12% of Victorian low-cost private rented dwellings were rated uninhabitable ( VCOSS 2010). 15% of Victorian public housing dwellings (around 10,000) were considered in danger of not being ‘fit for purpose’ ( VAGO 2011).

Minimum standards in energy efficiency will be be introduced for all tenancies in England and Wales in 2018. It will be unlawful for landlords to lease homes with an energy performance below a certain level.
