CHINA

China Extends Transition Period for Cross-Border Ecommerce Import Supervision 

Xinhua, 16 November 2016 

China will extend the transition period for its supervision of cross-border e-commerce retail imports to the end of 2017 to encourage e-commerce retail consumption, the Ministry of Commerce (MOC) announced on Tuesday 15 November 2016. Earlier in the first half of 2016, the State Council decided that the cross-border e-commerce retail import supervision period would have a one-year transition period, starting from May 11, 2016, during which the pilot supervision model will be rolled out. According to the announcement by the MOC in November 2016, the transition period will be extended to the end of 2017 to ensure a healthy environment for cross-border e-commerce retail imports, said the MOC.

China to Promulgate Ecommerce Law

CHINA'S top legislature is deliberating a draft law that will regulate and facilitate booming e-commerce in the country. The draft law was submitted for review by legislators at the bimonthly session of the National People's Congress (NPC) Standing Committee, which runs from Monday to Sunday third week of December 2016. Explaining the draft to lawmakers on Monday morning, Lyu Zushan, deputy director with the NPC's Financial and Economic Affairs Committee, said booming e-commerce in recent years had served to reveal loopholes in China's legal system and commercial rules. The draft law will facilitate e-commerce growth, help maintain market order and protect consumer rights. The Ministry of Commerce predicted the volume of cross-border e-commerce in 2016 will reach 6.5 trillion yuan and will soon account for 20 percent of China's foreign trade.

China Central Television Considers Abalone from Zhang Zi Dao Island as Premium Abalone

The premium Chinese wild Abalone comes from waters around Zhang Zi Dao Island, Dalian City, Liaoning Province, north-eastern China. Zhang Zi Dao Island has the reputation of “Home to Abalone”. This year, the price of abalone has grown in Chinese market, due to the previous bad farm condition and large death number of abalone in some areas of China. Now the abalone price ranking in Chinese market is: Dalian Zhang Zi Dao Abalone, Shandong Abalone, Chinese Southern Abalone, and Korean Abalone. The price of wild Zhang Zi Dao abalone is 700~800 RMB yuan per 500 gram/2~3 abalones, and that of Abalone from Qingdao City Shangdong Province is about 320 yuan/500g/3 abalones.

China Third National Ecommerce Innovation Conference Held in China’s eastern Ningbo City, Zhejiang Province

On 30 November 2016, China Third National Ecommerce Innovation Conference was held in Ningbo City, Zhejiang Province. More than 3 000 experts and reps of ecommerce companies attended the conference. According to attendants, new features of economic globalization are conducive to development of ecommerce, and China should take an active part and lead in global ecommerce regulations. It is reported that Ningbo City Zhejiang Province enjoy two national-level ecommerce demonstrative parks, and two national-level ecommerce demonstrative companies, and numerous provincial-level ecommerce platforms and companies. The city has 52,700 retail online shops and websites, on third-party ecommerce platforms. During January - October 2016, the city’s retail reached 78 billion RMB yuan, up by 46.7% compared with the same period of last year. Of that, the ecommerce transactions exceeded 22 billion yuan, in Ningbo, which ranked the top among all cities in China.

China Aquatic Production Chamber of Commerce Has Established Its Special Committee on Fresh and Live Aquatic Products

On 9 December 2016, China Aquatic Production Chamber of Commerce (APCC) established its Special Committee on Fresh and Live Aquatic Products. APCC is under the All-China Federation of Industry and Commerce (ACFIC). The Chairman of the Special Committee is Mr WU Yuanchao. He is the President of Chaohui ShuiChan Co . based in Guangdong Province China, which is engaged in distribution and sale of domestic and overseas aquatic products. The company has its own ecommerce website.  At the opening ceremony of the Special Committee, the company displayed a large picture of Boston Lobster. The purposes of the Special Committee include the development of relations with the government, catering industry, and large shops & supermarkets.

China Has Decided to Set Up a Unified System for the Certification and Identification of Green Products

The State Council has decided to set up a unified system to enhance the quality and supply of green products by 2020, according to a circular released on 7 December 2016.The system will set standards for the certification and identification of green products as part of supply-side reforms and efforts to bolster global competitiveness of household products. Responsible departments should publish unified green criteria and a directory of certified green products that prioritizes food and consumer goods used in daily life.

