Biggs Cardosa Associates, Inc. is pleased to announce two recent promotions.
John Alciati, PE, has been promoted to Engineering Manager.
John Alciati joined Biggs Cardosa in 1998 and has spent his entire career with the firm. He has gained design, management and construction inspection experience in various types of projects including new construction, rehabilitation, BPMP and seismic retrofit of vehicular, pedestrian, and heavy rail bridge structures. He has led design, construction management and bridge inspection teams for numerous complex transportation projects in California. His current work includes projects for Santa Clara County, SBCAG, and the cities of Pleasanton, Oakland, Anaheim and Los Angeles. John has a B.S. in Civil Engineering from San Jose State University and is a registered Civil Engineer in California.

Mazen Mneimneh, PE, has been promoted to Construction Manager.
Mazen Mneimneh has over 17 years of experience in the engineering and construction of significant capital improvement projects involving bridges, road alignments and buildings in California and around the World. Mazen is a registered Civil Engineer in California and has a B.S. in Civil Engineering from Lebanon, and a M.S. in Engineering Management from Santa Clara University. Mazen leads Biggs Cardosa’s southern California Construction Management group, representing several local agencies including the cities of Norwalk, South Gate and Huntington Beach.
