The Roland M. Attenborough Fellowship
For the study of proposals for Universal Capital Accounts to broaden the ownership of income producing capital by all citizens in the United States through changes to tax laws and corporate finance rules and practices
Fellows will study an alternative to the Universal Basic Income policy as a potential solution to income and wealth inequality. Researchers will study possible changes to tax laws and corporate finance rules and practices to create a nationwide system of Universal Capital Accounts for every citizen. Such accounts might be financed by government and private credit and broaden the ownership of income producing capital. Researchers will study and propose various changes to tax laws and corporate finance rules and practices that could incentivize the creation of new capital with equity financing rather than with debt and retained earnings. The studies would examine Universal Capital Account policies that might cover everyone with a Social Security number. Researchers will study the possibility of syndicated equity financing being provided to such accounts where income from the new equity might be applied to the repayment of the related debt. Researchers would consider how the remaining income could be distributed to the individual account owners in order to provide them with current income from capital and a capital estate. A final policy analysis report is a requirement of the fellowship. Doctoral students, pre/post tenure scholars and experts with professional degrees especially in finance, law, economics, and policy may apply for the $25,000 stipend that can be used for support and research/travel expenses. Submit an email application with a 1,500 word essay about your proposed project along with a vita by March 30, 2019 with decisions to be announced by April 15, 2019.
