MINNEAPOLIS 2040 PART 1:  Overview

 
The draft Minneapolis 2040 Comprehensive Plan is a planning document that is updated every decade. Check out the on-line version of the Minneapolis 2040 Plan. Feel free to move around and review at your convenience. If you prefer to read a ‘paper’ version there is now a PDF you can print or read on-line. Click on PDF found in the upper right corner of the Overview page.
 
Structure of the Minneapolis 2040 Plan
Ultimately, the guts of the plan are its policies. There are 97 policies. Within each policy are recommended action steps. These policies and their action steps are what the City staff will be implementing going forward. It is at that level you will need to review, understand and comment. However, policies interact with each other, so the City has grouped policies both by certain Goals and by certain Topics. Each policy may be listed under multiple goals and multiple topics
 
By Goals
For example if you click on Goal Complete Neighborhoods, you will see a page that explains the goal. At the bottom of the page, a scroll section links to the individual policies. Clicking on a policy will bring you to further information about that policy and the proposed action steps. At the bottom of the policy page is a comment box where you may comment on that particular policy. If a goal lists multiple policies, you would click on a policy, read and then comment on that policy. Then cycle back to the next policy under that goal. Remember, you can also write everything up in a single document and submit in that form.
 
By Topics
For example if you click on Topic Housing, you will see a page that explains the topic. At the bottom of the page, a scroll section links to the individual policies. Clicking on a policy will bring you to further information about that policy and the proposed action steps. At the bottom of the policy page is a comment box where you may comment on that particular policy. If a Topic lists multiple policies, you would click on a policy, read and then comment on that policy. Then cycle back to the next policy under that Topic. Remember, you can also write everything up in a single document and submit in that form.
 
The Policies
The Policies page will bring you the list of all 97 policies if you want skip working via the Goals or Topics.
 
Topic: Land Use & Built Form
A special note about the Land Use & Built Form topic. This section has the land use maps and is the closest way to being able to review the plan from a more traditional ‘zoning map’ perspective. It is here you will find explanations for the Minneapolis 2040 Plan’s new Land Use and Built Form terminology.
 
This screen is broken down into three sections:
  • At the top is the introduction to the Land Use & Built Forms Topic with the scroll section for its policies.
  • The next section references the on-line map showing the new Land Use & Built Form designations color coded by property. By clicking on the provided link you are able to comment via this map on individual properties. Be advised, this is system intensive and very slow depending on your connection.
  • The next section explains the terminology around Land Use – again via a scroll bar identifying each type of category
  • The last section explains the terminology around Built Forms – again via a school bar identifying each type of district.
 
Future Land Use Categories. The Plan proposes using new land use categories, which do not directly align with old zoning code language. Land use describes a geographic area and what type of usage would be allowed. There are 12 new land use definitions:
  • Urban Neighborhood
  • Neighborhood Mixed Use
  • Corridor Mixed Use
  • Community Mixed Use
  • Destination Mixed Use
  • Goods and Services Corridor
  • Neighborhood Office and Services
  • Public, Office, and Institutional
  • Parks and Open Space
  • Production and Processing
  • Production Mixed Use
  • Transportation
 
Built Form Districts. To make things more complicated, there is another layer called built forms that describe what can be built on a particular piece of land. Built form language seems to be the primary driver for what will be allowed in a community, as the land use categories are more general. There are 13 new Built Form Districts:
  • Interior 1
  • Interior 2
  • Interior 3
  • Corridor 4
  • Corridor 6
  • Transit 10
  • Transit 15
  • Transit 20
  • Transit 30
  • Core 50
  • Production
  • Parks
  • Transportation
 
It is worth spending some time on this page and reviewing the different categories and districts.  At the bottom of this topic page, there is a comment box. This is the only topic or goal page with its own comment box and is designed for individuals to comment on the whole topic rather that an individual policy.  As usual, you can also link to the individual policies and review and comment at that level or write up your thoughts and comment at the end of the review as a single document.

 
MINNEAPOLIS 2040:  How to Comment on the Plan
 
Here are the methods for commenting on the Plan:
  • At the bottom of each Policy, you will find a green comment box.  Enter your comments there related to specific policies.
     
  • At the bottom the Land Use and Built Forms topic page, you will find a green comment box.  Enter your comments there related to this topic. 
     
  • To comment on specific properties or geographic areas, go to the specialized map screen and follow the instructions.  Be advised, this is a powerful option to comment about the unique needs of your neighborhood, but this is very slow on poorer connections.
     
  • Submit general comments via the on-line Comment Form.
     
  • Send email comments to: 2040@minneapolismn.gov
     
  • Take a survey about what you think of the whole process.
     
  • Send copies of your comments to your Council Member:
