A warm welcome to ARC England's new Qualifications Centre Manager 
ARC England is delighted to announce the appointment of Angela DeLiddiard as our new Qualifications Centre Manager. 

Angela, who is taking over the reins from Gill Shaw who is due to retire shortly, has worked for ARC for 15 years as a Development Officer (ARC Assessor and IQA) and has a wealth of knowledge and experience in Health and Social Care and the Learning Disability Sector, having worked and trained in the field of Learning Disabilities for the best part of 30 years since leaving secondary education.

The knowledge and experience Angela has means she is very well placed to further develop ARC’s range of high quality qualifications, training courses and publications in her role as ARC Qualifications Centre Manager, individually tailoring the approach to meet the personalised and specialised requirements of each service.

Angela stated; “I am keen to support all the organisations that access our Centre and to listen to their unique requirements in order to enable them to achieve a qualified workforce that promotes quality services.

“As someone who started their own learning journey and development through a YTS (Youth Training Scheme) all those years ago, I am passionate about staff development and training within the workplace, which promotes the delivery of a high quality, person focussed approach for the individual’s we ultimately support.”

Lisa Lenton, ARC England Director, said, “A huge heartfelt thank you to Gill Shaw for her many years of dedication to and management of ARC’s outstanding Qualifications Centre; we wish her happiness in her retirement. ARC Qualifications Centre Update

Delay to launch of the Regulated Qualifications Framework (RQF) Level 5 Diploma in Leadership & Management in Adult Care (England)

The replacement for the (QCF) Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services has been delayed.
 

The replacement RQF Level 5 Diploma in Leadership and Management for Adult Care was scheduled for launch in January 2017. However, we have been informed by Skills for Care and City & Guilds that this Diploma has now been delayed until January 2018.
                
This delay will not have any impact on learners currently undertaking this qualification or those wishing to register between now and 31 December 2017.

Adult social care funding: 2016 state of the nation report 

The Local Government Association (LGA) have produced the Adult social care funding: 2016 state of the nation report and draw our attention to a now £5 billion funding gap in adult social care.

Councillor Izzi Secombe (Chair, Community Wellbeing Board, LGA) says that Central government must demonstrate a commitment to a "country that works for everyone" by adequately resourcing our vital social care service, now in a critical situation due to an ongoing lack of funding and failure to recognise the significance of the repercussions for all those in need of care, and indeed society as a whole.   • The County Council's Network (CCN) have also published their report Delivering Adult Social Care in Challenging Times, echoing many of the messages from the LGA, particularly the need for government to acknowledge and address the real financial pressures facing social care. Chairman Councillor Paul Carter, agrees that If we proceed on the current trajectory, I fear the impact on frontline social care services in counties will be terminal.
     
  • The King's Fund have joined forces with Nuffield Trust and The Health Foundation, adding weight to the arguments for prioritising the critical state of social care in their report, 'The Autumn Statement - Joint statement on health and social care'.  
David Wandless Training Bursary: successful ARC England members
ARC England is very proud to update you all on this year's successful David Wandless Bursary winners: Parenting Additional Needs, Halas Homes and Positive Support For You CIC.
Once again this year, a £5,000 pot of funding was made available to all ARC England members, courtesy of Real Life Options, named the David Wandless Training Bursary, after Real Life Options founder.

Parenting Additional Needs (PAN) was set up in 2011 to listen, support and empower parents and carers of children with additional needs throughout Derbyshire. Parenting Additional Needs meet during term time and hold family activities during the holidays.  They have guest speakers and offer support in a confidential and friendly environment where family and carers can speak to others who understand what life with a special needs child is all about.

PAN were successful in their application for the David Wandless Training Bursary to support 3 members of the team through a Level 3 Award in 'Working with Parents'. Read more here.

Halas Homes is based in the West
Midlands and specialises in four distinct areas of expertise ranging from Respite Care, Residential Care, Day Activities (The Meeting Place) and Supported Living.

Halas Homes were also successful in their application for the David Wandless Training Bursary this year, with their fantastic idea of introducing poetry, prose and songs to some of the people they support – their project is called ‘Black Country speaking through poetry and prose’. Read more here.

Positive Support for You
(was Positive Support in Tees) C.I.C is a not for profit social enterprise which began trading in 2011.
The organisation has a passionate belief that with effective high quality care and support, people with learning disabilities or autistic spectrum conditions and very complex histories or presentations can be enab
led to live in their own home in the community, and have great lives.

This organisation successfully placed an application to the David Wandless Training Bursary to develop and deliver a sustainable and financially robust Individual Service Fund (ISF) model to the people that they support.  Read more here.
CQC Trade Association Meeting - ARC England director, Lisa Lenton, attended the CQC Trade Association meeting on 9 November 2016.  
Ratings – there has been a minimal change overall in Adult Social Care ratings. The shift continues to be a positive one with improvements across the board. Andrea Sutcliffe again re-emphasised that the inspection of all services in Adult Social Care will be completed by the end of January with all reports completed by the end of March 2017.

