Fall has always been my favorite season. Growing up, I looked forward to October and all that it brought: football, Halloween, cooler weather (sometimes), changing leaves and several events that became traditions. 

In South Mississippi, we have two “golden months,” meaning, two months where we can usually count on tolerable temperatures. Those months are April and October. Because of this narrow window of weather-friendly days and nights, our city stacks many of its great traditions into one of these two months. 

This year is no different. Each day in October, there is at least one (if not multiple) events to check out daily and enjoy. In the past decade, as our city’s culture has continued welcoming the different backgrounds, worldviews and customs that new residents have brought with them, the amount of available things to do has quickly escalated. With that said, now that October has arrived, here are two bits of advice to maximize all that this month brings. 

Be present. 

Great traditions are born from the ideas of passionate, committed people. Great traditions are sustained by the rest of us showing up. By showing up, we show appreciation for their effort and work. By showing up, we let others know that our people are open to new ways of thinking and new reasons to gather together in community.

However, one other thing happens when you immerse yourself into the sights, sounds and happenings of the Hattiesburg culture. You’ll find that your own affinity for this community will grow. You’ll find yourself meeting and becoming friends with yet another interesting person. October further shines a light on this city and all of its personality, quirks and oddities. In short, you’ll find you love Hattiesburg a little more in November than you did in September.

All of us have those things that we look forward to every season. For me, Live at 5, Southern Miss Homecoming, the Avenues Pumpkin Carving and the Avenues Halloween Parade are among a long list of favorite October rituals. Given the sheer number of events, it’s easy to go into cruise control as to what we will attend.

I challenge you (and myself) this October to attend at least two events that typically would not be on our list of “must attend” occasions. Maybe it’s the Oktoberfest at St. John Lutheran Church or the Mobile-Bouie Renaissance Festival (both on October 6th). Maybe it’s the Avenues Pumpkin Carving (October 18…hint hint). Maybe it’s Hattiesburlesque (October 18-20) or the Zoo’s new Sloth-a-thon (October 13).

Whatever your interest, this month is perhaps the greatest time to be a Hattiesburger. Be present and willing to explore the city we all love. And hopefully, I’ll run into you somewhere along the way. Happy October!

Because Hattiesburg is always wonderful, we know that October is always wonderful. And this weekend, the Historic Mobile Renaissance Festival is celebrating its 13th year. I am excited to share what a great slate of events we have scheduled for you.

We will kick off on Friday afternoon with Blues in the Street in front of Mac’s Cafe at 5th and Mobile Streets, and we’ll begin Saturday’s celebrations at 8:30 a.m. with the 3rd monument unveiling for Twin Forks at the corner of the Hwy 42 Bypass and North Main Street. Between live entertainment stages, food competitions, a childrens village and more - Saturday is a full day of excitement. 

In addition to all of Saturday’s events, we are excited to welcome home one of Hattiesburg’s own, Mildred Gattis. She is currently a Detroit talk-radio personality for Radio1 and she grew up right on Dabbs Street here in Hattiesburg. Recently, she served as a speaker at Aretha Franklin’s memorial service, as she was a personal friend of the Queen of Soul. We are proud to have her serve as the emcee for our Blues Stage this year, where we will do a great tribute show in Aretha Franklin’s honor between 4 p.m. and 9 p.m. on Saturday.

The festival also features a large children’s village and five food competitions to showcase the best of the best with BBQ chicken and ribs, poundcakes, sweet potato pies and vegan burgers. Whether you want to come taste them all or just one, we can guarantee that you don’t want to miss this great event.

The Historic Mobile Renaissance Festival has been a community staple for so long, and we look forward to it every year. We hope you’ll join us for all the weekend has to offer.

Each issue, we’ll highlight a division and/or department that plays an integral role in the operation of our city. For this issue, we’re proud to tell you a little more about the Water Billing Office.

The Water Billing Office is located on 105 Park Avenue, and they handle a multitude of operations that go hand and hand with providing water services to our residents.

