LIMS Leaders' Academy - LLA301 Shaping Public Policy
July 7-8, 2018 - Riviera Hotel, Beirut, Lebanon

This year's edition hosted 33 activists from the 8 major Lebanese political parties, who have committed to the program and completed LLA 101 and LLA 201. Attendees for LLA 301 included: the Amal Movement, the Azm Movement, the Future Movement, the Lebanese Forces Party, the Marada Movement, the National Liberal Party, the Progressive Socialist Party, and the Tashnag Party. Participants had the opportunity to attend lectures on how to write a policy paper from top-notch speakers in the field. This workshop is the third and final segment of LIMS Leaders’ Academy.
On Day 1, participants had the chance to speak about the Lawmaking Process in Lebanon with former Minister Ziad Baroud. Mr. Baroud, an attorney at law, shared his experience in the differences between drafting a law and proposing a law during his mandate. With Dr. Benalla, participants went through the Public Policy Cycle and started Drafting a Policy Proposal.  Then, during their session with Dr. Al Ubaydli, Mr. Aref, and Dr. Derawan, the experts shared Examples and Tips for Creating a Successful Policy Reform. Participants had the chance to be hands-on by writing, presenting, and getting feedback on their ideas.
LIMS introduced the Speed Exchange session, where all participants from various political parties joined in on lively discussions and knowledge sharing. In a series of one-to-one 3-minute exchanges, they were able to get to know one another more and receive advice on their topic from different perspectives.
Day 2 started with an international overview on Reforms for Peace and Prosperity and examples that can be applied in Lebanon with Dr. Mardini. Participants then started preparing how to position their policy proposal and how to target and manage stakeholders. Under the moderation of the experts, they came up with their stakeholder analysis and got feedback on their ideas from all the parties.
Participants built their cases using sound arguments and following the speakers' guidance. Involved political parties chose one topic, according to their party’s yearly agenda and these topics were Public Transportation, BOT Highways, Open the Electricity Sector, Healthcare, Water Sector, Free the Telecommunication Sector and How to Attract Investments. Each group drafted a 500-word proposal on their issue and. are now ready to start writing their papers.
To formally complete the workshop, a graduation ceremony was held. Dr. Mardini showed his genuine appreciation  to the dozens of participants, who stayed committed to LLA’s program throughout the year
Price Hikes Are Due To Bad Government Policy
July 12, 2018 - Voix Du Liban Radio Station
For months now, the Lebanese people have been complaining about their increased alternative electricity bills. Dr. Mardini explained that the government had increased outages due to insufficient funds to buy oil, which in turn led to an increased reliance on alternative energy from generators. This was mainly caused by the government’s poorly planned budget, based on cheap oil prices which have more than doubled in the past year. “Stopping electricity subsidies should be the first and only step towards a healthy solution,” said Dr. Mardini.
