FRIDAY LETTER

Fourth Annual CBTS Pumpkin Roll
Please join us tomorrow (Saturday) between 12:00 noon and 2:00 pm for one of the most unique celebrations in the Village.  Thanks in advance to Margi P., and the team from Library and Public Works for hosting.  And thanks to the Carmel River Dads for helping the little ones roll!

Carmel Beach Fire Pilot Program
Community Planning and Building Director Marc Wiener reports from the California Coastal Commission meeting in San Diego, that the appeal of the City's Beach Fire Pilot Program two-year extension has been denied and the Council's decision was upheld.

Police Building Renovation and Expansion Project
The proposed landscaping plan and renderings for the upcoming Police Building Project were unveiled at the October 11 Forest and Beach Commission meeting. The Commission approved the plan with some fine tuning. Construction will result in the removal of up to eleven trees, and nine new trees, and additional landscaping, are proposed.

Specifically, the plan includes planting four evergreen trees in new tree wells along the sidewalk (without losing any parking spaces) with shrubs behind a jagged sidewalk, two new oak trees on the west side of the building, and three new trees, star magnolias and/or flowering pares, in a larger raised median along the south side up to the existing steps.

Annual Stormwater Report
This week, Environmental Compliance Manager Agnes Martelet submitted the City's Annual Stormwater Report to the State which is mandatory for compliance with our National Pollutant Discharge Elimination System Permit. The federal Clean Water Act requires municipalities throughout the United States to have a permit in order to discharge stormwater from storm drains into surface waters such as rivers and the ocean. In California, the State Water Resources Control Board and Regional Boards strictly regulate what cities must do to be in compliance with this permit.

The City of Carmel is in compliance and has an extensive stormwater management program that includes enforcement of construction best practices on public and private construction projects, municipal best practices such as removing litter from the drainage system prior to the rainy season, illegal dumping response, drainage review of new development projects, regional public outreach, and compliance inspections.  Stormwater requirements are particularly stringent in Carmel because of our privileged location near the Monterey Bay Marine Sanctuary that are classified by the State as an "Area of Special Biological Significance."

Josselyn Family Plaque
Members of the Josselyn family came down from the Bay Area to install a plaque on a bench at Devendorf Park. The family was given the opportunity to install the plaque themselves into the hand-carved inset, which they truly appreciated. These family members are natives of Carmel and told stories of being a part of village since 1914!

The family would like to express their appreciation to Facility Maintenance Supervisor Cleve Waters, Assistant Planner Catherine Tarone, and Public Works Maintenance Worker Matt Feisthamel for all their efforts in coordinating this reverent task. Applications for bench and plaque donations can be found on the City's website: ci.carmel.ca.us/sites/main/files/file-attachments/bench-plaque_application_2016.pdf

Acacia Trimming on Scenic Road
Another picture perfect scene appeared following trimming of acacia and clean-up efforts that were completed this week along the Scenic Road Pathway between Eighth and Ninth Avenues.

Let there be Light
Animal Control Officer Cindi Mitchell maintains a supplies shed that contains blankets, kennels, dog and cat food, etc. However, the storage shed has always been dark inside even on sunny days. This week, Public Works installed solar lighting to eliminate the problem, and more importantly, to make our friend Cindi happy!

Beach Fire Device - End of Season - Winter is Coming!
This week, Public Works picked up four of the nine smokeless fire pits in preparation for the winter season - wave action and run-up necessitate.

Plastic Bags
Environmental Compliance Manager Agnes Martelet and Sustainable Carmel ask me to remind you that plastic bags are not recyclable in our waste district.  Return plastic bags from whence they came, reuse, or dispose of in the trash.  Best yet, bring your own reusable bag and refuse plastic when offered.

During tomorrow's events you can also very likely meet my maker, my mother, who is visiting from her own village in eastern Pennsylvania.  Please try to say reasonably nice things about me.

Until we meet again, take good care.