Cooperation | Strategic Cooperation Signed between Austrade and Chinese Ecommerce Website (Chunbo.com) for Development of Global Ecommerce in Food

On 12 November 2016, an agreement on strategic cooperation was signed between Austrade and Chunbo. Chunbo (Chunbo.com), a Chinese ecommerce company, dedicated to bringing safe and healthy food to Chinese families. The agreement will bring Australian agricultural produce, seafood, wine, dairy products of good quality into China, to satisfy the demand of high-end Chinese consumers.  Both parties have common concepts and missions in food safety. That is the direct reason that has enhanced the success of this cooperation. It is reported that the cooperation of both parties will not just stay at the level of product supply, but also will expand to in-depth strategic joint organization of brand marketing and product promotion.

China and Norway to Resume Trade Talks

Beijing and Norway will resume talks on a free-trade deal, China said on Tuesday 19 December 2016, as part of normalizing ties six years after Beijing froze out the Scandinavian country and restricted imports of Norwegian salmon over the awarding of the Nobel Peace Prize to an imprisoned Chinese dissident.

Seafood Trade Advisory group to raise concerns about barriers facing Australian seafood sectors under current Free Trade Agreements

With comments coming out of the USA in relation to the Trans Pacific Partnership (TPP), it is suggested greater emphasis needs to be placed on other Trade Agreements currently in negotiation, in particular the Regional Comprehensive Economic Partnership (RCEP.) With the Sixteenth Round of Negotiations held in  Tangerang, Indonesia on the 2nd -10th  December 2016, (http://dfat.gov.au/trade/agreements/rcep/news/Pages/sixteenth-round-of-negotiations.aspx) and the Seventeenth Round of Negotiations due in Kobe, Japan  – 27th  February – 3rd  March 2017,  the Seafood Trade Advisory Group will look to forward an updated submission to the department early in the New Year raising again the concerns and barriers facing Australian seafood sectors under current agreements, seeking that they be addressed in negotiations.

Seafood Trade Advisory Group - December 2016

The Seafood Trade Advisory Group was happy to have worked with Austrade in arranging all exporter/processor meetings for the Chinese Seafood Delegation visit to Western Australia, South Australia and Tasmania 21st to 30th November.

Since CHAFTA came into force, Austrade ‘s China team have been actively engaging with China’s network of seafood importers, distributors and other buyers / influencers to identify new sources of direct seafood importation into China, particularly in the Northern and South Western regions. 

This inbound mission was the first step in building this network to further promote Australia’s premium seafood product capability, image and supplier base to a wider range of target customers

Holiday hit: Japan Sees Surge in Crab Prices Amid Drop in Imports


Japan Times - 30 December 2016

Prices of crab, a sought-after delicacy in the year-end and New Year’s period, are surging because of a sharp fall in imports, especially from Russia and Alaska.

Imports provide most of the crab distributed in Japan, and wholesale prices are some 30 to 50 percent higher than a year ago.

Why Coral Trout Could be the Next Big Thing in Global Aquaculture

Amid a decline in numbers of coral trout in the wild, the National Research and Development Agency, Japanese Fisheries Research and Education Agency (FRA) recently announced it had become the first organisation in the world to successfully farm the species. Japanese Retailer Launches Responsibly Sourced Processed Oysters

One of the largest retail chains in Japan, Kasumi Co. Ltd., which operates 178 stores in the north region of Kanto Plain, has introduced certified responsibly farmed processed oysters sourced from a local farm.

To highlight the new assortment of ASC and MSC labelled seafood, an exclusive in-store promotional display was launched at their flagship store, Food Square Tsukuba Style in Tsukuba city.

SINGAPORE

Public Comment Sought on Next Phase of Aquaculture Improvement Tool

The first public comment period for Level 2 of the Southeast Asian Shrimp Aquaculture Improvement Protocol (SEASAIP) is now open until February 1, 2017.

SEASAIP is a tool under the Asian Seafood Improvement Collaborative (ASIC) that combines some of the existing Southeast Asian government standards with key requirements from the Monterey Bay Aquarium Seafood Watch program’s Aquaculture Standards to offer producers a ladder for improvement.

New campaign serves up sustainable seafood options

By early February, a popular nasi lemak stall at Changi Village will pair its coconut rice with a new type of fish, in a move that could help save a fish species from extinction.

Mizzy's Corner will introduce the Indian mackerel as an alternative to the more endangered ikan kuning. Its owner Mizrea Abu Nazir, 44, said: "It tastes the same as the ikan kuning so I'm not worried that customers won't like it."

Her new fish dish will appear in a video campaign aimed at getting consumers to switch to sustainable seafood.
