California Voters Reject Prop 6, Preserving Senate Bill 1 Funds for Local Road Repair and Transit Projects

Tuesday’s election results indicate Californians have rejected Prop 6, preserving funding from state gas tax and other transportation fees for bridges, state highways, local road repair, and transit projects.

Senate Bill 1 revenue provides San Francisco with over $60 million per year for street repaving, maintaining transit infrastructure, and increasing Muni service across the city. Senate Bill 1 programs also fund core capacity improvements for all of San Francisco’s major operators including Muni, BART, and Caltrain.

Transportation Authority Releases New Report on Ride-Hail Vehicles and Congestion

In our new report, we ask the big question: What impact do ride-hail companies like Uber and Lyft have on congestion in San Francisco?

We compared congestion between 2010 and 2016 using three metrics: vehicle hours of delay, vehicle miles traveled, and speed. We found that ride-hail companies are responsible for about 50 percent of increased congestion on San Francisco streets. Population and job growth are responsible for most of the rest of our city's worsening congestion.

Transportation Authority Board Requests Update on Congestion Pricing

Last month, our board asked staff to update our work on congestion pricing and present an action plan for developing potential near-term program options.

Our update will build off our 2010 study on congestion pricing and will take into account factors such as equity, economic effects, and how revenue could fund infrastructure improvements and expand transportation options like transit or biking.

We plan to present our board with a proposed scope, schedule and budget, as well as an outreach plan, in the coming months. Learn more.


Transportation Authority Board Adopts First Set of Projects Funded by Half-Cent Sales Tax 5-Year Program

Every five years, we update the list of projects to be funded by San Francisco’s half-cent sales tax for transportation. Each project has a sponsor agency (such as the SFMTA, SF Public Works, or BART) that is responsible for completing the project.

Last month, the Transportation Authority board approved the first group of projects, providing funding for projects like BART station improvements, bike and pedestrian improvements, and street paving. Our board will vote on the second group of projects at our upcoming board meeting on November 13. Projects up for funding include new light rail vehicles for Muni, funding for the Neighborhood Transportation Improvement Program, and more. San Francisco and San Mateo Leaders Tour Los Angeles Express Lanes

Last month, a delegation of San Francisco and San Mateo leaders visited Los Angeles to learn how the region’s express lanes work and about policies to promote equitable implementation of express lanes. Big thanks to LA Metro staff and officials for the informative tour. We appreciated seeing how carpool and express lanes can benefit transit and reduce harmful emissions along the corridors they serve.

Transportation Authority Holds Open Houses for Treasure Island Transportation Plan

With more than 20,000 new residents moving to Treasure Island in the next 15 to 20 years, we are working on a transportation plan for this growing neighborhood.

Transportation plan proposals include:

  • Better Transit: More frequent Muni service, along with new AC Transit and ferry service.
  • Affordability Plan: Discounts for residents who qualify for below market rate housing, longtime residents, and more.
  • Toll program: An on- and off-island toll to reduce congestion and incentivize travelers to use transit.

Based on feedback from open houses in September and October, the Transportation Authority is holding an additional open house on Thursday, Nov. 15 from 5:30-7:30 p.m. at the Shipshape Community Center to share plan updates and gather more feedback.

Salesforce Transit Center Update, Rail Funding Paused

Last month, our board received an update from the Transbay Joint Powers Authority staff on the condition of steel beam cracks discovered at the transit center in October. Having stabilized the affected area, technical investigations into the cause are ongoing and being overseen by a peer-review convened by the Metropolitan Transportation Commission. Results of the tests are expected later this month.

Meanwhile, the Transportation Authority Board voted to pause the allocation of nearly $10 million in funding to the Joint Powers Authority for the design of plans to extend Caltrain and high-speed rail to the transit center. The funding is on hold pending an assessment by the San Francisco City Controller, which will conduct an evaluation of the management and delivery of the transit center to identify lessons learned that can be applied to the downtown extension. In addition, the Transportation Authority will review best practices for governance and oversight of the rail extension. The Controller’s Office and Transportation Authority staff expect to complete these reviews in early 2019.

Treasure Island Mobility Management Agency
The Treasure Island Mobility Management Agency was created to coordinate the transportation needs of Treasure Island. The agency is governed by a board comprised of the San Francisco Board of Supervisors.
