State Governments to shed light on housing plans

Queensland Minister for Housing and Public Works, Mick de Brenni will outline key reforms from the forthcoming Queensland housing strategy at the AHURI Homelessness and housing solutions conference which will be held in Brisbane on March 31st next. 

In a media statement issued by the Minister just before Christmas, Mr deBrenni said that "more than 1,870 people had given their views on what should be in the Housing Strategy in 76 consultation and engagement sessions in areas from Thursday Island to the Gold Coast and west to Mt Isa and Roma. There were also 869 responses to online surveys, and 188 written submissions from residents, community groups, industry organisations, businesses and not for profit groups."

He also said that “Improving the diversity of housing and housing design were common themes, reflecting the government’s focus on advancing our cities and regions.People also want to see a fair and responsive housing assistance system, with better supports for people when they need it. It’s about making sure people don’t fall through the cracks.”

Meanwhile, in Victoria,the Urban Development Institute of Australia and the Community Housing Federation of Victoria are hosting an event during which the Victorian Treasurer, The Hon. Tim Pallas  will discuss the role the State Government is taking to support affordable housing provision and discuss opportunities for strategies, investment approaches and partnerships to deliver.

The event will provide participants with an opportunity to:

  • Hear from the Victorian Treasurer on the actions and investments the Government is making to increase affordable housing supply;
  • Engage with a cross-representation of industry participants through a panel discussion on progressing affordable housing delivery and opportunities for partnerships;
  • Further your understanding of affordable housing programs, delivery and management;
  • Network with industry representatives across the for-profit and not-for-profit development sectors who share an interest in increasing affordable housing supply. 
CHIA is also hopeful that the West Australian State Government will begin work on the development of a community housing development strategy in that State after the State election in March.

Data collection for House Keys: Workforce round two commencing

The workforce is a major investment and resource for any organisation as well as the key to its success.  House Keys: Workforce was developed in consultation with human resource experts to give CHPs a detailed understanding of how the size, mix and cost of their workforce compares with others in the sector.
House Keys: Workforce is a benchmarking service for HR, workforce and governance indicators for community housing, including detailed sector specific salary benchmarking. 29 CHPs from five jurisdictions participated last year and after the success of last year’s project, the Federation is offering CHPs the opportunity to participate in round two.

House Keys: Workforce allows CHPs to understand key workforce metrics such as:
  • Turnover, staff to property ratios, qualifications, unplanned absence
  • Salaries, expenses and on-costs
  • Detailed salary comparisons for a wide range of community housing roles
  • Board remuneration
  • How many CHPs are remunerating directors and at what level?
Following a detailed review of last years’ release with sector HR managers several additional indicators will be included this year, for example:
  • Portfolio size (number of properties per tenancy / housing management staff member)
  • Average portfolio size for asset managers (number of properties per asset management staff member)
  • Skills based boards
  • Skills on boards
  • Updated job families for more detailed salary comparisons
  • Updated unplanned absence indicators
 
House Keys: Workforce has been developed by the NSW Federation of Housing Association in partnership with CHIA, Q Shelter, Community Housing Federation Victoria and Community Housing Council of South Australia.

Victorian Government pledges housing spend to tackle Family violence

The Victorian Government has announced new policy regarding tackling the issue of Family Violence. The policy will include a $600 million investment in social housing and homelessness services.
 

 Ending Family Violence: Victoria’s Plan for Change argues that  Housing plays a significant part in addressing Family Violence, and the plan states: “Over 2,800 public housing properties will be redeveloped and more than 1,000 new social housing properties will be built to provide safe, affordable and secure housing for vulnerable Victorians.”


$185 million has already been committed to redevelop walk up public housing estates across metropolitan Melbourne. Stage one of the redevelopment includes 1,100 properties across nine sites in Brunswick, North Melbourne, Heidelberg West, Clifton Hill, Brighton, Prahran, Hawthorn, Northcote and Ascot Vale.

The aim is to increase social housing supply on those sites by 10 per cent. It is expected that the private sector will need to partner with community housing organisations to compete for these redevelopments.
 
In addition,the Victorian community housing sector is looking forward to a number of key policy decisions from the state government in 2017, including:
 
  1. The release of Plan Melbourne Refresh, this policy will guide urban planning in the city for the next 30 years, and must address housing supply and affordability. This should provide for pilots of Inclusionary Zoning mechanisms.
  2. The Government's response to the independent recommendations put forward by Infrastructure Victoria that the Government must prioritise social housing, and work to meet the shortfall of 30,000 dwellings.
  3. The Affordable Housing Statement to be released by the Treasurer of Victoria that will seek to provide a whole-of-government response to housing affordability. 
  4. Announcements from the Minister for Housing that there will be a reform of the social housing system in the state, including some form of stock transfers.
 
 
Meet the Board!

Jed Donoghue is the Regional Director for Tasmania.

He is employed by The Salvation Army as the state housing and homelessness manager in Tasmania.  He also manages the Salvos Community Home Care packages and Assistance with Care and Housing programs in Tasmania. 

Jed has a PhD in Sociology and is an Honorary Research Associate at the University of Tasmania.  Jed has published in a range of academic and professional journals on community aged care, citizenship, homelessness, social housing, and national identity. 

Jed is a keen traveler with Japan being one of his favorite overseas destinations.

Jillian Ritherdon, Regional Director for Queensland. 

Jillian (Jill) Ritherdon FAIM, GAICD, CAHRI, DipSupÉtsJuris (Masters of Jurisprudence), DipSupTradInt, Graduate Diploma of Business and Industrial Administration, LLM, has over 20 years management experience, most particularly in the successful conception and implementation of change, cultural diversity, risk and strategic management plans, in global corporations, SMEs and For Purpose organisations, within Australia and internationally.
 
Currently the Chief Executive Officer and Company Secretary of Venture Housing Company in the Northern Territory, she was previously the Executive Director of the YWCA of Darwin and the 2014 NT Telstra Business Women’s Award winner in the Community and Government and Innovation categories. 

Jill was formerly an Executive Manager with Air France KLM and the Company Secretary of a boutique Financial Services group in Sydney NSW. Her experience includes bringing an Aboriginal organization into profitability and owning a motel in Derby WA.  Jill spent ten years working on large, culturally diverse and geographically dispersed infrastructure projects in emerging nations with Siemens AG. A capable protocol expert and professional communicator, Jill studied and commenced her career in France and speaks fluent French and professional German.

Jill believes strongly that the provision of safe and affordable accommodation is the primary key to alleviating disadvantage.