Best Practice Award for Martha Pusey -  The Aldingbourne Trust

Martha Pusey, Innovations and Development Manager at ARC members The Aldingbourne Trust, has been awarded Best Practice Award at the annual West Sussex Care Accolades. Nominated for the work she does supporting people with Dementia and Learning Disabilities, Martha was delighted to receive the award.

Martha has worked for Aldingbourne for nearly 10 years and started in the residential projects supporting adults with learning disabilities to live independently. She rose to be manager of Milton Lodge, a residential property in Bognor, and then turned her interest to supporting people with learning disabilities who have developed dementia. Read more here.
Heart of England Mencap -
the Building Better Opportunities
Programme.  


ARC member Heart of England Mencap has received £156,000 in funding thanks to Building Better Opportunities – a multi-million programme funded by the European Social Fund and the Big Lottery Fund to tackle poverty and social exclusion faced by the most disadvantaged people in England. The statistics speak for themselves – around 6% of people with a learning disability are in paid employment, despite more than 60% wanting and being able to be in work. The charity is now launching two brand new two-and-a-half year projects which will support the most disadvantaged people into work. Read more here.

The VODG Social Value Toolkit promotes increased cooperation between social care commissioners and providers. The guidance has been created in response to the fact that while there are resources to support commissioners to implement the Social Value Act, less guidance exists for social care providers. 
 
The new toolkit reflects an approach to commissioning which creates maximum value for money from public spending by realising additional benefits from providers – at no extra cost to the public purse.

Visiting someone in a care home
Following the publication of the recent CQC information regarding visiting rights, as shared in our last newsletter, Andrea Sutcliffe, Chief Inspector of Adult Social Care at the Care Quality Commission, reminds social care providers that 'enabling concerns to be raised and residents of care homes to welcome visitors isn’t just the right thing to do, it’s the law and is set out in the regulations all care providers are obliged to follow when they register with CQC.'

Macmillan has a range of easy read booklets about cancer available to order. They deal with topics such as cancer symptoms, coping with cancer, end of life and bereavement, healthy lifestyle, treatment for cancer, and screening and diagnosis. Find out more and download the guides here. 
Step-by-step guide to living with disabilities e-book 
Henshaws have created this e-book series. Each edition contains a new chapter covering a broad range of topics including independent living, assistive technology, supported living, enablement, and many more. The voices and experiences that you read in the chapters have been compiled by staff at Henshaws from a series of face-to-face interviews and telephone conversations. Find out more here.
The Department of Health and Department for Work  and Pensions have jointly published 'Improving  Lives - The Work, Health and Disability Green Paper' in which they ask the question ‘What will it take to transform the employment prospects of disabled people and people with long-term health conditions?’ Download this paper here.  
NHS England Accessible Information and Communication Policy
NHS England believes that providing accessible information will help to improve access to services, promote social inclusion and enable people to make more informed choices about their care. Many people who have an interest in the work of NHS England may have difficulty understanding the information provided, for example because they have a learning disability. Download the policy here.

Shared Lives Plus is the UK network for Shared Lives and Homeshare. Our members work on a small scale or in their own family homes, helping older and disabled people to live good lives in a place they feel they belong.

We are seeking 2 exceptional individuals to support the development and ensure the success of our largest funded program to date. Scaling up Shared Lives in Healthcare is a £1.75million NHS England funded program to develop the successful Shared Lives model to support people with healthcare needs in the community.

Consultations and dates for your diary
One of our larger members Hft has commissioned the Centre for Economic & Business Research (CEBR) – a leading UK economics research consultancy – to produce a research report on the financial strains currently being faced by the adult social care industry in England.
 
As part of this research, CEBR have produced a short survey profiling the various financial pressures currently facing social care providers, and the importance that these various financial pressures are being given by various providers. Your input is appreciated.

Since February 2016, Hft has been running the It Doesn’t Add Up campaign, which has aimed to raise awareness amongst parliamentarians and policy-makers over funding issues in adult social care relating to the introduction and implementation of the National Living Wage. This research will help take the campaign to the next level, with independent, original research to complement our growing petition of concerned stakeholders.
 
Given the sensitive nature of this research, all responses to the survey will be anonymous, so individual participation will not be identified. However, Hft would like to send you a pre-embargoed copy of the final report as a token of our appreciation. If you would be interested in receiving your copy please email billy.davis@hft.org.uk.

Care Quality Commission (CQC) Regulatory fees for 2017/18 – consultation
CQC’s proposals follow the plans they set out in 2015 to continue to meet the Treasury’s requirement to recover their chargeable costs in full from providers. See the CQC website here for more details.

Mental Health Autism (MHAutism) - first annual stakeholder workshop

MHAutism is a research project funded by the Economic and Social Research Council showing that up to 66% of adults with autism contemplate suicide​. The MHAutism project will develop the first tools to enable clinicians and service providers to effectively assess depression and suicide risk in adults with autism. This free event will bring together members of the autism community, charities, clinicians, policy makers and service providers, to discuss how the findings from the research could be implemented in practice. Please book your place by 2nd December 2016.
