Water Resources Development Act 2018


Last week, the House passed the the Water Resources Development Act (WRDA) of 2018 by a voice vote. The Senate has not yet voted on the bill, S. 3021 (America's Water Infrastructure Act of 2018). 2019 Federal Appropriations Updates


Last week, both houses of Congress passed a $147.5 billion "minibus" spending package of three bills that includes the Energy-Water spending bill (HR 5895) for fiscal year 2019. Early this week, the Senate passed a second minibus (HR 6157) to fund the departments of Defense, Labor, Health and Human Services, and Education for FY19. HR 6157 includes a Continuing Resolution which, if also passed by the House and signed by the President, would extend funding until December 7, 2018 for federal agencies not yet funded through FY19 appropriations bills. Meanwhile, Senate and House appropriators are so far not in agreement over a number of riders for a third spending bill, which includes FY19 funding for the Department of the Interior and the EPA.
Increased Rain and Size of Florence Attributed to Global Warming

Before Hurricane Florence's landfall last week, four researchers compared storm forecasts based on actual conditions with a forecast for the storm if it were to occur in conditions without climate change-induced changes. The study attributed a 50% increase in rainfall and a 50 mile wider storm size to climate change.

Iowa Joins States Stalling the Clean Water Rule


On September 18, U.S. District Court of North Dakota Judge Daniel Hovland granted Iowa Governor Kim Reynolds's request to join other states with an injunction against the Clean Water Rule, or Waters of the United States (WOTUS) Rule. Iowa was not an original party to the lawsuit, but Tuesday's decision granted the governor's request to add Iowa as a plaintiff.
