When viewing this webinar, Emergency Solutions Grants (ESG) and Housing Opportunities for Persons With AIDS (HOPWA) recipients should keep in mind that holistic case management for persons experiencing homelessness or at risk of homelessness does not meet the definition of housing counseling as defined in the Housing Counseling Certification Final Rule; therefore, the requirements discussed will not apply to those activities.
