Notice of Race
42nd Victorian Championship
18 – 19 February 2017

This regatta is organised and hosted by Somers Yacht Club Inc. (SsYC) on behalf of the Sabre Sailing Association of Victoria Inc (SSAV). The Organising Authority is Somers Yacht Club Inc.

1.       RULES
The regatta will be governed by the ISAF 2017-2020 Racing Rules of Sailing (RRS). The regatta is classified as a Category A event in accordance with RRS 80 and Appendix 1 Regulation 20 of the RRS.

2.       ALTERATIONS TO RACING RULES
The racing rules will be modified in accordance with rule 86 as follows: Rule 41, Outside Help, will be altered by: “A boat may receive outside help as provided for in rule 1 and, in addition, where the organising body deems that the vessel and its crew require assistance in order to right a capsized vessel and/or return its crew to the vessel in order to continue racing.

3.      ADVERTISING
RRS 80 applies. Boats may be required to carry advertising supplied by the organisers whilst racing.

4.      ELIGIBILITY AND ENTRY
4.1       The regatta is open to boats of the Sabre class that comply with the class rules of the Sabre Sailing Association of Australia Inc and whose crew are current financial members of their State Sabre Association.

4.2       Competitors must also be current financial members of a club affiliated with a State or National Yachting Authority and provide a YA number.

4.4     A signed competitor declaration and parent/guardian authorisation (if applicable) must be signed at registration.
4.5    Eligibility for various divisional prizes will be governed by the competitor’s age as at the start of the regatta.

5.       FEES
5.1       A non-refundable fee of $150 for adults and $120 for youths (under 18 years old on 18 Feb 2017) is payable to the Sabre Sailing Association of Victoria Inc. Entries submitted after Tuesday 15th February 2017 may not receive a regatta shirt. The entry fee includes a meal on Saturday night (18 Feb) at Somers YC. Non-competitor meals may be purchased for $15 as part of the regatta entry process.
5.2       Entries received after 15th February 2017 will be at the sole discretion of the Sabre Sailing Association of Victoria Inc.

6.2       The series will comprise a minimum of three heats and a maximum of five heats, all of which will comprise short courses as indicated above. The target number of races for a particular session indicated above is a guide only, and will only be followed at the Race Committee’s discretion.
6.3       At its discretion the Race Committee may schedule racing at times other than as indicated, in the event that there has been a shortfall in the number of races sailed in a preceding day due to cancelled or abandoned races; or when weather forecasts indicate the potential for a loss of racing in future sessions. The race committee may waive its discretion to conduct such additional racing and limit the series to less than the full five races.
6.4              On the last scheduled day of the regatta no warning signal will be made after 1600 hours.
6.5       It is intended that no more than two races be held in any race session, except that a maximum of three races may be scheduled if required, at the discretion of the Race Committee.
 
7.      MEASUREMENT
 
7.1       Each boat is required to hold an “A” class measurement certificate as issued by the Sabre Sailing Association of Australia Inc and except in circumstances prescribed by section 7.4, shall use a maximum of two sails, one centreboard and one rudder during the regatta and which show evidence of measurement by their State Measurer at some time.
7.2      Competitors may be required to present the sails and foils to be used in the regatta at registration. Any measuring of sails or foils undertaken during the regatta will incur a late fee of $20 per boat (unless undertaken as per 7.3 below).
7.3       The State Measurer, or appropriate delegate, may conduct random measurement checks on boats and equipment before, during and after the regatta at the discretion of the Race Committee, the Sabre Sailing Association of Victoria Inc or the Jury.
7.4       Damaged equipment may be replaced on written request to and approval by the Race Committee. If damage occurs during the first race of the day, equipment may be replaced between races provided a written request is lodged before the end of protest time for that day.
 
8.     SAILING INSTRUCTIONS
The sailing instructions will be available from Somers Yacht Club at registration 18 February 2017 and online at
www.sabre.org.au from 4 February 2017.
 
