THE GREAT SACK RACE 
 

Thank you to all the amazing residents who turned out last Saturday to the second Great Burnham Sack Race. 60 people turned up and managed to clear 92 sacks of rubbish from the streets of Burnham. There was a great Community feel and it was so good to see so many families!  A big thank you also to Tesco and Hungry Pets for their kind donations. We hope to do another clean up in Spring so all those who were unable to join in this time we hope to see you next time!

    Burnham Football Club will be holding their well known Fireworks Night on Friday, t2nd  November.   They will also be featuring a large Fun Fair,  market stalls and live bands and entertainers. There will also be a  live laser show with music supporting  the fireworks. Food and drinks available. Pre -booked tickets will be available from various  local shops at a reduced rate.  Gates open at 17.30 for families for the fun fair and entertainment. The fireworks displaywihich can be viewed from the  seated and standing stadium will begin around 19.30. A disco and more live music will follow after the fireworks have finished. .

We found manufacturers selling child stair gates that are potentially unsafe.
We tested the durability of 10 stair gates, all of which are popular buys on the UK high street. Three failed to meet the criteria for the fatigue test - which forms part of the EU safety standard for stair gates. This test is designed to simulate the gate being pulled back and forth by a boisterous toddler over time.

POSSIBLY A LITTLE OUT OF THE WAY FOR BURNHAM RESIDENTS BUT IN CASE ANY BLUE BADGE HOLDERS USE GERRARDS CROSS RAILWAY STATION CAR PARK:

If you are a Blue Badge Holder and use Gerrards Cross Railway Station car park, you may not be aware that the parking contract has been taken over by Apcoa, and it appears that records re registered Blue Badge holders have not been passed over to the new contractor - Apcoa.   This is resulting is perfectly legitimate Blue Badge holders, correctly registered with the previous contractor, being fined as correct records are not held.

Be aware of this, if you receive a fine by post.   Hopefully Apcoa are correcting this oversight - with alacrity.

Budget consultation: Residents urged to give their views on financial plans for next year

 

Residents in Buckinghamshire are being asked to help the County Council make important budget decisions in a consultation that has launched today.

 

The annual budget consultation asks people for their views on the Council’s financial plans for next year and on areas where spending should be prioritised. Everyone living or working in the county is encouraged to take part.

 

The short consultation can be completed online at www.buckscc.gov.uk/budget2019 until the closing date of 14 November.

 

Noel Brown, Cabinet Member for Community Engagement and Public Health, says it’s incredibly important that as many people as possible get involved in the consultation: “In these continually challenging times, we need to make sure every pound gets spent where it’s needed most, and it’s also very important that people tell us about the areas and services they would like spending prioritised on.

 

“Whether you think we need to spend money on supporting good education and learning for our young people, maintaining our roads and pavements or helping our local economy and businesses to grow, this is your chance to get involved and help shape future spending across Buckinghamshire.

 

“I know many people have strong views on where the Council should spend its money and they may share them with friends or on social media – but giving your views through the budget consultation itself makes sure your views can be heard and considered as part of the actual budget setting process.

 

“All of the responses submitted through the budget consultation help us to form our spending priorities for the coming year, so this is your opportunity to have your say on how these important decisions are made.”

 

Martin Tett, Leader of the County Council, said: “Allocating our budget is challenging every year, with ever-rising demand especially in social care for our most vulnerable adults and children.

 

“We will face some tough decisions in setting next year’s budget, but a strong indication from local people about what we should be focusing on will give us a great start to that process. Please do go to www.buckscc.gov.uk/budget2019 and give your views.”

County Council aims for challenging CO2 emissions target

 

Greenhouse gas emissions from Buckinghamshire County Council's energy use have reduced by 28% in the past eight years.

That's just two per cent off the 2020 target for the public sector set by the Government's Carbon Reduction Pledge, to which the County Council signed up last month (September).

So Bill Chapple OBE, Cabinet Member for Planning and Environment, has challenged the County Council to raise that figure to 40% before the deadline in two years time.
 
