   MARD AT INDAGRA FAIR!
As every year, the Ministry of Agriculture and Rural Developement
through its agencies and directorates, participates at INDAGRA – International trade fair of equipments and products in agriculture, horticulture, viticulture and animal husbandry.
Within the fair, on the 4th of November 2016, will be held the „NRDP 2014 – 2020 PRESENT AND FUTURE” conference, event attended by the minister of agriculture and rural development, Mr. Achim IRIMESCU, the Secretary of State, Mrs. Daniela GIURCĂ, the General Director of the General Directorate of Rural Development – Managing Authority for NRDP ( GDRD - MA NRDP), as well as other directors and head of units within GDRD and of Paying Agencies – AFRI and APIA.
The conference aims to inform regarding the financing opportunities under NRDP 2014 -2020 and the impact of funding through investment measures.
We will be at ROMEXPO, during 2-6 of November,  stand 12, platform 12.
  PROFESSIONAL AND TECHNICAL SCHOOLS AND HIGHSCHOOLS, SUPPORTED BY THE GOVERNMENT

In an era of technology and innovation, within a society undergoing continuous change, jobs adapted to the new requirements of the market, but the people practising them are resistant to change. Romania lacks specialists within agrifood, industry and services, technically speaking. The business sector underlines the fact that graduates of technical and professional schools lack professional practice. Thus, graduates cannot perform at the workplace nor become competitive.
 
The alarm pulled by the investors it’s not of propaganda, but the grim reality. The old professional and technical schools are ignored or disregarded by students and parents, but of interest for investors.
The interests shown by companies for graduates of professional and technical schools determined the Government to take initiative and introduce within the National Package for combating poverty a measure dedicated to the revival of professional and technical education, thus responding to an economical and social need. The measure can be implemented through common actions of the teaching units and of companies, actions translated within public-privat partnerships for practice internships, paid from nonrefundable European funds.
 
Thus, the Ministry of European Funds launched on 13th of October, the call for submission of projects in total amount of  47.8 million Euro, corresponding to the Operational Programme – Human Capital 2014-2020 (POCU) – Practice internships for pupils and students within the agri-food, industry and services sector, Priority axis 6 – Education and  skills.
 
Proposals of projects aiming internships at the workplace, within agri-food sector, the financial allocation is of approximately 24.3 million Euro of the total allocation for this call of projects. Internhships at the workplace at the potential employers within the agricultural sector (agronomy, livestock, horticulture, pisciculture, veterinary and food industry, forestry, agri-tourism).
 
A selected project can receive between 75.000 and 500.000 Euro, with a period of implementation of 9 and maximum 24 months. The requests for financing will be mandatory submitted in partnership and must aim target-groups from the following development regions of Romania: North-East, South-East, South-Muntenia, South-West Oltenia, West, North-West, Center.
The professional and technical teaching was disestablished in 2009 and re-established in 2012, at the requests of empployers. The duration of learning is of 3 years, except special schools of crafts where the duration is of 2 years. This type of education is an alternative for young graduates of 8th grade.
 
NRDN MEETING WITH THE ESTONIAN NATIONAL RURAL NETWORK

On the 11th of October, the “Dimitrie Gusti” Village Museum hosted the visit of a group of young farmers and of the Estonian National Rural Network team. The event was attended also by representatives of the Romanian National Rural Network.
The meeting comprised various aspects, from reasons of young farmers to live and work in the rural area, to NRDP measures and exchange of experience between the two networks. The visit of the Estonian delegation had as basis the competition organized by NRN Estonia regarding the reasons behind the projects and business plans, thus the decissions for living and working in the rural area.

The Estonian NRN approach highlights the social part of agriculture, respectively the power of example, bringing to the spot-light the people and their stories, reasons.

Since secondary school I was encouraged by my family to start a business in the rural area. I enjoy living in the countryside, because I can make a living out of it. We are not competing with big farms, we are just working and doing the best we can.

