Program Highlight - Womens Health

Arizona Rural Women's Health Symposium


The 3rd Annual Rural Women’s Health Symposium: Women’s Health Through the Life Cycle held on August 7th & 8th in Sedona, Arizona was a great success with 108 participants. The symposium is an opportunity for providers and organizations to share their experience, information and best practices in supporting women’s health in rural communities.  The symposium kicked off with an awards luncheon; a celebration to recognize Arizona champions in rural women’s health. Awards were presented to the following:  Mary Howe, Fort Mohave Indian Tribe, Innovative Approach to Rural Women’s Health; Leanne Guy, Southwest Indigenous Women’s Coalition, Outstanding Achievement in Rural Women’s Health; Hallie Bongar White, Southwest Center for Law and Policy, Emerging Leader in Rural Women’s Health; and Dr. Renee Ornelas, Tsehootsooi Medical Center, Rural Women’s Health Practitioner of the Year.

The awards celebration was followed by a keynote speaker Claire Louge from Prevent Child Abuse Arizona, presenting the impacts of adverse childhood experiences (ACE) on women’s health through the life cycle. Claire's presentation was followed by a four member health equity panel moderated by Michael Allison from the Arizona Department of Health Services.  The four panelists included Sheila James, U.S. Department of Health and Human Services, Office of Women’s Health; Flor Redondo, Arizona Community Health Workers Association; Brook Bender, Hualapai Tribe; and Kurt Begaye, Southwest Indigenous Women’s Coalition. At the end of day one, participants were given the opportunity to attend Tai-Chi, Office Yoga or take a minute to sit down at the massage chair. Needless to say, the massage chair option was a big hit (a big thank you to Poco Diablo for this treat) with attendees lining up along the hallway at a chance for a quick massage!

The two day symposium continued offering various breakout sessions including: harm reduction, oral health, preconception and parenting, reproductive health, bone health, and opioid and substance abuse. The symposium ended with a wrap up on health coverage options and a raffle. The 3rd Annual Rural Women’s Health Symposium was a great success thanks to our wonderful presenters, participants, exhibitors and sponsorships from Banner Health University Plans and the Arizona Department of Health Services.  We look forward to next year's event!

Symposium on the Intersection of Intimate Partner Violence and Health


This year, AACHC hosted its first “Symposium on the Intersection of Intimate Partner Violence and Health” aimed to provide guidance on the intersection of health and domestic and sexual violence and the neurobiology of trauma informed/patient centered care. The gathering took place on June 27th with more than 75 participants from health centers and partner organizations. The need for this training was apparent as attendees expressed their excitement for the training and speakers. The event was meant to enhance the skills of staff in health centers who have, or are in the process of implementing, a screening and brief education/intervention process in their clinics as well as those who would like to know more about the impact of domestic and sexual violence on the health of their patients.

Keynote speaker Olga Trujillo shared her personal story which was fascinating and a favorite among the attendees. Olga is an independent consultant, nationally renowned speaker, survivor, and attorney dedicated to enhancing understanding of - and building effective responses to - violence against women and children. She spoke on the impact of physical and sexual trauma from both a personal and academic perspective which resonated with the attendees and set the tone for the symposium.

AACHC was also thrilled to welcome Doreen Nicholas, Domestic Violence Response Manager with the Arizona Coalition to End Sexual and Domestic Violence, to speak on vicarious trauma. Doreen has presented on several conferences and she is always able to connect and engage the attendees and this symposium was no different.
The symposium ended with a panel of survivors who shared their personal experiences. Their stories were moving, heartrending, and most of all, inspiring.  AACHC is considering making this symposium an annual event based on the overwhelmingly positive responses received by the attendees. HHS releases Quality Improvement Awards for Community Health Centers During National Health Center Week
The Bipartisan Budget Act of 2018 (BBA), signed into law in February of 2018, reauthorized spending for the Health Center Program and other Federal programs for fiscal years 2018 and 2019. The BBA also amended certain sections of the Health Center Program statute (Section 330 of the Public Health Service Act) by adding new requirements, changing some terminology, and increasing overall emphasis on the importance of maintaining compliance with Health Center Program requirements.

