Citizen of the Year 2019 Nominations
Closing date has been extended to Friday 9 November 2019. Due to nominations not being received for each category.
Nomination forms are available from the Shire Office or submit your nomination online http://www.citizenshipawards.com.au/nominate. The awards are to be presented on Australia Day 26 January 2019.

Nominees should have made a noteworthy contribution during the current year, or have given outstanding service to the local community over a number of years.

Internationally Acclaimed Independent Film
The Decadent and The Depraved Set For Australian Theatrical Season
Multi-award-winning independent film The Decadent and Depraved is set to launch a public theatrical season in partnership with The Backlot Cinemas in Perth.
The debut production from 21 year old director and producer Jordon Prince-Wright has already taken the International Film Festival market by storm, winning Best Independent Feature Film at the Los Angeles Film Awards, plus multiple other awards at festivals around the world.
The success enjoyed by The Decadent and Depraved has led to a huge swell of social media support and public demand to see the film. This opportunity will now be afforded to fans as the film launches a limited 10-day season at The Backlot Perth from October 12, before a block of screenings in Melbourne, Sydney and regional WA, including Katanning where Katanning's very own talented actor Mitchell Page will be present amongst other lead actors from the film.

Made on a shoe-string budget of less than $100,000, The Decadent and the Depraved was completed with no significant industry funding. The production is the result of a collaboration of local creatives who came together to bring Prince-Wright’s vision to cinematic reality. The result is a visually stunning film telling a gritty, old western tale of a game of cat and mouse set in colonial times in outback Western Australia.
Prince-Wright is excited to bring his film to Australian audiences. “It has been a long journey from pre- production to now. We set out to transform Western Australia’s gritty western-style past into a feature film. Watching the original western flicks as kids, our aim was to preserve the traditional filmmaking approach as much as possible,” he explained.
“Whilst The Decadent and Depraved pays homage to both the traditional Western film and the true history of our state in the 1880s, it also pushes the boundaries of both the genre and ‘historical accuracy’ to create something unique and riveting.”

Welcome Precinct
The Welcome Precinct and All Ages Playground Request for Tender is underway. Tenders have been called to seek responses from contractors to undertake the works to construct the new All Ages Playground and Lions Park (Welcome Precinct). The tender is a public tender being conducted through Tenderlink and will close on 14 November 2018. Once Council confirms a contractor works will begin, firstly on the All Ages Playground and then, after Australia Day, on the Lions Park. Work has already commenced on a new toilet block including a Changing Places facility. The current All Ages Playground carpark will remain open so that access to the miniature railway can be maintained throughout construction. Once the Lions Park and expanded skatepark have been completed access to the miniature railway will be established from the skatepark carpark and the work on the AAPG carpark will commence. The programme of works is scheduled to take approximately 7 months.
In response to the Shire’s request for community groups to relocate the children’s play equipment from the All Ages Playground to Prosser Park I am pleased to confirm that the Katanning Volunteer Fire & Rescue Service has put their hand up and will be commencing this operation later in November.

Green Waste Verge Collection
The Shire of Katanning will offer a free Green Waste Verge Collection commencing Monday 5 November 2018.
Please make sure waste is on the verge before 6am Monday 5 November 2018.
ONE WEEK ONLY
To help prevent unsightly verges, you are encouraged to put your garden waste out the weekend of the 5 November 2018. Do not obstruct the footpath or your normal bin service and ensure waste does not obstruct line of sight of pedestrians or cars.

Tree and shrub clippings
 Bottles, plastic, tyres, batteries, glass, steel and syringes
Food waste, fruit, vegetables and liquid waste
Residents are reminded that this is a Green Waste collection only. Contaminated garden waste will not be removed. Lawn clippings, cuttings and leaves must be in boxes or bags. To prevent damage, do not obstruct Telstra pits, water meters or power domes with green waste as mechanical equipment may be used upon collection. Trim tree branches and [running's to a max of 1.5m (5ft). Please place bundles in line with kerb.

Prohibited Burning Period
1 November 2018 - 14 February 2019
Residents are reminded that the Prohibited Burning Period for the Shire of Katanning commences on 1 November 2018 and will be in place until 14 February 2019 inclusive. No burning of any kind can be conducted during this time.

