Did You Know?

The WA State Government has passed the Tobacco Products Control Amendment Bill 2017 that includes a number of strong measures that will protect WA children from exposure to tobacco products. One of the Amendments will see WA as the first state where only adults are able to sell tobacco. This will fix a major inconsistency in the previous Act that prohibited the sale or supply of tobacco products to minors, but allowed minors to sell tobacco products.

Creating An Online Club Shop


So far this year, Scamwatch has received 689 reports of fake charity scams with more than $320,000 in reported losses, compared to $313,563 for the whole of 2017. The following examples are ways in which fake charities may operate: 

  • Scammers may approach people on the street, e.g. posing as a monk, or a collector for a specific cause.
  • Scammers may approach people at their front door.
  • Scammers may set up fake websites which look similar to those operated by real charities.
  • Scammers may call or email people requesting donations.

Market Your Club
Tourism WA has launched a campaign to promote WA as the ‘home of the road trip’, under a new multi-million dollar tourism strategy.  The campaign is targeting both domestic visitors as well as the Asian market. For more information on this campaign, please click here. Now that clubs are legitimately permitted to market to visitors, Clubs WA is looking to compile a list of all clubs that they can promote as great places for tourists to visit. Video Tips For Community Projects

The Foundation for Rural & Regional Renewal and Australia Post have teamed up to produce a series of video tips for successful community projects for not-for-profits. The 13 short videos cover lessons learned from four regional community projects and are full of practical tips for community groups, including understanding community needs, fundraising and evaluating your projects. None of the videos are longer than two minutes.

For a limited time, all clubs that join the free program will go in the running to win $500 cash for their club. The Good Sports team provides free tools, resources and supports clubs to create the best sporting experience for their members and guests. The Good Sports program includes policies around alcohol management, tobacco, illegal drugs, safe transport, junior role-modelling and in some states healthy eating and mental health.

Harmony Week Funding Closes 5 November 2018

To hold celebrations for Harmony Week in 2019. $2000 available for activities that celebrate our vibrant multicultural community. 
Community Crime Prevention Fund Closes 7 November 2018 
Supports projects that work to address local crime issues. Up to $25,000 per project. These projects should address one or more of the following identified crime prevention priorities: 
  • Prevention and early intervention to address the needs of children and families including contributing to preventing and combating family violence;
  • Reducing youth offending;
  • Reducing Aboriginal offending and victimisation;
  • Addressing and reducing drug and alcohol related crime; and
  • Targeting priority crimes in Western Australia as identified.

Multicultural Affairs and Citizenship Program, Fostering Integration Grants Closes 9 November 
Supporting migrants to integrate into Australia by encouraging social and economic participation, developing skills, building community resilience, promoting and encouraging the uptake of Australian values, addressing issues within Australian communities and promoting a greater understanding and tolerance of racial, religious and cultural diversity. 
Creativity Australia One Voice Choir Grants Closes 9 November 2018
Up to $10,000, to encourage communities to start their own choir. Successful applicants will receive the start-up grant and join a 12-month intensive mentoring program to guide them. 
Building Better Regions Fund (BBRF) Closes 15 November 2018
Recommended for tourism related infrastructure projects that will help stimulate local economies by investing in the tourism sector.
Healthway Scholarships  Closes 16 November 2018
The Australian Health Promotion Association (WA Branch) in collaboration with Healthway is offering four scholarships during 2019. Apply now for a graduate, Aboriginal and Torres Strait Islander, regional or any category scholarship.
UNESCO Small Grants Closes 23 November 2018 
Celebration of the International Year of Indigenous Languages and the International Year of the Periodic Table of Chemical Elements. Some examples of eligible projects include: 
  • community and educational activities, and art, literature and cultural engagement that build awareness and understanding of Australia’s Indigenous languages; 
  • preservation and documentation of Indigenous languages in Australia 
  • raising awareness of how chemistry promotes sustainable development and provides solutions to global challenges in energy, education, agriculture and health.

Sporting Schools Fund  Closes 23 November 2018 
Sporting Schools funding is available through two funding programs for schools to deliver Sporting Schools programs before, during or after school hours.

