Tom Rooney (R-Fla.) has lost three legislative assistants, a communications director, a scheduler and a chief of staff - all in the last couple months. Rooney and other retiring members find their staff lists dwindling, with even some longtime aides departing months before the term's end. It's not unusual for staffers to leave Congress before their member leaves office. It can be particularly advantageous to move before the November election, when many other congressional aides join the job hunt. LegiStorm's turnover tracker underscores just how high pre-election turnover can be for retiring members like Rooney and Rep. Ruben Kihuen (D-Nev.), who have lost staffers at 3.4 and 4.6 times the average House average rate, respectively. Of the eight representatives with the highest staff turnover of 2018, six are on the verge of retirement. None of those six - Rooney and Kihuen, plus Ted Poe (R-Fla)., Dennis Ross (R-Fla.), Ryan Costello (R-Pa.) and Tom Garrett (R-Va.) - had exceptionally high turnover rates before this year.
