Shakopee School Board Business Meeting

The Shakopee School Board held its annual Truth in Taxation Hearing and regular monthly business meeting on Monday, December 12, 2016. 
 

Truth in Taxation Hearing

Board Chair Reggie Bowerman began the Truth in Taxation Hearing and Finance Director Mike Burlager presented information regarding the school district portion of residents' property taxes. The board received comments from one property owner. At the completion of his comments, Bowerman thanked him for attending and sharing his thoughts. If residents have questions regarding the school district portion of their property taxes, they can call the district's Finance Director Mike Burlager at 952-496-5011. 
Saber Strides and Pride: Good News Items

Board Chair Reggie Bowerman recognized "Good News Items" in the district.

Congratulations to our Cross Country teams that participated at the state meet at St. Olaf College. We briefly mentioned their success at our November meeting, but they were unable to attend. Again, congratulations to our girls team that finished 5th overall and to the following students:
  • Tess Misgen - finished 4th overall
  • Jayda Becker – 34th overall
  • Isabel Meger – 43rd overall
  • Kenzie Misgen – 53rd overall
  • Abigail Meger – 94th overall
  • Maya Rachel – 100th overall
  • Ali Styba – 147th overall
  • Nick Olfert – 123rd overall
Jayda Becker and Ali Styba attended the board meeting and received certificates of excellence from the Shakopee School Board. 
In other exciting student news, eight of our junior high students have been selected to participate in the All-State Choir.
  • Nathan Svestka will be part of the 9-10 All-State Choir. 
  • The following 6 students were part of the 7-8 Boys and Girls Honor Choir:

    • Matthew Thompson
    • John Kettle
    • Aaron Dumalag
    • Abigail Swenhaugen
    • Lexie Knutson
    • Judith Villa Lobos
Board Chair Reggie Bowerman presented the following students, in attendance, with certificates of excellence: Aaron Dumalag, Nathan Svestka, John Kettle, Matthew Thompson, Jack Haglund and Judith Villa Lobos.
Truth in Taxation
The board approved the 2016 payable 2017 levy as presented in the amount of $33,313,078.73. Finance Director Mike Burlager presented the information listed below, which breaks down the levy into the following three categories:
  • General Fund:  $13,722,368.68
  • Community Service:  586,043.18
  • Debt Service: 19,004,666.87
  • Total Levy:  $33,313,078.73

2015-2016 Audit
Finance Director Mike Burlager presented information regarding the district's 2015-2016 audit review. The district received an Unmodified Opinion regarding its financial statements for the year ending June 30 ,2016, it's compliance over federal programs and it's Minnesota legal compliance. An unmodified opinion is the best opinion an organization can receive and means that financial statements are presented, in all material respects, in accordance with applicable financial report framework. 

New Courses
The school board approved course changes for the 2017-18 school year. Some of the new high school courses will include the following: Accelerated English, AP Chemistry, Advanced Fit for Life, Advanced Sport Performance, Elements of Media Production, Writing for Media, Management and Leadership, Culinary Arts 2, Criminal Justice and the Court, and Web Development. New courses for middle school students will include the following: Accelerated English and Accelerated Life Science for 7th grade students. The goal of accelerated courses is to provide students the opportunity to engage in above grade-level content and prepare students for college-credit courses. Meanwhile, third graders will continue the ongoing professional development around literary instruction and STEM integration as part of the sequence changes made to our elementary programming as a result of the implementation of all-day kindergarten. The curricular and professional development changes will focus on developing common instructional strategies and practices that ensure alignment within and across grade levels in Shakopee.
Registration Guides
Board members approved the Pearson 6th Grade Center and East & West Jr. High School registration guide, which is an important tool as students and parents plan for the 2017-2018 school year and beyond.

The board also approved the 2017-18 Shakopee High School registration guide. In addition to the course descriptions that will be offered, the guide will also provide valuable information about the Academies of Shakopee that will open in the Fall of 2018. A framework with future course offerings will be presented in addition to the daily schedule configuration and future graduation requirements. The goal is to have the registration process completed near the end of January.
Shakopee High School

The school board accepted a base bid and awarded a contract to UHL Company Inc. of Maple Grove for the Shakopee High School temperature controls project in the amount of $780,000. The base bid amount includes all wiring, controllers and programming necessary to provide temperature controls to the high school building addition, areas of renovation and interface with the existing building controls to have one fully integrated system.

Maintenance Projects
District staff have identified long-term maintenance projects for 2017-2018.

Sweeney Elementary Boiler and Domestic Water Heater Replacement
The existing domestic water heaters at Sweeney Elementary have reached the end of their useful life and are due for replacement. As part of their replacement, the original holding tank that was heated by the boilers will be removed and the domestic water piping in the space will be simplified. Additionally, one of the two existing boilers will be replaced with a high efficiency condensing boiler. The remaining boiler will remain as a back-up and winter boiler. The total project cost is $350,000.

Sun Path Elementary Roof Replacement
The roofing at Sun Path Elementary has reached the end of its useful life. The original roofing system was installed in 2000 with a ten year warranty. While the district has extended the useful life of this roof through periodic maintenance/patching, the maintenance costs associated with this roof are beginning to rise. This project would involve complete tear off and replacement of the existing ballasted EPDM roofing system with a built-up roofing system carrying a thirty year warranty. This project does not include the built-up roofing system located over the kindergarten addition that was installed during the summer of 2014. The total project cost is $1,000,000.

These projects will be funded from the district’s long-term facilities maintenance budget. The board approved the next steps, which involves consultants starting the bidding process for the projects and bringing results to the board for award consideration in March 2017.
Personnel Items
The school board accepted one resignation, one retirement, approved 7 non-certified contracts, 3 long-term substitute contracts, and 58 co-curricular assignments.
