Too much focus on CDF has made citizens less keen on lawmaking thus unable to contribute meaningfully and benefit from the laws

It’s about time Kenyans took their fair share of responsibility for the problems bedeviling the country. If the past few General Elections in this country have shown us anything; it is that we have a very ignorant population that is less factual and more emotional.

Majority Kenyans are either servile or too lazy to fact-check their leaders when making public utterances that only makes it easier for politicians to manipulate them.

It’s not clear how the voters decided that development was the most useful parameter in deciding MP’s performance. What is clearly though, is that this thinking has its roots in the advent of multiparty system when MPs in government came up with several shiny and tiny development projects to woo the voters in a bid to survive the opposition wave.

Several years’ later, voters still think of MPs only in terms of these small time developments and contributions to building things in the name of Harambees. It’s the reason MPs spend a great deal of their time in attending fundraising activities and promising to build this and that – even when that which they’re promising to build is not within their Job description.

Fewer Kenyans think about the Bills their MPs are sponsoring in Parliament or their level of debate in laws that come before Parliament. Which by-the-way is the main function of Legislators.

The problem with this skewed version of appraising MPs is that, besides making elections an extremely expensive affair; the likelihood of their MPs becoming corrupt as a result is also very high. Needless to mention the public end up paying little attention to the laws being drafted hence unable to be fully involved or fully take advantage when the Bills become law.

Take the Access to Information Act that became law in 2016 for instance.

Many Kenyans are still hounding their MPs and MCAs to know when the road they were promised will be done when they can easily take advantage of this Act and get that information from the relevant office with no charge. The only time one is likely to be charged is when they are making copies of whatever information you requested. But this should be very reasonable.

Draft Bill proposes free specialized treatment for Cancer, Heart and Kidney diseases

Nandi Hills MP, Alfred Keter has sponsored a Bill that will see Cancer, Heart and Kidney patients get a financial reprieve associated with the treatment. The Medical Fund Bill seeks to create a National Medical Fund that will fully finance the treatment of chronic diseases especially for patients from poor financial background. The MP said the Bill is different from the NHIF Act because NHIF is limited when it comes to critical diseases. The Bill is currently before the Budgets and Appropriations Committee for deliberations because of its financial implications on the National Budget.
 

Negligence by NCPB Management costs taxpayers billions

Auditor General Edward Ouko in his report reveals that 750,000 bags of maize worth Sh1.8billion have gone bad at the National Cereals and Produce Board (NCPB) due to ineffective insecticides. The board ignored advice from the store managers over the ineffectiveness of the insecticides. The Auditor General also revealed that Sh4.5million used for importing maize in 2017 is also unverifiable as the board couldn’t produce necessary documents. The Cereals board has lost a total of Sh10billion of taxpayers’ money in a series of botched transactions.

ODM, KANU support referendum; hint at a possible coalition in 2022

Kanu Chairman and Baringo Senator Gideon Moi has thrown his weight behind the calls for a referendum to change the Constitution saying he will support it even if it means scrapping of the Senate seat. Senator Moi also supported the handshake saying it enabled the freedom of expression and association. His Homa Bay counterpart, Moses Kajwang’ also supported the referendum calls saying it should nonetheless be about jobs for the youth and not positions for the big people. Senator Kajwang’ also hinted at a future collaboration saying (in reference to the DP) that Senator Moi had not been linked to any corruption scandals and would make a great team with the ODM party leader when President Uhuru retires in 2022.

Lugari Member of Parliament, Ayub Angatia Savula made headlines this week after he was charged together with his two wives regarding the Sh2.5billion Government Advertising Agency scandal. Also charged were seven companies associated with the MP and believed to have received illegal payment. The Lugari MP and his wives were freed on a Sh1million bond or cash bail of Sh500,000 each. He was further ordered to pay an additional Sh500,000 to each of his companies. The MP is not new to such controversies having been accused of defrauding the National Land Commission (NLC) in 2016. An internal audit at the NLC revealed that Advertising companies linked to the MP did not offer value for money
