In 2006, Kauaʻi voters overwhelmingly approved a charter amendment to establish term limits on County Council members.

On March 14, 2018, the Kaua'i County Council approved a resolution to create a charter amendment question on the Kaua'i General Election ballot that—if approved—would get rid of these term limits, beginning in 2020. The council approved the resolution by a vote of 5–2.

The resolution was introduced by council member Ross Kagawa, who is up for re-election on November 6. If he wins, it would be his fourth and final term on the council...

Unless the ballot initiative he proposed to abolish term limits is passed by the voters, in which case term limits would end in 2020, just in time for him to avoid terming-out.