You would interact with this office if you needed to:

  • Turn on water for a new residence;
  • Turn off water for repair;
  • Add a recycling can to your account;
  • Have a question or concern regarding your bill;
  • Pay your bill;

Twice a month, Hattiesburg City Council members meet to review and vote on legislation that allows the city to operate. This includes everything from budgets and ordinances to the launch of new projects, use of facilities and the purchase of vehicles. In this section, we will highlight the meat and potatoes of council meetings and how that legislation has an impact on you - the resident. 


2018-543 : City Defeases Sacred Heart School Bonds (August 2018)

Adopt Resolution authorizing and approving defeasance of the Taxable General Obligation Refunding Bonds, Series 2010, dated July 15, 2010 in the aount of $2,560,000; authorize and approve Escrow Agreement; authorize and approve Contribution of Funds Agreement; authorize Mayor to execute said Agreements.

High Note: In 2010, Sacred Heart agreed to pay the annual bond payments for the building the school is housed in now to the City of Hattiesburg. Through their own fundraising, the school is able to pay off those bonds and the City is able to remove this debt from its financial books. 

2018-654 : City Donates Space to United Way for Creation of Diaper Bank (August 2018)

Authorize Mayor to execute in duplicate a Memorandum of Understanding (MOU) with The United Way to establish agreed upon conditions under which the United WAy may lease property from the City for the establishment of the Pine Belt Diaper Bank ("Diaper Bank").

High Note: As a Leadership Pinebelt Class Project, the Pine Belt Diaper Bank will help distribute diapers to families in need through collaboration with the United Way of Southeast Mississippi and Edwards Street Fellowship. The City of Hattiesburg donated the use of storage space to serve as a warehouse for the diapers collected. 

2018-666 : City Moves Forward with Online Publishing of Ordinances (August 2018)

Authorize Mayor to execute a recodification and supplementation services agreement between the City of Hatttiesburg and Municode for online services of publishing and updating the Code of Ordiances of the City of Hattiesburg. 

High Note: This service will allow for all city ordinances to be published online, making them indexable and searchable.

2018-615 : Approve Agreement for Engineering Services Regarding Water Improvement Plans for City Neighborhoods (August 2018)

Approve Professional Services Agreement with Shows, Dearman & Waits, Inc. for engineering services related to improvements to the city owned water system in the Audubon-Westwood & Lynwood Neighborhoods, Shadow Wood Drive & Huckleberry Lane; Authorize Mayor to execute in duplicate.

High Note: At each town hall meeting hosted, neighbors identify areas of concern regarding gaps in infrastructure. This feedback drives processes like this agenda item that will help us see what can be done about a water or sewer infrastructure problem in a specific area. 


2018-759 : City Approves to Share the Cost in Vernon F. Dahmer, Sr. Statue (September 2018)

Adopt a Resolution to advertise municipal resources by sharing the cost to erect a statue in honor of Vernon F. Dahmer,SR, in conjunction with Forrest County Board of Supervisors and Forrest General Hospital, in the amount of $40,000.00 as authorized by Mississippi Code 17-3-3; advancing the moral,financial, and other interest, and the promotion of the City of Hattiesburg.

High Note: With Forrest County and other community partners, the City of Hattiesburg will help fund the creation and installation of a statue to honor the legacy of Vernon F. Dahmer, Sr. to the Hattiesburg community.  


2018-776 : Adopt the Fiscal Year 2019 Budget (September 2018)

Adopt a Resolution to Adopt the Budget for the City of Hattiesburg, Mississippi for the fiscal year beginning October 1, 2018 and ending September 30, 2019.

High Note: The FY 2019 budget was approved with a 5-0 vote. This budget reduces the city's structural deficit to under $2.7 Million, increased the paving budget by $200,000 and funded the step raise program for police and fire.

