Paving the Way for Sustainable Solutions
Gary Oshima from IPPS consulting with Toby McCartney from MacRebur at the asphalt test site.
On September 12th one hundred and fifty feet of UC San Diego pavement, on Miramar Street at the entrance to the Mesa Nueva Graduate Housing complex, was transformed into a testing ground for the first U.S. installation of recycled plastic asphalt paving. The new technology, developed by the U.K. company Macrebur, is poised to change the asphalt industry by steering it toward a more sustainable solution that is both environmentally-friendly and cost-effective. Plastic waste marked for incineration or landfill is used to replace a large amount of the crude oil based bitumen in the asphalt compound, which results in a longer lasting, more flexible surface. The material cost for the plastic is comparable to bitumen but the lower maintenance costs and the environmental benefits provide a much lower life-cycle cost for the University.
Gary Oshima, IPPS Construction Commodity Manager was the main ingredient in getting the 'plasphalt' project off the ground here at UC San Diego. He first found out about the innovative idea through Facebook. After watching a TED talk by Macrebur's Toby McCartney, Gary was intrigued and took the initiative to contact the company to see if they would entertain the idea of bringing their product to campus. Macrebur was very interested in pursuing the opportunity to begin testing in the United States. Encouraged, Gary got to work.
I approached our Engineering group and convinced them to give it a try. The Miramar project was already on the books to be installed and the schedule seemed about right so we approached the General Contractor and asked if they would be willing to alter the paving material.
They agreed, as did the paving company and the asphalt manufacturer, who had heard of the technology and was enthusiastic to try it, but had yet to receive a client request.
The road was paved in three sections, each using a different variation of the compound with specific testing parameters. Performance and environmental testing will be conducted and monitored by CalTrans with the intent to determine whether this technology is viable for the United States.

Tips, Tricks, and Important Reminders
Reminder:
The old Signature Authorization Forms that were once submitted to Disbursements via snail mail are no longer required. Feel free to purge these forms from your department's shared drives, remove links from your web pages, and shred old copies of printed forms you have on file. These forms are obsolete now that all payment request tools, such as MyPayments and Marketplace, have integrated authorization authority into their online systems as part of the electronic approval process.
Avoid Shipping Delays.
There are a lot of construction projects currently taking place on campus and more coming in the next year or so. If you have relocated or are going to be relocated due to construction (or other reason) please remember to update your BLINK employee directory page and your Marketplace “ship to” address. https://blink.ucsd.edu/buy-pay/ways/marketplace/basics/shipping-address.html
See what's NEW at Surplus Sales
and by 'new' we mean brand new!
Most people would not associate Surplus with 'New'. But the truth is, many items sent to Surplus Sales have never been used, or even unboxed, from their original packaging.

How does that happen? Well, the circumstances are as varied as the inventory. The Thermador professional range pictured above, along with matching refrigerator, dishwasher, and microwave, for example, came from a model home that the university purchased near the medical center. Because the home furnishings did not serve the university's intended use for the purchase of the property, Surplus was called in to salvage the items.
During fiscal year 17/18 Surplus processed nearly 1.5 million pounds of material. Before you consider purchasing something new for your building or office space check out Surplus Sales inventory.
