VILLAGE AND BARRIO MASTER PLAN to be discussed at our Council Meeting Tomorrow Night, July 10, 6pm, City Hall. 

Tuesday at 6pm, Council will be discussing one of the most important planning documents in our city's history: the new VILLAGE AND BARRIO MASTER PLAN.

This Master Plan has had multiple iterations with thousands of comments from Carlsbad residents over the course of the last 3 years. It all comes down to this... 

The proposed changes include objective standards and subjective guidelines. Understanding the new housing laws from the State going into this conversation is ESSENTIAL to crafting a document that supports LOCAL CONTROL (get updated here-> http://carlsbadca.swagit.com/play/12052017-1035).

If we do not take the new housing laws into consideration in this plan powerfully and PROACTIVELY, we will not be able to shape the future of development in the Village and Barrio, the historic heart of our city, in a way that preserves the CHARM and SMALL BEACH TOWN feel of our community. 

There will only be 4 votes for this agenda item tomorrow because the Mayor must recuse himself, due to real property interests in the area, but that hasn't stopped him from weighing in on it publicly.

The Master Plan would, among other things, change the permit review process, effectively eliminating the City Council from the individual development approval process on the vast majority of project applications in the Village and the Barrio areas moving forward. 

This means that the majority of the decision-making would be left in the hands of city staff and Planning Commissioners who are not held accountable to voters. Should the people of Carlsbad wish to appeal decisions on projects to their elected officials, they would have to pay between $879 to $1,758 per project.

Democracy sure is getting expensive here in Carlsbad.

A Reminder: Our City Charter's explicitly stated intent is to allow "the voters to exercise the maximum degree of control over land use matters within the City of Carlsbad." 

The battle to protect our downtown has already begun and these are the final rounds. Your input is sorely needed tomorrow night at City Hall.