Tammy Leggett, Administrative Assistant
Hattiesburg Police Department

If you've met Tammy, you know that she is never too far without a smile. She has worked for the City of Hattiesburg for 12 years. Serving as the administrative assistant for our Chief of Police and the Admin office at the Hattiesburg Police Department, she handles a lot of day-to-day operations inclusive of schedule wrangling, citizen meetings and more. Tammy never hesitates to help or answer a question, and if she doesn't have the answer.... she'll find it for you!

Nick Williams, Planner
Urban Development, Planning Division
Nick works in the planning division of Urban Development as a planner, but has been tasked with a large role in helping lower the City's flood rating. A better rating can mean better discounts for flood insurance. Over the last several months, he has facilitated a planning committee that is playing a vital role in writing the City's new floodplain management plan. His eagerness to jump in and tackle the task has been a huge help in this endeavor and is a testament to his work ethic and job performance. 

Kimberly Williams, Administrative Assistant
Hattiesburg Fire Department

If you happen to call the Hattiesburg Fire Department's Administration Building, you will most likely interact with Kimberly. Kimberly serves as the right hand for the Chief and Assistant Chief, while also maintaining schedules and records, serving as a liaison for special requests and as the public records officer for the department. This means she handles any and all public records requests regarding the Fire Department. Additionally, she often asks how she can assist or help for events outside of the department, and it never goes unnoticed. 

Charles Page, Crew Foreman
Public Works/Streets
Charles is a crew foreman in our Public Works department, but we've been told he often takes extra time to help different divisions complete tasks when they need to get done. Wanda Tyler, deputy director of Public Works over the Sanitation division mentioned that he recently spent many hours filling up 12 trailers with waste tires because it simply needed to be done. He has also extended an extra hand to help Sanitation with debris collection after hours. He continues to be a versatile employee who is always up for going the extra mile. 

In July, Hub City Transit launched new routes, made comprehensive upgrades to current routes and upgraded signage all throughout the city. With the purpose of operating a mass transit system that meets the needs of our residents, we continue to tweak and upgrade the Hub City Transit experience. The City of Hattiesburg is constantly in a state of improvement, whether it's paving roads, new water and sewer infrastructure projects or neighborhood beautification. Through this section, we'll give you a glimpse at the status of projects for our city. From issue to issue, newer projects will be listed at the beginning. You will also see the same projects listed in  past issues but with notes for where the project currently stands.
 

Camp Street Water & Sewer Improvement Project 
In July, Mayor Barker and Councilwoman Mary Dryden announced a water and sewer improvement project along Camp Street that will significantly improve water pressure, decrease the occurrence of brown water, replace smaller water lines and replace aging sewer lines. The project cost is $3.7 Million and will feature new water lines, lateral water improvements to individual houses (connecting them to properly sized 6”-8” lines that were installed prior to now) and new sewer lines. 

Residents in the Parkhaven neighborhood can expect to see work begin in the next 60 days, with anticipation that the project will take approximately 18-24 months for completion. [see video]

UPDATE: Work has begun on this project. The contractor is currently working on Camp Street replacing the sewer line. Throughout the project, residents will experience minor inconviences such as temporary loss of water, roads closed to through traffic and roads covered in rock and gravel. The contractor will notify residents any time a planned water outage occurs. Unfortunately there may be times when the unexpected happens. When that does, please understand we are working to remedy the problem as soon as possible. In the event there is an unplanned outage please contact the Action Center at 601-545-4500.

North Avenues Water & Sewer Improvement Project 
In August, Mayor Toby Barker, Ward 1 Councilman Jeffrey George and Ward 4 Councilwoman Mary Dryden announced two water and sewer improvement projects: one for the areas between Quinn Street and Pearl Street in Ward 4’s Longleaf Heights Neighborhood and one in the areas around Ward 1’s North 39th Avenue and North 40th Avenue.

In Ward 4, the cost for this project is $2.9 million, which comes from funding initially designated for a mechanical wastewater treatment facility but is now redirected toward existing infrastructure. Construction in the Longleaf Heights neighborhood is expected to begin within 30 days and will last approximately 12 months. At the conclusion, all affected roads will be resurfaced.

