Science Europe is the association of European Research Performing and Funding Organisations, based in Brussels. Our mission is to promote the collective interests of our members and to strengthen the European Research Area (ERA). Science Europe promotes co-operation and networking between research organisations at both policy and activity level.

Science without Publication Paywalls: ‘cOAlition S’ for the Realisation of Full and Immediate Open Access



On 4 September, a group of national research funding organisation, with the support of the European Commission and the European Research Council (ERC), announced the launch of cOAlition S, an initiative to make full and immediate Open Access to research publications a reality. It is built around Plan S, which consists of one target and 10 principles.

Its main object is that “by 2020 scientific publications that result from research funded by public grants provided by participating national and European research councils and funding bodies, must be published in compliant Open Access Journals or on compliant Open Access Platforms.”

Researchers and research funders have a collective duty of care for the science system as a whole. The current publication paywalls withhold a substantial amount of research results from a large fraction of the scientific community and from society. No science should be locked behind paywalls as this hinders the scientific enterprise in its very foundations and hampers its uptake by society.

Since the launch of cOAlition S, the group is pleased to welcome its latest member, the Academy of Finland, bringing the number of current participating European funders to 12. The funders will now collaborate with other stakeholders and work towards swift and practical implementation of these principles.

Horizon Europe: What Science Europe Wants


With the legislative process for Horizon Europe in full swing, Science Europe has been in active communication with Members of the European Parliament and the Council to share its views on the Framework Programme that Europe really needs. The Need to Support Fundamental Research


The European Commission proposal for Horizon Europe, the next EU Framework Programme (2021- 2027), falls short of acknowledging the importance of fundamental research. Science Europe has put together some key facts on fundamental research to demonstrate the essential role it plays not only for research, but also for innovation.
 

 

The Need to Increase Funding for R&I


The overall funding for research and innovation in Europe needs to be increased, and an adequate ring-fenced budget should be provided for Horizon Europe. In this factsheet Science Europe illustrates how increased funding can create extra jobs, generate GDP growth, and drive innovation.

Fighting for a Copyright Directive Fit for Research and Innovation


Science Europe is disappointed that the European Parliament did not sufficiently improve the far too restrictive proposal by the European Commission for Text and Data Mining (TDM) in article 3 of the new Directive on Copyright, in its plenary vote on 12 September.

Science Europe has called for a broad exception for TDM since the first discussions on the modernisation of the copyright legislation. Such an exception is needed to support researchers conducting cutting-edge scientific research, as they often work together with partners from private companies and society. Science Europe believes that anyone who has the right to read content, should also have the right to search and analyse it using automated means.
 
Science Europe will continue to emphasise the importance of a broad exception for TDM as the Directive moves into the so-called trilogue negotations.

Science Europe Joins Forces with the OECD on Research Infrastructures


    
 
Science Europe and the Global Science Forum (GSF) of the Organisation for Economic Co-operation and Development (OECD) are joining forces to address the optimisation of the operation of national Research Infrastructures (RIs).

Over the next 18 months, Science Europe and GSF will run a joint expert group aiming to identify policies and procedures that promote the use of national RIs. Its work will focus on knowing and diversifying the RI user-base and managing balanced RI portfolios. The group will design a framework for improving the use of national RIs, including a set options to best meet the needs of decisions makers, funders, and RI managers.

Briefing Paper on Citizen Science

 
Citizen science, also referred to as community science or public participation in scientific research, is a growing movement that enlists the public in scientific discovery, monitoring, and experimentation across a wide range of disciplines.

The Science Europe High Level Workshop 2017 on Open Science, hosted by the German Research Foundation (DFG), highlighted the need for a more fact-based nuanced approach to citizen science. In response, this briefing paper looks in detail at the evolution of citizen science and citizen science policy, provides examples of initiatives from around the world, and considers the future of the activity.
