INVITATION TO ALL MASCOMA AREA RESIDENTS

The Canaan Board of Selectmen and the taxpayers of the Town of Canaan have experienced a 12.5% increase in taxes to be raised for the school district this November. The push back we are receiving from taxpayers is extensive. There are people threatening to defeat the Town and School budgets as well as Selectmen and School Board members. We understand that most towns have experienced a significant increase and the only town that hasn’t experienced the increase this year, experienced a large increase last year. The Town of Canaan has had virtually the same Town tax rate for 10 years. We have kept out Town rate static to help offset school increases. We will no longer be able to have a flat rate in future years.

The Canaan Board of Selectmen met with the Mascoma Valley Regional School District Board on November 22. We shared with the Board the dramatic impact these rate increases are causing in Canaan. We asked for budget containment. We asked for use of the annual surplus to keep the tax rate as low as possible. We asked for a new tax allocation formula that balanced kids (ADM) and property wealth. We have asked for these actions repeatedly over the last 4 years. We would like more direct accountability to our voters on a town by town basis.

We would like to host a meeting for neighboring Selectmen to discuss school funding and tax rates and accountability.

The proposed agenda is as follows:

Review of the impact for each of the 5 towns;
Review of the overall budget;
Review of the Default Budget;
Review of the DRA data used for rate setting;
Review of the surplus (unanticipated fund balance) used to reduce taxes;
Review of impact on home sales and housing starts in 2016;
Review of ADM funding formula versus property valuation formula versus combined formula;
We would like to explore options for improving this situation for our taxpayers and taxpayers of other towns; and
We would like to explore ways to encourage restraint and change by the School Board.

We would like to restrict the dialog primarily to town officials, but will allow for at least a couple of public comment periods during the meeting. It will be very informative and the participants will be looking for ways to address higher school tax rates.

The proposed meeting is scheduled for Tuesday, December 6 at 7:00 PM at Canaan Hall.

Please feel free to send questions or requests for information of data for the meeting as well as sending requests to Supt. Andrew as appropriate.

Sincerely,
Scott Borthwick, Chair Canaan Board of Selectmen
David McAlister, Selectman
Al Posnanski, Selectman

MASCOMA COMMUNITY HEALTH CENTER

The Health Center has shingles on the roof! Windows are now going in.

Karen Wolk, who recently moved to Keene, but who was active in Town affairs for several years, created
The Mascoma Community Health Center Perpetual Fund through the New Hampshire Charitable Foundation. Her initial endowment was $100,000! The earnings from the Fund will go to support the operations of the Health Center. Thank you Karen for your support and trust. We would like to extend thanks as well from the future patients who will use the Health Center and can't afford the care but who will get it due to your generosity and hopefully the generosity of others. Anyone may contribute to this endowment through the New Hampshire Charitable Foundation.
