Building and Safety
Codes Corner:      Contractors be advised!

Arizona Public Service Company (APS) is requiring all new panel installations and upgrades to be “all-in-one” residential meter panels denoted on their list.  Panels installed that are not on the approved list may be approved by the County and not approved by APS.  Follow this link to access the Pre-Approved Equipment List from APS.
2018 Code Adoption Update:

The Building & Safety Division, in conjunction with the City of Flagstaff and the Grand Canyon Chapter of ICC, continues with the educational outreach regarding the significant changes to the 2018 Codes.  The proposed amendments to the codes will be presented to the County Board of Supervisors sometime in October and will then be put on the County’s website for a public comment period.

Training Opportunities:

The next scheduled training will be on the International Energy Conservation Code and The International Solar Energy Provisions on Thursday, September 13, 2018 in Flagstaff.  Interested individuals can find more information and register here.

Planning & Zoning
Subdivision Ordinance Update:     

Community Development Planning and Zoning Staff, with the assistance of a consultant, drafted a new Subdivision Ordinance over a two-year period.  The draft Subdivision Ordinance was developed with significant effort from a citizen advisory group including local design professionals and Planning and Zoning Commissioners.  The current Coconino County Subdivision Ordinance was adopted in 1982 and was due an update.  Subdivision Ordinances implement the County Comprehensive Plan Goals and Objectives by specifying lot and parcel requirements and infrastructure planning requirements related to land subdivisions.  Subdivision Ordinances are intended to protect and promote public health, safety, convenience and general welfare.  The draft Subdivision Ordinance progresses beyond the old ordinance with incentives to avoid “wildcat” lot splitting and address the goals of the Comprehensive Plan, especially with the concept of Integrated Conservation Design which encourages conservation areas and protects environmentally sensitive areas.  The draft Subdivision Ordinance also addresses fire-wise design and invasive weed mitigation.  Key updates also include clarifications and flexibility with development agreements, financial assurances, plat amendments and adjustments, phased development and vested rights.  If you would like to review and comment on the draft Subdivision Ordinance, please contact the Assistant Director / Planning Manager Jess McNeely at 928.679.8850 or wmcneely@coconino.az.gov.  Jess can provide you with the draft document and take your comments.  Watch for press releases later this fall announcing an open house for more comments, and then the public hearing approval process with the Planning and Zoning Commission and the Board of Supervisors.  

Code Compliance
My name is Elizabeth Richardson and I have recently been promoted to Code Enforcement Manager and Zoning Inspector for Coconino County.   I am incredibly grateful for the support that I have gotten from Community Development staff and the citizens of the County in my new position.

So, what does a Zoning Inspector and Compliance Manager do exactly?
If a County Ordinance concerning Planning and Zoning, Building, Engineering, or Environmental Quality, is in violation—I often am the person that gets called to investigate. Many of the things that I get called to inspect are Life, Health, or Safety issues. Sometimes they are quality of life issues, but I know that everyone who calls me cares deeply about our community. 
   
 As Code Compliance Manager I look forward to encouraging a balanced dialog between citizens and government that considers both the dignity of the people, and our beautiful community. I am humbled by the expertise of my colleagues and their willingness to help me resolve complex issues and find innovative solutions to challenges that will make our community an even better place to live. 

Environmental Quality
We are pleased to announce that our new Environmental Engineering Supervisor, David Monihan P.E., will be starting with us on September 11th.  He brings with him tremendous knowledge and experience and will be a great addition to our team.

Sustainable Building Program
Mark your calendars for the...........
 
2018 Sustainable Building Tour!
September 29th
10 am - 2 pm

 
This year's tour will feature 15 different locations and a variety of sustainable building materials approaches and features. With so many locations, the homes will be grouped into regional tours, the tour packets for which will be available the day of the tour at Willow Bend Environmental Education Center, or can be obtained at the tour website after September 14th. The tour is free and open to the public. Click on the poster below to see this year's tour locations.