Since childhood we’ve been used with living in the countryside. Our parents also lived here. I believe that we have a future here.

I grew up at the farm and it was my choice to stay. I feel I made the right decision and I enjoy this living. I worked also abroad, in Denmark, but came back home. We are a big family and live in the same village. We like what we do and we do it together.
 
Artur, organic grain growing (20 hectares), processing (mill)  farm
We have a grain farm, of over 20 ha and grow buckwheat. We wanted to produce  our own energy, and installed solar panels. We are selling our products through e-shop, on internet.
The work we do it first of all for us, for our families and afterwards we think of selling it.


VERSION 4.0 OF NRDP 2014-2020
The 4th improved version of the National Rural Development Programme 2014 – 2020, has been published on the Ministry of Agriculture and Rural Development’s site.

EXTENDING THE CALL OF PROJECTS FOR PRODUCERS GROUPS
The submission period for projects under submeasures 9.1-„Setting up of producer groups and organisations in agriculture” and 9.1a-„Setting up of producer groups and organisations in fruitgrowing sector” within NRDP 2014 – 2020 has been extended until 30 December 2016, 16:00 hours.
 
The budgetary allocation for session 2016 is of 7.1 million Euro: 4.9 million Euro for the agriculural sector and 2.2 million Euro for the fruit-growing sector.
The maximum value of the support granted is of maximum 100.000 Euro/year, for a period of maximum 5 years since the setting-up of the producers group.
 
The submeasures aim to encourage and support the setting-up of the producers groups within the agricultural and fruit-growing sector, according to the provisions of national legislation into force. Also, the aim is to improve competitivity of primary producers by integrating them in the food chain and increasing the added value of the products.
 
EXTENDED CALL OF PROJECTS FOR SUBMEASURES 4.1 a, 4.2 and 4.2 a
The submission period for projects under submeasures 4.1a – “Investments in fruit-growing holdings”, 4.2 – “Support for investments in processing/marketing and/or development of agricultural products” and 4.2a – “Support for investments in processing/marketing and/or development of fruit-growing products”.
The dead-line for sM 4.1a has been extended until 30 November 2016, 16:00 hours, while for sM 4.2 and 4.2a has been extended until 15 December 2016, 16:00 hrs.

CALL No. 2/2016 REGARDING THE VOCATIONAL TRAINING OF FARMERS
The 2nd call for vocational training of farmers, especially beneficiaries of submeausres 6.1 and 6.3, submeasure 1.1 takes place during 10 October 2016 – 10 January 2017.
 
 
GUIDE OF IMPLEMENTATION AND MANUAL OF PROCEDURES FOR IMPLEMENTING SUBMEASURE 19.4 – AVAILABLE ONLINE
The Guide of Implementation and the Manual of Procedures for implementing submeasure 19.4 „Support for running costs and animation” of NRDP 2014-2020, have been approved by Order of minister of 13 October 2016. Documents can be accessed on afir.info  website Investiții PNDR (NRDP Investments) – LEADER - sM19.4.
INTERNATIONAL EVENTS
 WORKSHOP 'EIP-AGRI NETWORKING AND COMMUNICATION'

Workshop 'EIP-AGRI Networking&Communication-copyright European Comission.

Representantives of Network Support Unit of the Romanian National Rural Network attended during 4-5 October, in Budapest – Hungary, the 'EIP-AGRI Networking and Communication' workshop.
The event was organized by the European Commission and the Hungarian Ministry of Agriculture and brought together representatives of the Managing Authorities of RDP (national and regional), of rural networks, organisations involved in rural development, advisory, EC representatives.
The working groups within the workshop had the following objectives:
  • Developing the role of rural networks in supporting EIP,
  • Identifying approaches and activities used by rural networks in implementing EIP-AGRI in different Member States,
  • Exchange of experience and lessons learned regarding networking and communication tools used for EIP-AGRI,
  • promoting continuous development and network support in implementing EIP-AGRI during the current programming period.
Following the discussions was highlighted the role of NRNs in increasing the EIP-AGRI awareness among people in rural area, in facilitating the partner search for setting up Operational Groups, networking for advisory services, collecting and disseminating projects of Operational Groups.
All these tasks are performed also including communication methods and tools (website, events, brochures, newsletteres, videoclips, articles, photographs, e-learning, social media).