In order to align with these statutory changes, we are excited to announce that the
HRSA Health Center Program Compliance Manual (Compliance Manual) update is now available. This document continues to serve as a streamlined and consolidated resource to assist health centers in understanding and demonstrating compliance with the Health Center Program and Federal Tort Claims Act deeming requirements.

HRSA also updated other Health Center Program documents, including the Site Visit Protocol, which is the primary tool used for assessing compliance with Health Center Program requirements during operational site visits (OSVs). Preview the updated
Site Visit Protocol, which will replace the current Site Visit Protocol and be used for OSVs occurring after Thursday, September 6, 2018. Health centers with OSVs scheduled to occur after September 6 can use this preview to help them prepare for their site visit.

HRSA also created
a consolidated Frequently Asked Questions web page that provides answers to common questions regarding Health Center Program requirements, compliance and oversight.

Helpful Tips for Submitting Diabetes Action Plans:
As a part of the HRSA Health Center Program Diabetes Quality Improvement Initiative, 2018 operational site visits and diabetes targeted technical assistance visits will include action planning relating to the UDS diabetes measure.

Make sure your health center staff register for Action Plan privileges in EHBs, which will allow them to access the Action Plan. Important tip: After reviewing the Plan, click “Mark as Complete” and then “Confirm and Send” to return the Plan to HRSA. See the Diabetes Action Plan User Guide for illustrations of the EHBs steps.

Once HRSA has approved your diabetes Action Plan, you can track progress, send quarterly progress notes for HRSA staff to review, and finally resolve the Action Plan finding after the three diabetes performance improvement actions have been achieved.

Insurance and Access to Care in Urban and Rural Areas, 2014-2015
In this brief from the Agency for Healthcare Research and Quality researchers found that, while rural residents were more likely to have public insurance, there were few differences in the percentage reporting unmet need for medical care, dental care, or prescription drugs across the rural-urban continuum.

Gender Differences in Social Isolation and Social Support among Rural Residents
In this newly released policy brief, researchers at the University of Minnesota Rural Health Research Center looked at nationally-representative data on social habits of older Americans to learn more about social isolation and its impact on health outcomes in rural communities.

New Materials Available from the AIDS Education and Training Center

The HRSA-funded HIV/HCV (Hepatitis C virus) Coinfection Initiative aims to utilize the AETC HIV/HCV coinfection curriculum for training health care providers in five U.S. jurisdictional sites. Materials developed as part of this initiative are now available for all health centers from the AETC Program and include:

  • An HCV Screening and Treatment Flyer for providers treating people living with HIV
  • HIV/HCV co-infection patient engagement tools in English and Spanish (Passport to Cure brochure and Hep C Free cards)
MHP Salud Releases SDOH Publication
“Community Health Workers and the Social Determinants of Health.” This publication presents general information on the social determinants of health (SDOH), available tools for data collection on SDOH, and the role that community health workers may play in implementing SDOH programs.

Telehealth: Free Resources for Community and Migrant Health Centers

The National Advisory Council on Migrant Health urges health centers that serve migrant and seasonal agricultural workers to expand their telehealth and telemedicine programs. Telehealth offers an avenue towards bridging the gap of inequitable access to health care by enabling opportunities to deliver timely and remote primary and emergency care, and specialist consultations.

These resources provide health centers technical assistance, education, and information to support health care at a distance:

  • Telehealth Resource Centers
    Twelve HRSA-supported regional centers provide expert and customizable technical assistance to organizations and individuals who are actively providing or interested in providing telehealth services to rural and/or underserved communities.
  • Remote Patient Monitoring Toolkit
    Introduction to the roles and responsibilities of various health center staff. Remote monitoring can help patients avoid unnecessary trips to the center.
