Funding cuts and the future: community pharmacy in Greater Manchester

Community pharmacy in Greater Manchester faces huge challenges and opportunities right now. Funding cuts of £113m mean the average contractor stands to lose £30,000 a year. (Income will drop by 12% from December 2016 to March 2017, with a further 7.5% cut in 2017/18.)

So what do we need to do next? And how can community pharmacists and pharmacy teams minimise the impact and protect services for patients?

The good news is that there are opportunities – and with Greater Manchester devolution we also have the power to transform the way we work with others in primary, community, acute and social care.
 
This must-attend event will examine what national funding cuts, devolution and a new combined LPC mean for community pharmacy in Greater Manchester.

Pharmacy sore throat service proposed
Community pharmacy contractors may have seen media reports over the weekend of plans to introduce a new 'Sore Throat Test' service in community pharmacies. NHS England has now released further details about the inclusion of the community pharmacy service in the NHS Innovation Accelerator programme.

PSNC Director of NHS Services, Alastair Buxton, said:
"Whilst we welcome the news that NHS England has recognised community pharmacy as a key member of the primary care team that can help reduce pressure on GP practices, this announcement seems to run contrary to the DH funding cut which is due to be implemented next month and will which will adversely affect the ability of pharmacies to provide patient care.

It should also be noted that no central funding is being made available to commission this service and its adoption will be subject to local decisions made by CCGs."

Latest drug stock and supply issues/ update

The GMLPC has set up a reporting tool for Community Pharmacists to log supply issues. You can access this tool here or by copy this link into your browser:

This is a new tool launched in November 2016 by GMLPC building on the tool utilised in the Manchester and Salford and Trafford LPC.

The tool is organic, it can be adapted and changed so we welcome your thoughts, we just don’t want to make it too long!

Going forward the LPC will update our newsletter with prevalent stock issues and we will also report all supply issues direct to the relevant medicines management teams.


PSNC webinar series continues with Quality Payments and Urgent Medicine Supply Service

Registration is now open for the final two webinars in PSNC’s series detailing the changes to the upcoming Community Pharmacy Contractual Framework (CPCF).

The webinars are taking place to help community pharmacy contractors to understand the imposition of funding and other changes recently made by the Government, as well as giving the opportunity to ask members of the PSNC team questions. The webinars will be held on consecutive Wednesdays in November.

The third webinar, on Quality Payments and what they mean for you, is scheduled for Wednesday 23rd November at 7.30pm. On the night Alastair Buxton, PSNC Director of NHS Services, will explain how the new Quality Payments will work. He will outline the criteria and help you identify ways in which to meet them.

The final webinar is scheduled for Wednesday 30th November at 7.30pm. During this webinar Alastair will explain how the Urgent Medicine Supply Service pilot will operate. He will also outline the service requirements and make sure you know where to find resources to help you manage the service.

Healthy Living Pharmacy Survey
If you have not yet done so please could you complete this short survey regarding HLP:

This survey is to be completed by all pharmacies across Greater Manchester: (CCA Phamacies will colate centrally)
Pharmacies that currently or have previously taken part in this service are asked to complete the full form.

  • Pharmacies who have not yet provided the service should complete to express interest in providing the service in future, this will help determine the amount of training required.

The results of this survey will greatly influence the formation of a new GM wide Healthy Living Pharmacy service which is due to be re-launched early in the new year.

Thank you to the Pharmacies that have completed this survey so far.


Antibiotics Awareness Week is here (14th-18th Nov)

Pharmacists across Greater Manchester are playing a vital role in the fight against antimicrobial resistance as part of this year’s Antibiotic Awareness Week. 
Pharmacies will be adding awareness-raising stickers to all antibiotics dispensed.  The stickers have been specially designed for patients and carers and highlight the three vital must-does when using antibiotics:

  • Complete the course
  • Never share
  • Return unused antibiotics to your pharmacy

It is supported by a social media campaign encouraging everyone to sign up as Antibiotic Guardians and then share it on social media.  It only takes a second to sign up and make your pledge at http://antibioticguardian.com/.  If you tag us @GMLPC_ we will retweet and share your posts as well.
The campaign also involves GPs, dentists and optometrists across Greater Manchester.


Upcoming regulatory changes

On 5 December 2016, amendments to the NHS (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013 come into force to implement changes to the 2016/17 Community Pharmacy Contractual Framework (CPCF).
The following changes are concerning pharmacy consolidations (mergers), supplementary prescribers and the emergency supply of medicines. Community pharmacy teams are advised to familiarise themselves with the upcoming changes: ow.ly/KD6f3069aIr

MHRA Drug Safety Update

A new Medicines and Healthcare products Regulatory Agency (MHRA) Drug Safety Update (Vol 10, Issue 4, November 2016) has been published and includes articles on:

  • Brimonidine gel (Mirvaso▼): risk of exacerbation of rosacea;
  • showing support for reporting suspected adverse drug reactions; and
  • letters sent to healthcare professionals in October 2016.
