LDEQ Transitions to NetDMR as of December 21, 2016
 
The U.S. Environmental Protection Agency (EPA) issued its final National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule on September 24, 2015. The rule requires LPDES permit holders to electronically submit permit and compliance monitoring information, such as discharge monitoring reports (DMRs), instead of using paper reports.  The Louisiana Department of Environmental Quality (LDEQ) has established NetDMR as a web-based tool that allows Louisiana-permitted facilities to electronically sign and submit DMRs to LDEQ.  After December 21, 2016, LDEQ will not accept paper DMR submittals as the approved format.
 
LPDES permit holders must access NetDMR to create an account.  LDEQ’s website (http://www.deq.louisiana.gov/NetDMR) provides access to EPA’s NetDMR website.  LPDES permit holders will then need to request access to their permit electronically and to submit a subscriber agreement to LDEQ.  Once approved by LDEQ, the permittees can designate parties that are permit signatories (e.g., responsible corporate officers), parties that may edit data (e.g., consultants and laboratory personnel), and those parties that may view data (e.g., secretaries, clerks, environmental personnel).  NetDMR accounts can then be used for assembling compliance monitoring reports and authorized signatories to sign and submit final DMRs.

Chad Cristina, Ph.D., P.E., is CK’s Water Quality Team Program Manager. Dr. Cristina is a senior environmental engineer who specializes in NPDES permitting and compliance; wastewater/storm water treatment design; and engineering/computer modeling. 
 
Ms. Cheryl Hevelin is Project Coordinator for NPDES Programs. Ms. Hevelin is responsible for coordination of sampling and testing of discharges to meet requirements of the offshore and onshore permits.  She is responsible for electronic data management of laboratory test results, offshore measurements and observations, and the generation of quarterly and annual discharge monitoring reports.
 
Ms. Mary Hughes is an environmental specialist for NPDES Programs.  Ms. Hughes has significant experience in preparing electronic discharge monitoring reports for CK’s offshore and onshore clients, including setting up NetDMR accounts, reviewing laboratory data for submittal suitability, completing the NetDMRs, and supporting our clients during the approval process.