 PARTICIPATION OF MINISTER ACHIM IRIMESCU AT THE EUROPEAN UNION COUNCIL – AGRICULTURE AND FISHERY, AT LUXEMBOURG

The minister of Agriculture and Rural Development, Achim Irimescu, participated at the 3487th reunion of the  European Union Council (Agriculture and Fishery), held at Luxembourg.
On the agenda were the Council Regulation proposal for laying down the fishery opportunities for 2017 for some fish stocks and groups of fish stocks, applicable to Baltic Sea.
 
Romania maintained the views expressed within the Work Groups, especially the proposal regarding the delegated/implementing acts to be replaced with another procedure based on the proposals adopted at the level of Regional Coordination Groups (RCG). Thus it is recommended the coordination of the position with that of the Mediteraneean and Black Seas, taking into account the specific common interests.
 
Regarding agriculture, on the agenda was the proposal of the European Parliament and Council regarding financial norms applicable to the general budget of the Union and amending European Union Regulations.
MARD also communicated the amendment proposals for each Regulation.
NATIONAL EVENTS
CRAIOVA BEEKEEPING FAIR 2016

During 1-2 of October 2016, Craiova hosted the first edition of the Beekeeping Fair -2016, organised by BIA Apiary in partnership with Craiova town-hall, APIS Oltenia Association, și Craiova Multifunctional Centre and Radio Oltenia Craiova as media partner. The fair hosted 60 exhibitors country-wide and representatives of foreign companies on beekeeping machinery and equipments.


SHEEP FAIR: BREAZA – QUEEN OF ȚURCANE – 9th EDITION

On 2nd of October, in Totești commune, was held the 9th edition of  Sheep fair: Țurcana Breaza. The event represented a good ocassion for cattle owners to meet and present to visitors the Țurcana Breaza breeds they own.
Within the event, Hunedoara County Rural Development Unit presented the brochures and informative materials regarding NRDP 2014-2020, NRN, as well as materials on successful projects through NRDP.
 

  PARTICIPATION OF MINISTER ACHIM IRIMESCU AT THE OPENING OF THE NEW BUILDING OF BIOTECHNOLOGY FACULTY WITHIN UASVM BUCHAREST
 
On  4th of October 2016, minister Achim Irimescu participated at the opening of the new building of Biotechnology Faculty within UASVM Bucharest, event organised on the ocassion of 20 years of the faculty. Alongside the host of the event, prof. dr. Sorin-Mihai Câmpeanu, rector UASVM Bucharest, werea also profesor doctor Mircea Dumitru – minister of Education and Research, H.E. Dean Thomson - charge d'affaires of the US Embassy, H.E. Francois Saint Paul – Ambassador of the Republic of France, representantives of the German Republic etc.
 
“Biotechnologies represent one of the sollutions, as disease and pests become more resilient to classic chemical products. Furthermore, 30% of the agricultural profit worldwide is obtained thanks to biotechnologies. We hope that this faculty will become an emblem of the Romanian agriculture and shall offer sollutions to our farmers” – declared minister Achim Irimescu.

WALNUT FESTIVAL – 4TH EDITION, 2016

The Walnut Festival held this year hosted a special section: „Gala of protected areas”- now at its second edition. On this ocassion, Tismana hosted over 120 Romanian experts.
 „The Walnut Festival” is held within the  desfășoară în cadrul proiectului „Conservative Management of Habitats” project, financed by the European Union.
The project consists of applying special treatments to the walnuts affected by walnut cancer disease.
 
