Youth Homelessness Demonstration Program Community Selection Announcement

Earlier today, HUD announced the selection of 10 communities to participate in the Youth Homelessness Demonstration Program (YHDP), a multiyear effort that will help these communities build systems intended to end youth homelessness. HUD released a Notice of Funding Availability (NOFA) on August 22, 2016, and 130 communities submitted applications by the November 30 deadline.

The YHDP was developed with the help of many recommendations from youth who had experienced homelessness. Young people also conducted much of the assessment of applications and will help guide the technical assistance provided to communities. Their involvement profoundly shaped the demonstration, and we are very grateful for their help.

The application process was challenging and designed to help communities analyze their current response to youth homelessness, assess their commitment to innovation, and build new and stronger relationships with local stakeholders. HUD was limited to selecting ten communities, so the standards for being selected were extremely high. As a result, many applications that scored very well were not selected. We commend all communities who applied and are committed to supporting them regardless of whether they were selected. We hope the application process will help generate momentum that will benefit their work on ending youth homelessness.

We will share insights from this demonstration as soon as they are available, and will evaluate the program to identify and disseminate lessons learned. The experience of the selected communities will also shape future policy as we work to prevent and end youth homelessness as effectively and efficiently as possible.