Ranger Information
Reminder on various issues
Dog and Cat Registration
All dogs and cats over the age of three months are required by law to be registered and microchipped. This makes it easier to return pets to their rightful owners and negates the need to impound them. This will not only same additional costs and charges to the owners but also means your pets are returned home.
Wandering Dogs
Wandering dogs will be impounded and where the owner is identified, and it is a continuing offence a $200 infringement under the Dog Act may be issued. The law requires all dogs to be securely confined on private property.
Dogs in Residential Areas
The Dog Act Amendment Bill of 2013 now allows the keeping of more than 2 dogs in residential areas, however permission from the Shire must be obtained, failure to do so may result in infringement notices being issued or in the case of continual failure to comply a prosecution may be commenced.
Dogs in Public Place
All dogs in a public place that is not a designated dog exercise area must be on a leash at all times, this prevents dogs from causing traffic hazards, dog attacks and other nuisance issues, again there are penalties that apply for failing to complete.
Attacks by Wandering Dogs
Every year, sheep, goats and other animals suffer injury after attacks by wandering domestic dogs. This causes both financial loss and emotional distress to livestock owners. Most attacks can be avoided if owners properly manage their dogs and stop them from wandering. Dog owners can be fined up to $10,000 if their dog attacks. Livestock owners are permitted to destroy or capture any dogs they observe attacking livestock on their land.
Litter Bins
The Shire has installed litter bins throughout the town centre and this is to keep the street scaping free from rubbish and enhance the attractive appearance of our town. There are penalties applicable under the Litter Act for littering and the Ranger will be active in ensuring compliance.
House Numbers to be Displayed
Many residents still do not display house numbers. This makes it difficult to identify who lives at the property when dealing with enquiries and other matters. More importantly in an emergency situation where time is critical, emergency services such as police, fire and ambulance may make a big difference in outcomes.
Disabled Parking Bays
The use of disabled parking bays by those who are not authorised to use them has increased notably. Cautions will no longer be issued, and unlawful use may result in a $300 parking infringement notice being issued.

Stall Holder Application Forms
Harmony Festival is celebrating its 10th Year on Saturday 16 March 2019.
Stall holder applications open Thursday 1 November 2018.
Applications close Friday 15 February 2019.
Application forms are located on the Shire of Katanning website or hard copy can be collected from the Shire Administration Office. The Shire's Community Development team is available to work with local businesses, committees, groups and individuals to ensure all members of the Katanning community have the opportunity to participate in the festival.

Harmony Festival 2019

COMPLAINT AND RESOLUTIONS PROCESS
Making a complaint is an expression of dissatisfaction, about the standard of service, action or decision by the Council or its staff, affecting an individual or group. You can lodge a complaint via our website, in writing, by telephone or in person at the Administration Office.
How will your complaint be investigated?
- When we receive your complaint, it will be recorded, and you will receive acknowledgement for us that your complaint has been received.
- When we receive your complaint we will direct your concern to the most appropriate person within the Shire of Katanning who will be responsible for keeping you up to date on the progress of your complaint. Throughout the process, we may need to contact you to discuss your concerns or to seek more information.
- Providing us with current contact details (such as a telephone number or email address) will ensure we can respond in a timely manner.
- After investigation, we will respond outlining the outcome.
- We will endeavour to resolve your complaint within ten working days, if we require further information or time, we will keep you informed of our progress.

Councillors are elected members of the community, their role is to represent the community, provide leadership and guidance, facilitate communication between community and Council staff, make decisions on matters before Council, determine Council Policy, govern finances and provide forward planning and elevation of progress. The following items were approved at the Council meeting:
1. Shire of Katanning 2018/19 Christmas & New Year opening hours.
2. Piesse Park Concept Plan (Revision B October 2018) prepared by Emerge Associates.
3. The Land Transaction Business Plan for the Piesse Lake Residential Development prepared by FAR lane, October 2018, for advertising as per Section 3.59 of the Local Government Act 1995.
4. Supports Anglicare WA's proposal to install the purple bench in support of the Women's Council Purple Bench Project and delegates authority to the CEO to approve the final location.
