Daventry Road Gas Pipe Replacement
On Wednesday, the relocating of the traffic lights to the junction of Daventry Road, Quinton Road & Quinton Park caused major problems for everyone in the area. Frustrated drivers even started driving through the No Entry sign on Franciscan Road.
 
Several residents contacted Roger about their problems. One stated that the 08:37 bus from Exminster Road was nearly 20 minutes late going into town because of the delay in both directions.
 
Roger visited the scene during rush hour on Thursday morning and again on Friday. He spoke to the person in charge of the lights who confirmed that he had been adjusting them so that there was a reduction in the build-up of traffic compared to Wednesday.
 
Roger commented that the zebra crossing at the bottom of Quinton Road should be suspended during the works. On Friday he saw that the belisha beacons had been covered up and there were portable controlled crossings in place. However he still witnessed many pedestrians just walking across the zebra crossing without looking.

Dear Councillor Bailey,
 
I refer to your concerns about the roadworks at Daventry Road / Quinton Road.
 
Improvements to the Traffic Management layout has been made to ensure it is now safer for both pedestrians and vehicles.  In order to keep queues to a minimum the signals are being manually controlled between 07:00-19:00 by National Grids contractors traffic management Operatives.  I have also asked for a marshal to be on site between 07:00-19:00 from tomorrow to assist any disabled residents.
 
The zebra crossing close to the butchers has been altered to a temporary signalised crossing, if I approved taking this crossing out and there was an accident then the council could be liable for claims.  To make it more clear that this is no longer a zebra crossing I have arranged for the belisha beacons to bagged off and for a temporary blacking of the surface.  Most people were crossing at gaps in the traffic and not calling for a demand on the signals but I have also received a complaint from a partially sighted resident about these works.
 
I have also contacted West Midlands Police and asked them to monitor and enforce the no entry at Franciscan Road as moving traffic offences can only be enforced by the Police.
 
National Grid has consulted with residents of Daventry Road as part of their on-going works as they are replacing ageing gas pipes. Prior to the works commencing an information van was parked outside the shops informing people of the works but they may not have informed residents of Franciscan Road if no works were planned there.
 
The works at this specific location are due to complete within 3 weeks however these works are part of a much larger programme and National Grid will be moving along Daventry Road to continue their upgrades of the gas pipes.
 
My team will be checking these works daily.

 
New Tiverton School Update
From the "New Tiverton Delivery Team" for Coventry City Council which consists of Council Officers, the designers and also the builders:

Weekly update: Friday 4th November 2016
Preparations for the demolition of the former Alice Steven’s School building are commencing. Applications to discharge the ecological planning conditions are with the City Council’s planning department.
 
We have held a meeting with Whitley Abbey Primary School’s Acting Headteacher, Mrs Harrison, to inform the school of the revised demolition dates. The school plan to share this information with pupils and parents and encourage the usage of the Ash Path gate.
 
The primary school will also be considering parking arrangements for their staff during the demolition and construction phase. With co-ordination there will be sufficient spaces on site for their staff.
 
Seymour Close – Bins not emptied/ Double Yellow Lines
In our 17th July update our residents were promised that double yellow lines for Seymour Close would be included in the September batch of TROs (Traffic Regulation Orders) because inconsiderate parking was preventing ambulances and dustcarts from entering the close.

Just to let you know that our blue bins haven't been emptied again today. It is now a month since they were last emptied and the recycling is growing everywhere.
 
Might I mention the fact that we have still not heard anything from the council about double yellow lines, or not, and it really is far beyond a joke now.

Meeting for Revocation of Right Turn Only (Whitley/ A444)
The objection to Traffic Regulation Order - "Proposed revocation of right turn only (Whitley/ A444)", is on the agenda of the Cabinet Member for City Services on Monday, 14th November, 11.00 am in Committee Rooms 2 and 3 - Council House. Members of the public are welcome to attend but may not participate in this meeting. Read agenda
 
Franciscan Road – ‘No Entry’
Due to the roadworks on Quinton Road/ Daventry Road some drivers have been going through the ‘No Entry’ on Franciscan Road to avoid the queues.
 
Sergeant Stuart Randall sent this reply:
I have made my staff aware of the problem and asked them to take enforcement action when they see offences taking place. When resources allow, I will allocate staff for some specific periods of time.
 