In Ward 1, the project, which will take up to nine months to complete, will cost just under $800,000 and will be paid from annual water and sewer collections that have been designated for infrastructure replacement. [see video]

UPDATE for Quinn Street and Pearl Street: This project has been awarded. Expect work to begin in the coming months. 

UPDATE for North 39th/40th Avenue: Contractor is 90% complete on installing the waterlines and should begin placing new sewer lines in the upcoming months. 

UPDATE for Longleaf Heights Neighborhood: Work has begun on this project. The contractor has completed the work on USM’s campus and is now working on N 20th Ave. Residents in this area may experience minor inconveniences during the construction phase.


West 4th Street
In October, we announced an infrastructure project for West 4th Street, between Hutchinson Avenue and North Street, to include new drainage, curb work, gutters, new light signals, sidewalks, a turn lane and median. Between weather-related setbacks and a few other unanticipated obstacles, this project is now slated to be complete by the end of June. PROJECT COMPLETED! West 4th Street is now open to all traffic.
 
Lamar Boulevard
In March, Mayor Barker announced the 18-24 month plan for Lamar Boulevard. This project, which will entail new water and sewer infrastructure and street reconstruction to realistically support the traffic, is moving along as scheduled. The contractor is currently installing sewer lines. UPDATE: Contractor has completed installing the sewer lines and will be placing sod and landscaping in the coming months. You will also notice that some strips of Lamar Boulevard have been patched and paved for smoother riding during the interim of this road construction.
 

Duke Avenue/Dogwood/Corinne Sewer Project
In December, Mayor Barker and Councilwoman Deborah Delgado announced a sewer project for Duke Avenue, Dogwood Drive and Corinne Street. This project entails replacing and updating sewer line infrastructure, as well as connecting houses to the sewer system. The project is complete for Duke Avenue and Corinne Street. The contractor is currently working on Dogwood Drive. [see video]

UPDATE: Contractor has competed installation of the sewer lines and services. Contractor will begin replacement of the asphalt on Dogwood Drive in the coming months. 

Palmer's Crossing & Irene Chapel Water Project
In October, Mayor Barker and Councilman Nicholas Brown announced a significant water improvement project for Palmer's Crossing and Irene Chapel neighbors. The upgrades include removing small, antiquated lines and replacing them with lines that can not only handle the current capacity but also set these areas up for success regarding future growth. A majority of the line installation is complete, with the remaining areas around railroad crossings. We are currently awaiting final permits from those entities. [see video]

UPDATE: No change. Still waiting on permits from railroad entities.
 
Sullivan Park Pavilion
In March, Mayor Barker and Councilman Nicholas Brown were joined by Forrest County Supervisors and community members to break ground on the new pavilion for Sullivan Park. The foundation has been poured, and construction will continue through the summer. [see video]

PROJECT COMPLETED! This pavilion is now open to the public.
 
Barkley Road Bridge
Barkley Road Bridge was closed for reconstruction in early 2017. The construction is complete and is open to through trafic.

Longleaf Trace Extension
In March, Mayor Barker was joined by Councilwoman Mary Dryden and Councilmen Nicholas Brown and Jeffrey George as he announced the beginning of a pathways project that will provide access to the Longleaf Trace by connecting the Historic Train Depot to Chain Park. The construction of sidewalks for this project is mostly complete. Finish date for the entirety of this project is September. [see video]

UPDATE: Almost complete. Minor work remaining. 

Arcadia - Sunset Water Improvement Project 
In April, Mayor Barker and Councilwoman Mary Dryden announced a water improvement project for the Arcadia-Sunset Neighborhood that will significantly improve water pressure, decrease the occurrence of brown water and replace smaller water lines with the standard 6" and 8" lines. The estimated cost of this project is $717,310, and it is a budgeted expense from the general fund. This project is in its early stages but is on track. [see video]

UPDATE: The contractor is nearing completion of this project, most of the water lines have been installed and should start placing sod and making repairs to streets and driveways.
