At the Paulson Institute-CCIEE CEO Council for Sustainability's 3rd annual meeting in Beijing, members committed to continue collaboration on projects to reduce energy and resource use and help build more sustainable cities in China. The CEOs are focusing on integrated development projects, green supply chains, and an awareness project.

During a recent trip to Beijing, Institute Chairman Hank Paulson met with Premier Li Keqiang to discuss U.S.-China trade and economic relations. On negotiations for a bilateral investment treaty, Paulson noted progress in China's willingness to adopt a “negative list” approach. Both Li and Paulson underscored the importance of trade and investment liberalization. Prior to Beijing, Paulson stopped in Hong Kong to launch the Chinese-language edition of his book, Dealing with China.

Campaigned

Millions of migratory birds have returned to China’s coastal wetlands—part of their amazing annual journey to faraway winter homes. But the wetlands are rapidly disappearing—since 1950, about 60 percent of them have disappeared, converted for the expansion of industry, agriculture, and cities. Through a series of videos and WeChat blog posts, the Institute is campaigning to raise awareness of China's threatened wetlands and the migratory birds they sustain.

Conservation

The Institute brought together Chinese government officials and conservation experts at a seminar in Beidaihe on the Bohai Sea coast, seeking to promote the conservation of China's vital wetlands and water birds. Based on the findings of the Coastal Wetland Conservation Blueprint Project, seminar attendees agreed that further cooperation is needed between myriad agencies and administrative areas. "Governments at various levels should give top priority to the protection of natural capital, including coastal wetlands,” said Hank Paulson. Hebei Governor Zhang Qingwei pledged his province would "unswervingly take the path of ecology first and green development.”

Chinese direct investment in the U.S. is often difficult and fraught with political roadblocks, but can have the potential to sustain and even create American jobs. With these capital flows rapidly increasing from a low base, a new paper from Institute Chairman and former Treasury Secretary Hank Paulson offers practical advice that will be useful to both policymakers and Chinese potential investors alike. Among other things, Chinese investors need to understand U.S. laws and communicate more effectively about how their investment creates American jobs. Stronger bilateral investment ties, in addition to trade linkages, can inject new energy into the increasingly complex U.S.-China economic relationship, Paulson argues.


Green Finance

On the margins of the IMF/World Bank fall meetings in Washington, DC, senior international and U.S. experts convened for the “Greening the Financial System: From Momentum to Transformation” conference. The Paulson Institute, which has been working with China on several green finance initiatives, co-hosted the conference with Bloomberg Philanthropies, International Institute of Finance, Securities Industry and Financial Markets Association (Sifma), and UNEP. During its stint as president of the G20, China prioritized green finance, which still only accounts for a small percent of the world's overall existing financial infrastructure.


Paulson Prize for Sustainable Cities

Two past winners of the Paulson Prize for Sustainable Cities spoke with the Institute to share their progress since being recognized. In Beijing, Anheng Group CEO Wan Zhonghua discussed how the company's innovative technology has steeply reduced water waste (China faces an annual water deficit of over 50 billion cubic meters) and lowered the risk of pipeline explosions in many communities. In Shenzhen, Ye Qing shared how her Low-Carbon City project has demonstrated that a new, people-centric urbanization model can work, plus how the Paulson Prize has helped the project gain credibility among government officials who once doubted its viability.

生态保护

保尔森基金会邀请生态保护专家,在渤海之滨的北戴河与中国政府官员一同举办研讨会,旨在提高对中国重要湿地和水鸟的保护。根据“中国滨海湿地保护管理战略研究项目”的成果,与会专家和代表均表示,不同部门和不同行政管辖区之间需要加深合作。亨利·保尔森表示,“各级政府应该高度重视对自然资本的保护,而滨海湿地就是重要的自然资本之一” 。河北省省长张庆伟承诺河北省将“坚定不移走生态优先、绿色发展之路”。


智库

中国对美直接投资往往困难重重,会遇到不少政治障碍,但有可能支持美国就业,甚至创造工作岗位。目前,中国对美直接投资正从较低水平迅猛攀升,美国前财长、保尔森基金会主席亨利·保尔森发表文章,提出了对政策制定者和中国潜在投资者都同样具有实际意义的建议。中国投资者尤其需要了解美国的法律,更有效地传达投资在美国创造就业机会等有关信息。保尔森认为,除了贸易往来之外,加强中美双边投资关系也可以为日益复杂的中美经济关系注入新的活力。


绿色金融

2016国际货币基金组织与世界银行秋季年会召开前夕,美国和全球各地的专家齐聚华盛顿,召开了“绿化金融体系:从蓄势待发到着手转型”研讨会。保尔森基金会与彭博慈善基金会、国际金融协会(IIF)、美国证券业与金融市场协会(SIFMA)、多伦多中心,以及联合国环境规划署(UNEP)共同主办研讨会。中國主辦二十國集團(G20)的期間内,中國与会专家讨论了如何加速绿色金融发展势头等议题。绿色金融发展迅猛,但到目前为止在整个金融体系中仍然只是沧海一粟。目前,保尔森基金会正在与中国政府合作,在中国推进多个绿色金融项目的实施。


保尔森可持续发展城市奖

前两届保尔森可持续发展城市奖的获奖项目代表接受保尔森基金会采访,介绍了获奖以来的项目进展。北京安恒集团总裁万众华介绍,安恒集团的创新技术大大减少了水资源的浪费(中国每年缺水500多亿立方米),并降低了许多社区管道爆裂的风险。深圳市建筑科学研究院院长叶青介绍,该院设计的深圳国际低碳城项目采取以人为本的思路,实践新型的城镇化之路。荣获保尔森可持续发展城市奖,让曾经质疑这套做法的政府官员增加了信心。
