CAPNCM Conducts Needs Assessment

As part of its on-going mission to lessen poverty across Missouri, Community Action Partnership of North Central Missouri is currently conducting a Community Needs Assessment. The purpose of this assessment is to help the Agency better understand the current state of poverty within their nine county service area. The information gleaned from this process will help CAPNCM improve current anti-poverty efforts and help them build future programs designed to target the biggest problem areas facing the residents of Caldwell, Daviess, Grundy, Harrison, Linn, Livingston, Mercer, Putnam, and Sullivan counties.

CAPNCM would like to invite all members of the community to participate by taking a brief online survey regarding their thoughts and views on poverty in their area. Respondents are free to complete as much, or as little, of the survey as they wish. No personally identifying information is collected as part of the survey or used in any part of the final report produced by the Community Action Agency. To access the 2017 Community Needs Assessment survey, please visit this URL: https://www.surveymonkey.com/r/KC3BZB5. Direct links to the survey have also been provided on the Agency’s website: http://www.capncm.org and Facebook page: https://www.facebook.com/ghcaa2/. You can also request a printed copy of the survey be mailed to you by calling 855-290-8544.

If you have any questions regarding this survey or how the information will be used, please contact the Agency’s office.

New applications for Winter Energy Assistance will no longer be accepted after March 31st, 2017. If you were already approved prior to this date, you may still qualify for emergency funds until those funds are exhausted.

Summer Energy Assistance begins June 1st, 2017. New applications for those who have moved or were not approved over the winter will be able to submit a new application at that time. Summer assistance can only be used toward electric bills currently in danger of disconnection.

Energy Assistance Funding

The Community Action Partnership of North Central Missouri’s Low-Income Housing Energy Assistance Program (or LIHEAP for short) still has funds for heating assistance. People do not need to schedule appointments or physically visit the office in Trenton to apply for or receive help. The agency offers several different options for submitting applications, paperwork, and/or disconnect notices, including postal mail, fax, email, phone, online assistance, and of course, in-person. If you have questions regarding this program or the status of your current application, please contact the agency at 855-290-8544 and hit 0 for an operator.

Latest Census Data Shows Poverty Drop
According to recently released census data, poverty within the nine county service area of Community Action Partnership of North Central Missouri dropped in 2015 to an average of 16.8% from a 2014 average of 17.7%. The number of children under the age of 18 currently living in poverty within the agency’s service area remained largely steady at just over 25%. Northern Missouri’s poverty rate remained higher during 2015 than the overall Missouri poverty rate of 14.8%.

Individuals are considered poor if resources they share with others in a household are not enough to meet their basic needs, according to the official census poverty measure. While poverty rate is an important snapshot, CAPNCM believes it’s important to remember poverty is more than a number.

“Poverty is multi-dimensional and unique to each Missouri individual and family who experiences it,” Aaron Franklin, Executive Director at CAPNCM said. “As a community, we must remember that poverty affects everyone. It impacts our children, our local economies, and our future.”

To combat the causes and conditions of poverty, CAPNCM provides local, direct services to low-income Missourians in the counties of Caldwell, Daviess, Grundy, Harrison, Linn, Livingston, Mercer, Putnam, and Sullivan. CAPNCM’s goal is to empower low-income individuals to achieve self-sufficiency. Programs such as energy assistance/LIHEAP, emergency direct client services, and rental assistance have helped people and changed lives throughout the Agency’s more than 50-year history.