Whilst we will do what we can, the time that we can realistically commit to this is not going to prevent everyone from ignoring the no-entry sign. Hopefully once the road works are complete, normal service will be resumed.

Grit Bins on Stonehouse Estate
A few weeks ago Roger received this email:
I note from the map of Grit Bins on Stonehouse Estate that 2 bins are to be removed as they do not meet the criteria.
 
There are 2 bins on Sedgemoor Road, very close to each other. One on the side of the bottom green and the other opposite. So one of those could be removed.
 
There is one much smaller bin on one of the small greens in Sunnybank Avenue, which is due for removal under the proposals. BUT it meets the criteria for remaining, as it is in exactly the same position as the Sedgemoor Road one in the parallel road.  In fact it would be very helpful if the Sunnybank Avenue grit bin could be replaced by a larger one.  The two bins have to "cover" a very long distance if you take into account all the Closes as well as the two main roads.

 
This response has just been received from Peter Ullah, Highways Operations Manager:
I have reviewed the scoring of the grit bins detailed below and can confirm that CH07 is indeed due to be removed due to its close proximity to CH17. There is no need for 2 bins so close to each other.
 
CH20 does not meet the scoring criteria even though it is on a very similar road to CH17.
 
The reason CH17 receives a higher score than CH20 is due to the fact it is so close to the school entrance. However, please note that CH17 is still only a short walk from CH20 (80m) and therefore remains accessible to residents of Sunnybank Road to use.
 
For reference, when we spread salt on the carriageway it is typically spread at 10g/m2 which means that an amount equivalent to a 1kg bag of sugar is sufficient to cover 100m2 of footway/road. It is not necessary to transport large quantities of salt from one road to another and CH17 is a 500kg grit bin so should be sufficient to service an estate of this size.

 
Benedictine Road – ‘No Through Road’ Sign
Roger received this email:
When we moved into Benedictine Road 12years ago there was a sign telling drivers that it was a no through road. At some point the sign was removed and not replaced. We have just had another ambulance, blue lights flashing, having to turn round and find another route. I say another because we have had many drivers who have made this mistake, ambulances, police cars, fire engines, lorries, a coach and many cars. Perhaps we could have the sign replaced and these drivers would not have to waste their time.
 
The request has been forwarded to the traffic management team who have put it on their list for a replacement. Unfortunately this may take some time and may even have to wait until the new financial year.
 
Cheylesmore Library Volunteers
On Friday, Pauline & 2 other volunteers joined 3 of Earlsdon’s volunteers & council offers on a ‘fact finding’ trip to Sheffield to visit 2 of their 'volunteer run' libraries.

It was great to see what can be achieved by an enthusiastic group of dedicated volunteers and a lot of useful information was obtained.
 
The next volunteers’ meeting is on Monday 7th November at 3pm; when council officers, community centre representatives & councillors will also be in attendance.

Halloween Party at the Fairy Village


Becky, one of the organisers sent us this:
We would like to say a huge thank you to all that supported the children's Halloween party at the fairy village in Baginton Fields Nature trail.

It's always great to see the community come together especially when our children are at the centre of it.

One parent Sarah Roberts said "Thank You so much to everyone who helped put this together. such a lovely thing to do for the kids! They all had so much fun.

We hope that showing how much we all use this area is taken on board and helps to save Baginton Fields Nature trail so we can keep bringing our community together and teach our children about community spirit, nature and keeping active.

Travis Perkins’ Lights on Whitley Business Park

Regarding Travis Perkins Lights as reported in last week's update.

Pleased to report that the offending lights were SWITCHED OFF on 26th October. Ian Bell has stated that the lights should be adjusted or replaced before the premises open in 4/5 months time.

 
Police Appeal Following Air Rifle Shootings in Coventry
Officers have released footage of three people they want to trace following a series of offences in Coventry last week.

During the early hours of 29 October in two separate incidents a 33-year-old man and a 78-year-old-woman were injured after being shot at with an air rifle by someone in a passing car.
The car reportedly used in the air rifle shootings was involved in a petrol theft later that day at the BP garage in Finham.

Footage from the garage shows the car, which is believed to be stolen, bearing VRM plates that were stolen from a car on Monticello Way on 25 October.

ANPR picked up the car at a second petrol station and CCTV captured the driver and two passengers shopping in the store.