9.     REGATTA SITE & RACING AREA
The regatta site will be in the waters of Western Port off Somers Yacht Club.
 
10.   COURSES
The course shall be triangle and windward and return in shape as described in the sailing instructions
 
11.    RIGHTS TO USE NAME & LIKENESS
In participating in the Regatta each competitor grants the Organising Authority, the Association and the sponsors of the Regatta the right in perpetuity, to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or film television or other reproduction of him/her during the period of the competition for the Regatta and in all material related to the Regatta without compensation.
 
12.   SCORING
12.1     Low Point scoring system, Appendix A.4.1 will apply.
12.2     Scoring for determination of results in divisions will be determined on the basis of aggregating the results based on the results of the overall fleet.
12.3    When fewer than four (4) races have been completed, a boat’s series score will be the total of its race scores.
12.4    When four (4) or more races have been completed, a boat’s series score will be the total
of its race scores excluding her worst score.
 
13.    SUPPORT BOATS
Coaches and other support personnel shall not approach within 100 metres of any competitor that is racing without the prior approval of the Race Committee.  Failure to comply may result in the disqualification of all competitors associated with the infringement.

 14.   RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and any form of GPS device.
No electronic device which could be used to increase boat speed or gain a tactical advantage shall be attached to a boat or carried by a crew member, other than (a) time keeping devices, (b) digital compasses provided these cannot calculate speed or location information for use while racing and (c) Tack Tracker type devices that record data relating to the position of a boat but do not permit any visual display of that data to the skipper during the race.
 
15.     INSURANCE
15.1     All boats competing in this regatta shall have third party insurance cover of not less than AUD $5,000,000 (recommended AUD $10,000,000). 
15.2     All owners/competitors who enter online or sign the entry form are deemed to have made a declaration that they hold such cover.  The mandatory Competitor’s Declaration contains a clause acknowledging current insurance cover.
15.3     Any competitor not holding this cover shall withdraw their entry.
 
16.   PRIZES

Allocation of prizes in all categories remains at the discretion of the Sabre Sailing Association of Victoria Inc. and is dependent on the number of entries.
The championship is an ‘open’ championship and therefore prizes will be awarded in order of scoring irrespective of a competitor’s state of origin.
 
17.     BOAT STORAGE
17.1    Entry will be at the main gate of Somers Yacht Club.
17.2.    Boats may be left at the club at the owner’s risk at locations as directed by the Race Officer.
17.3     Trailer storage is available adjacent to the car park as directed by the Race Officer.
17.4     Boats may be dropped off at the club before the championship during the days 13-17 Feb 17.        Please call Wendy Wilson 0407 876 950 to arrange access.
 
18.      SOCIAL FUNCTIONS
A meal will be provided to competitors at SsYC after sailing on Saturday 18 February and will start as soon as practical after racing. Drinks are available at bar prices.

19.     ENTRY DISCLAIMER
It is the competitor’s decision to enter an Event or to start and continue in any race. Competitors shall accept that their participation in an Event is at their exclusive risk in every respect. See Rule 4, Decision to Race. The Organising Authority and the Sabre Sailing Association of Victoria Inc, their officers, members, servants and agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property sustained solely by reason of the competitor’s participation or intended participation in this Event or howsoever arising in connection with this Event.
 
20.     AMENDMENTS
Any amendment to this Notice of Race will be posted on the Somers Yacht Club website (www.somersyachtclub.yachting.org.au) and the Sabre website: www.sabre.org.au

I  ______________________________  agree to be bound by the ISAF 2017-2020 Racing Rules of Sailing, the Prescriptions and Special Regulations of Australian Sailing, the Sabre Sailing Association of Australia Inc Class Rules, the Notice of Race (except where any of these are altered by the Sailing Instructions) and by the Sailing Instructions.
 I acknowledge that Rule 4 of the RRS – Decision to Race, places the sole responsibility for deciding whether or not to start or to continue racing on the boat. 
To the extent permitted by law, I indemnify the Organising Authority and the Sabre Sailing Association of Victoria Inc, their officers, members, servants and agents in respect of loss of life, personal injury or loss or damage to property sustained solely by reason of my participation in this and such indemnity shall be limited to the proceeds of any insurance policy provided in accordance with this declaration.
I have a current Third Party Liability and Public Liability Insurance Policy of not less than $5,000,000 AUD valid for the period of the regatta.
