web site on January 1, 2017.

Updated New Candidate Education Program

The Grand Master has stated that effective January 1, 2017, all Lodges must be in compliance with Sec. 20.10 B.L. of the Washington Masonic Code, and will furnish a copy of the New Candidate Education Program to every Candidate as he proceeds through the respective Degrees.  A letter to this effect was mailed to each Lodge Secretary and Worshipful Master on October 21st, 2016.

The New Candidate Education Program has been updated and is now available in many formats. Please DISPOSE OF all old copies and ONLY use the 2016 Edition.

ORDERING:  The complete New Candidate Education Program can still be ordered by calling the Grand Lodge Office at 253-625-7891 or by sending an e-mail to: lynneB@freemason-wa.org 

DOWNLOADING:  The full Program, Coach’s Manual, Checklist, Test Worksheets and the separate sections are now available by download on the forms page of the Lodge Secretary Interface (LSI).

ON-LINE STUDY SECTIONS:  Candidate study sections for each Degree are now available for viewing or downloading online. Each section is accessed via its own link and password. Links/passwords should only be distributed to the Candidate as they progress through the Degrees. A document referencing the links is available on the LSI (Lodge Secretary Interface) “Forms” page under ‘NCEP - Program Links’ and was also included with the letter mailed to each Lodge.
Membership Development

The Grand Lodge office has assumed the duties of tracking requests for membership information received on the website. The assistant Grand Secretary’s duties have expanded to track all of these requests and assist in finding a local Lodge or Lodges for the prospective member to explore. An email is sent to the prospect with a point of contact, either a Deputy in a populated area or a specific Lodge when they are the only choice in a sparsely populated area.
 
Since June 30th there have been 121 requests for information. Each one has been answered with a request to keep us posted of progress although many have ignored that request. We’ve also had varied responses from the Lodges and Deputies with some answering immediately and some totally ignoring the request.  Unfortunately, a couple of Lodges have not responded to the prospects calls at all.
 
There have been requests from 62 different ZIP codes within the state, two from Africa, one from Turkey and five others. One MM was looking for a Lodge to visit, three were referred to other Jurisdictions (HI, NJ & Philippines), One female was referred to OES, one to Prince Hall, and three had invalid ZIP and phone numbers.

The final two will require either permission from other Jurisdictions for us to do courtesy work or a release of Jurisdiction to continue. As you can see this is a program that is working and with your assistance will result in growth in membership.
 
The major request from the Grand Lodge office is that if you are cc’d on one of the emails or if a prospect calls or emails you that you respond. These are for the most part valid requests and will in many cases result in petitions. Please let us know especially when someone does submit a petition so we can follow up as appropriate.
 
Temple Boards

The other major project being coordinated between Clint Brown and I is to the update records here at Grand Lodge concerning Temple Boards. In order to insure that all the legal procedures are completed,  we need to know who owns property, who has valid Articles and By-Laws, who is properly registered with the State of Washington as a 24.24 Corporation and who has submitted either a 990-N, 990-EZ or a full form 990.

Keeping this information current will insure that everyone is protected legally.
 
There are currently 62 Lodges who are missing part or all of this information. Many of them can assist us through a simple phone call while others will require much coordination with Grand Lodge, the Secretary of State or the IRS. We will assist as much as possible.

New Public Meeting Hall Exemption Guidelines 


The Washington Department of Revenue has recently issued new guidelines for Lodge Temple Boards to follow when applying for the Public Meeting Hall Exemption to obtain a property tax exemption for their building.  These guidelines can be found in W.A.C. 485-16-300. It explains the property tax exemption under the provisions of RCW 84.36.037 for real and personal property owned by a nonprofit organization, association, or corporation and used exclusively as a public meeting hall, public meeting place, or community meeting hall.  Some of the key provisions of this regulation are that public gatherings cannot be limited to only members of the organization and the total number of hours used for public gatherings must exceed the total hours used for nonpublic gatherings.  Furthermore, the property owner must make substantial and actual efforts to let the public know the property is available for use or rental.  The Department of Revenue has provided several examples of what qualifies under the Public Meeting Hall Exemption within the W.A.C.  Feel free to contact Clint Brown (clint@freemason-wa.org) at the Grand Lodge office if you have any questions about applying for this exemption.

Life Membership Summary Lodge Report

Happy Fall! As the months speed by, I just wanted to remind Lodge Secretaries to keep an eye out in the mail for the Life Membership Summary Lodge Report. They will be mailed out to each Secretary whose Lodge participates in the Endowed Life Membership Fund during the second week of December 2016. Also enclosed will be a letter with instructions for the review and return of the Summary Report to me.
 
Due date for corrections to the Summary Report is December 27, 2016. This deadline is driven by the annual internal audit of the Fund by our CPAs which occurs during January of the following year. Please only indicate changes (if any) to Life Membership issues on the report. Do not report any deaths, dimits and so forth on it. That information must be submitted on the Lodge’s Monthly Returns.

  • Lodge’s EIN:  Did you know that your Lodges EIN is on your Lodges Homepage on the LSI?
  • Member Contact Info Report:  If you just select “get report” this report will list your members more than once if they have numerous phone numbers etc.  To get the report to only list the members once and combine all of their information on one row, click Show PFE Columns in the options before choosing get report.

DUES CARDS/STATEMENTS:  The dues statements and dues cards were mailed to Lodge Secretaries on October 14th, 2016.
