With nearly half the undergraduate population of Maryland enrolled at 16 colleges, on 23 campuses and 1000+ locations, it can be challenging to capture and share all that’s happening at Maryland’s community colleges.

-- However, with In A Crab Shell, we are going to try. --

KEY 2017 LEGISLATIVE INITIATIVES FOR MACC

Operating Budget - Expedite Cade

The Cade Formula

  • Bases state support for community colleges on a percent of state support for designated 4-year colleges.
  • Created to keep student tuition affordable and provide predictability and fairness across all higher education institutions.
  • Community college costs to be divided into equal thirds between the state, local government, and students.
  • The state has typically not met its funding goal.
  • Students and local governments now each typically pay close to 40% of operating costs.
  • 2015 was goal year for full Cade funding, but now pushed back to 2023.
*Senator John R. Cade developed the formula in 1996.

Capital Budget - Restore Annual Authorization

Restore the Community College Annual Capital Grant to $80 Million

  • Community colleges educate more students in less space and in older buildings than any other public segment of higher education.
  • Support the 19 community college projects in the MACC CIP List, 4 pre-authorized projects and 15 new.

Financial Aid for Workforce Training

100,000+ Unfilled Jobs

Unfilled positions constrain growth and operations in health care, cybersecurity & information technology, manufacturing, allied health & life sciences, energy & sustainability.
 

Lack of Skilled Applicants

Employers cite a lack of sufficiently skilled applicants as key barrier to growth.
 

No State Aid for Non-Credit Programs

MACC requests $2 million in financial aid to support the training of 1000s of workers to fill these open positions, and keep Maryland commerce strong.