The County Council, which has been recording and reporting carbon emissions since 2010, has achieved reductions in CO2 emissions largely through energy efficiencies in schools, libraries and council offices, along with a systematic street light replacement programme.

"People are very concerned about climate change, in the light of the current global debate," said Bill. "I'd like our Council to set an example by striving for the 40% target. It'll be a big challenge, but if we don't set ourselves a stretching target, we won't inspire our residents and businesses to follow our lead."

In the first five years of its carbon management plan, launched in 2012, the County Council made a 10% cut in emissions - more than 5,700 tonnes - and saved £530,000 in energy costs. 

Between 2011 and 2015 two carbon reduction projects made annual savings of well over half a million pounds and reduced emissions by nearly 3,000 tonnes of CO2 every year.

As part of these projects 13 school and adult learning centres had new efficient boilers, LED lighting, roof-mounted solar panels, and energy management systems.

And more than 12,000 street lights - the county's most intensive energy use - were converted to more efficient LEDs.

"All this was a great team effort," said Bill. "With everyone working together to reduce our carbon footprint, we're well ahead of expectations."

Bill said the County Council aimed to reach its 40% target in two years through intensifying its carbon reduction programme:  continued investment in LED street light installation, and LED replacement lighting at Aylesbury highways depot, Cressex sport pitches, Stokenchurch community centre and Evreham adult education centre, Iver.

There are other carbon reduction projects in the pipeline, including several in schools, said Bill, but these have yet to be confirmed.

Café owner fined for failure of duty of care over fly tipped waste
 
 
Nabil Naja, 55, of Newark Crescent, Park Royal, London, and his company Nabbil Ltd pleaded guilty at High Wycombe Magistrates’ Court on 5 September 2018 to offences relating to waste which was dumped illegally at Park Lane, Burnham, on the approach to Burnham Beeches in June 2018.

The court heard that on 7 June 2017, investigators from the Waste Partnership for Buckinghamshire examined several deposits of illegally dumped waste on woodland along Park Lane, Burnham. They found details in the dumped material which showed that part of the waste had come from a café in Wembley operated by Nabbil Ltd. The sole director of Nabbil Ltd is Nabil Naja.

Naja was interviewed at a London Police Station. He said he was aware of his duty of care responsibilities and denied any knowledge of, or involvement with, the illegal dumping. He said that two unidentified men had asked if they could take six sacks of waste wiring away as they had value as scrap metal. He initially refused, but eventually gave in to their persistence and allowed them to take the waste. He did not pay them, made no check on their status as a registered waste carrier, and had no paperwork or receipt to evidence the transaction. This meant that it was impossible to trace the men who took the waste away.

The Magistrates fined Mr Naja £368 and Nabbil Ltd £1,000 for duty of care failures regarding the waste. Costs were awarded of £622 which included clean-up compensation. A victim surcharge of £100 was also ordered against the company - making a total to pay between the company and its director of £2,090.

South Bucks District Council Cabinet Member for Environment Luisa Sullivan, speaking on behalf of the Waste Partnership for Buckinghamshire, said: "This dumping really blighted a beautiful woodland area.

"It is crucial that both householders and businesses take measures to check the credentials of a waste carrier properly and to get the appropriate paperwork.  Without this, the waste producer will be held responsible if the waste is dumped illegally, and may end up in court.

"The SCRAP Fly Tipping campaign we've adopted recently in Bucks provides helpful advice on complying with these obligations."

The Waste Partnership for Buckinghamshire launched its SCRAP Flytipping campaign in August 2018, which urges anyone- individuals or businesses- to ensure that they act on their legal duty of care to ensure that anyone who takes their waste away is registered and bona fide.

Since November 2003, the Waste Partnership has secured over 660 fly tipping convictions and a resulting significant saving to the Buckinghamshire taxpayer, principally through costs imposed by the court to cover removal and disposal costs. In Buckinghamshire fly tippers are 16 times more likely to be successfully prosecuted than in England as a whole.
