As our counties begin the challenging process of recovering from Hurricane Florence, we want you to know your Association is here for you. We recognize the impact of the storm is widespread, and understand it will take some time to realize the full scope of what is needed to recover. The NCACC developed a Hurricane Florence Resource page to post important information and resources for counties. Please email us at communications@ncacc.org with questions and requests we may be able to facilitate addressing.

Food Assistance Available to Hurricane Florence Survivors

Residents in the 27 counties designated as part of the federal disaster caused by Hurricane Florence will be able to apply for food assistance through the Disaster Supplemental Nutrition Assistance Program, or “D-SNAP.” Eligible households will receive a one-time payment on a special debit card to help buy food. To be eligible, you must meet certain requirements and you must apply in person between Sept. 28 and Oct. 6 (with the exception of Sunday, Sept. 30). More information about how and where to apply can be found here. The state Department of Health and Human Services is encouraging applicants to fill out the application form in English here or in Spanish here.

UNC SOG Posting Disaster Recovery Guidance and Documents

The UNC School of Government hosts an emergency management web page, which links to various documents that provide guidance on disaster recovery activities such as debris removal, contract procurement compliance, state and Federal environmental and historic preservation requirements, and much more. U.S. Senators Seek $1.68 Billion in CDBG-DR Funds to Help Carolinas Recover

Last week, Senators Richard Burr (R-NC), Thom Tillis (R-NC), Lindsey Graham (R-SC) and Tim Scott (R-SC) formally requested in a letter to appropriators $1.68 billion in Community Development Block Grant disaster recovery (CDBG-DR) funding to help address the damage caused by Hurricane Florence. Of that amount, $1.14 billion would be set aside for North Carolina to support a variety of disaster recovery activities, including housing redevelopment and rebuilding, business assistance, economic revitalization, and infrastructure repair. The Carolina Senators will continue to work together to include CDBG-DR disaster assistance in the final version of the Federal Aviation Administration reauthorization bill, which is expected to progress this week.
 

Free Resources Available to Help Counties Implement Stepping Up Initiative

The Stepping Initiative, launched in 2015, aims to reduce the number of people with mental illnesses in jails and increasing connections to community treatment resources to reduce recidivism. Over 40 counties in North Carolina have passed resolutions in support of the initiative and the NCACC is working with NC Department of Health and Human Services to facilitate the implementation of Stepping Up. Sequential Intercept Mapping (SIM) facilitators are now available to help counties identify those with mental health needs and devise effective intervention strategies.

SIM facilitators offer day-and-a-half convenings that bring together representatives of all county agencies that may have an interaction with a mentally ill person. The exercise helps counties “map” out how those interactions can occur and culminates with actionable plan on how to divert people with behavioral health disorders from the criminal justice system to treatment in the community. Online Workshop Offered for Parks and Recreation Trust Fund Grant Applicants

On Wednesday, October 3, from 9:00 a.m. - 12:00 p.m. an online workshop will be offered to help local governments navigate the application process for North Carolina Parks and Recreation Trust Fund (PARTF) grants. The grant program provides up to $500,000 in dollar-for-dollar matching funds to build and renovate facilities in the state parks as well as to buy land for new and existing parks that serve the public. Recreation Resources Service (RRS) consultants provide technical assistance in completing the application, which is due by 5:00 p.m. on May 1, 2019. You may register for the workshop here. NC DOT Accepting Applications for Bicycle and Pedestrian Planning Grants

The NCDOT Division of Bicycle and Pedestrian Transportation and the Transportation Planning Branch is accepting applications for an annual matching grant program – the Bicycle and Pedestrian Planning Grant Initiative – to encourage communities to develop comprehensive bicycle plans and pedestrian plans to make places more walk and bike friendly. For more information about the program click here. The deadline to apply is 5:00 p.m., Thursday, November 15, 2018 and applications should be emailed to balopez@ncdot.gov. Webinar: Increasing the Number of People with Mental Illnesses Connected to Treatment

October 25, 2:00 p.m. - 3:15 p.m.

Part of the Stepping Up framework encourages counties to focus their efforts on impacting one or more of “Four Key Measures” for people with mental illnesses: jail bookings, jail length of stay, connections to treatment and recidivism. Join Stepping Up for the third webinar in the Four Key Measures series, which will provide strategies for increasing the number of people with mental illnesses connected to treatment in jails and in the community and describe key data points to collect and analyze to track this measure of success.