„BUZOIAN AUTUMN” FAIR

 
The Townhall and County Council of Buzău, together with the County Agricultural Directorate and the „Alexandru Marghiloman” Cultural Centre organised during 15-16 October 2016 the „Toamna Buzoiană” („Buzoian Autumn” Fair) – event that reached its 9th edition.
The event benefited from the participation of traditional producers within the area, who had the ocassion to present and sell their products.
 
Visitors were able to buy directly from the producers onion of Buzău, garlic of Râmnicelu, honey of Buzău and Râmnicu Sărat.
 
AUTUMN FAIR BY FARMERS WITHIN BĂIȚA COMMUNE

The townhall of Băița commune – Hunedoara county organized on 23rd of October, the second edition of the Autumn Fair , with the participation of farmers within the commune.
The initiative to help producers breed animals with high biological value corresponds to the Local Council  who decided to organize also an exhibition with the most beautiful animals in the commune.
PARTICIPATION OF MINISTER ACHIM IRIMESCU AT THE OPENING OF ACADEMIC YEAR 2016-2017 AT THE UNIVERSITY OF ECONOMIC STUDIES – FACULTY OF AGRIFOOD AND ENVIRONMENTAL ECONOMICS


 
On 3rd of October 2016, minister Achim Irimescu participated at the opening of the academic year 2016-2017 at the University of Economic Studies – Faculty of Agrifood and Environmental Economics. The event was also attended by prof.univ.dr. Nicolae ISTUDOR, rector of  University of Economic Studies, prof.univ.dr. Dan BOBOC, dean of Faculty of Agrifood and Environmental Economics, students etc.
Minister Achim IRIMESCU presented the opportunities of the Romanian agriculture for the entreprenuers, as well as the vulnerabilities faced by the rural area.
 MEETING OF MINISTER ACHIM IRIMESCU WITH H.E HAMID MOAYYER – AMBASSADOR OF THE REPUBLIC OF IRAN

Achim Irimescu, minister of Agriculture and Rural Development received the visit of H.E. Hamid Moayyer, ambassador of the Republic of  Iran. During the meeting were also discussed aspects related to grain cultures, sheep breeding, genetics,  as well as methods of improvement.

 FAIR OF AGRIFOOD PRODUCTS AT MARD

On the 16th of October it’s celebrated, worldwide, the World Food Day.
As every year, the Ministry of Agriculture and Rural Development joined the FAO initiative regarding this day and hosted between 14-16 of October a fair within the interior court, during which producers and processors presented their traditional products.

 
The fair benefited from the presence of products with Protected Geographical Indication (PGI)  - Topoloveni plum  jam – first Romanian product with PGI in 2011, Salam de Sibiu -
second Romanian product with PGI in February 2016, Telemeaua de Ibăneşti (first Romanian product with  Protected Designations of Origin in March 2016.
Fruit, vegetable and  beekeeping producers, were also present. Traditional crafters presented to the visitors traditional popular blouses (ie) and popular towels woven with silk linen and other handcrafts.
 

  HARVEST DAY AT GEOAGIU

On 14th of October, at Geogagiu, Hunedoara county, was held the second edition of Harvest Days fair. Geoagiu is a symbol for pomiculture in Hunedoara, through its Fruitgrowing Ressearch Station. Many researchers have developed researches in fruitgrowing, especially as it regards the walnut. Were created high productivity varieties, with particular aspects.
 
In order to stimulate the fruit and vegetable productions within the area, the townhall and Local Council of Geoagiu decided that every 14th of October will take place Harvest Day – a celebration for the farmers within the area.
 
INTERNATIONAL  FESTIVAL OF WINE AND VINEYARD– BACHUS 2016

The 14th edition of the International  Festival of Wine and Vineyard– Bachus 2016 was held on 13-16 of October, at Focșani – Piața Unirii (Union Square).
The event was dedicated to Romanian wine producers and to the public. The opening of the festival was also attended by the H.E. the Ambassador of the Russian Federation and H.E the Ambassador of the Republic of Macedonia.
Galați County Rural Development Unit representatives also attended the event, and offered information on NRDP 2014-2020 and NRN Romania.
