Wintery Night Inauguration Celebration Was Big Success


More than six hundred Millcreek residents, dignitaries, friends, and families came out the snowy evening of January 3, 2017, to celebrate the birth of our new city. Local schools and community groups provided musical entertainment, and many local businesses contributed the best pastries in the valley -- yum!

Our brand new city officials were sworn into office that evening.  Thank you, Mayor Jeff Silvestrini, Silvia Catten (D1), Dwight Marchant (D2), Cheri Jackson (D3), Bev Uipi (D4), for all of the work you've been putting in since the election, and particularly over the holidays, to help get Millcreek up and running.  

Many thanks to the generous contributions of local businesses and residents, who fully funded the party. Please recognize our local businesses by patronizing their stores and services! (See the complete list below, with addresses).

Shout-outs also to Wasatch Jr. High School, the Millcreek Arts Council, Canyon Rim Neighborhood Strings,the Skyline Madrigals, James E. Moss Elementary Choir, Millcreek Elementary Strings, Flint and Steel, the Utah Tongan Community Singers, the Unified Fire Authority, the Unified Police Department, the Grant Stake 11-year-old Scout Patrol, Kerri Cronk, Fred Healey, Salt Lake County Mayor Ben McAdams, all the parents, and all of the volunteers who helped set up, run, and take down the event.

As Mayor Silvestrini remarked at the ceremony, "Millcreek is just an awesome place to live."

Volunteerism is What Makes Millcreek Work


Special thanks are due to many individuals in addition to our elected representatives, who have volunteered much time and energy to help Millcreek get started. We will recognize them individually over the next few weeks in this newsletter. Several who worked hard over the November/December holiday season, are lauded below:

David Muir, whose day job is Cottonwood Heights' treasurer and financial reporting manager, has selflessly contributed hundreds of hours pulling together information, making presentations to the Council, and offering well-experienced advice.  Dave prepared Millcreek's tentative budget from information he collected from the County and several cities.  

Leslie Van Frank, who is Mayor Silvestrini's wife and law partner, has volunteered to be Millcreek's acting city recorder until such time as Millcreek has funds to hire an experienced one. Leslie has been preparing the City Council's weekly agendas and minutes, following the legal requirements for noticing-up meetings, and keeping track of Millcreek's documents. She also created and maintains the city's temporary website http://millcreekut.org, and directs preparation of this weekly newsletter.

Tom Stephens and John Jansen, who were both members of the former Millcreek Township Planning Commission, have been shepherding through our new planning ordinance. They've studied hundreds of pages of the County Code, pulled together development standards followed by the County that weren't in the Code, and begun preparing proposed changes that will begin to move our planning visioning process forward.

Notice is Hereby Given that the Millcreek City Council shall assemble for a meeting in the Conference Room of the Mt. Olympus Improvement District Offices located at 3932 South 500 East Millcreek, Utah.
 
4:00 PMWork Session:

       1.   The City Council will conduct a job interview of a specific individual for the position of a part-time administrative assistant. The Millcreek Council may temporarily recess the Council meeting to convene in a closed session to discuss the character, professional competence, or physical or mental health of an individual, pending or reasonable imminent litigation, and the purchase, exchange, or lease of real property, as provided by Utah Code Annotated §52-4-205. 

       2.    Open meetings presentation by John Brems, City attorney. 

       3.    Discuss Millcreek Envision Committee and Mayor’s proposed appointments thereto.

       4.    Discuss revision to Title 19.

       5.    Discuss noticing requirements for ordinances, and budgeting for newspaper publication.

In accordance with the Americans with Disabilities Act, Millcreek will make reasonable accommodation for participation in the meeting. Request assistance by contacting Leslie Van Frank, 801-541-8838, and provide at least 48 hours advance notice of the meeting.
 
 Public Comment Policy and Procedure: The purpose of public comment is to allow citizens to address items on the agenda. Citizens requesting to address the commission will be asked to complete a written comment form and present it to the acting city recorder. In general, the chair will allow an individual two minutes to address the Council. A spokesperson, recognized as representing a group in attendance, may be allowed up to five minutes. At the conclusion of the citizen comment time, the chair may direct staff to assist the citizen on the issue presented; direct the citizen to the proper administrative department(s); or take no action. This policy also applies to all public hearings. Citizens may also submit written requests (outlining their issue) for an item to be considered at a future council meeting. The chair may place the item on the agenda under citizen comments; direct staff to assist the citizen; direct the citizen to the proper administrative departments; or take no action.