Woolworths Junior Landcare Grant Closes 23 November 2018
$1,000 for a primary school or early learning centre (preschool, childcare centre, kindergarten) to:

  • create a habitat restoration project
  • plant a bush tucker garden
  • plant a vege garden
  • run a composting or recycling project

Veteran & Community Grants Funding Closes 30 November 2018
Funding for projects that support Veteran activities and services to sustain or enhance health and wellbeing.

Community Arts Projects Fund Closes 2 December 2018
Drug Aware YCulture Regional is offering young people aged 12 – 26 up to $4,000 to fund community arts projects in regional WA.


Youth Week WA 2019 Grants Program Closes 6 December 2018
Funding of up to $1,000 for individual events and up to $3,000 for collaborate community-wide events  during WA Youth Week 2019 (13-20 April 2019).


Country Arts WA - Quick Response Grant  Closes 7 December
Assists regional artists, arts organisations and communities to take up professional or skills development or small project opportunities.  Please contact Hannah Chambers1800 811 883 (regional freecall)/ 9200 6200. 
Regional Events Scheme  Closes 11 December 2018
 Regional events held between 1 July 2019 and 30 June 2020. $5,000 and $40,000 towards their event. Applicants are expected to make a contribution towards event costs.
Youth Engagement Grants Program  Closes 31 December 2018
Up to $10,000 available for community service organisations to implement projects that engage young people 10–18 years in creative ways and help achieve positive outcomes. 
Regional Community Child Care Development  Closes 31 December 2018
For building capacity, improving services and retaining benefits.
Iluka’s 2019 Carnaby’s Cockatoo External Support Program Closes 31 January 2019
Applications will be considered under three main program objectives:
1.    Cockatoo Management Programs

Jetstar Flying Start Closes March 2019
For community groups and organisations to fund a project that will enrich the lives of people in their local community. 


Coastal Community Grants  Quick Step Grants provide funds up to $2,000 and are available as “first come, first served” throughout the year. Funds are available to improve the management and protection of the coastal environment.


Small Environmental Grants Scheme  Opens 3 December and closes when funds are spent. 
Supports projects that will make a positive difference to the natural living environment, in land, sea or air, rural or urban.


Club Legal Obligations
Club Constitution Update
As of 1st July 2019, relevant clauses of the Model Rules (contained in the Associations Incorporation Regulations 2016) will automatically apply where a club’s constitution is non-compliant or silent under the new Act.  For example:  if your current constitution does not state the club’s financial year, on the 1st July 2019 the club’s financial year will be 1st July to 30th June as per the Model Rules. To avoid any inconvenience in the governance of your club, ensure your club’s Constitution includes a not-for-profit clause, provides for 19 specific matters set out in Schedule 1 Divisions 1 and 2 of the Act and is consistent with the requirements of the Act.  Information and templates to assist in updating your constitution is available from the Community Development Officer Helen Sutherland cdo@gingin.wa.gov.au  or  call 0419 604 101.

Club Amendments To Liquor Control Act 
The second phase of the Liquor Control Amendment Act 2018 has now gone through, with the following provisions directly relating to clubs with a Full Club or Restricted Club licence:
  • Racing, Gaming and Liquor (RGL) will no longer need to pre-approve your constitution (rules) – you will now just need to send your member approved rules to Consumer Protection;
  • New visitor legislation which will allow clubs to accept genuine tourists who live outside a 40km radius of the club;
  • Temporary membership provision will now allow clubs to accept members of a ‘team’ as temporary members; and
  • Ability to ask RGL to waive the requirement for a Public Interest Assessment on liquor applications.

Please note that a visitor is required to pay the fee each time they visit the club i.e. if they are in town for 5 days and visit the club 3 times they will need to pay the fee x 3
Temporary Approved Manager 
There is provision in the Liquor Control Act 1988 (WA) for a licensee or approved manager of a licensed premises to appoint another employee of the business to act as a temporary approved manager for a certain period of time. This may be necessary where an approved manager is or will be absent from work for any reason.  For example, the approved manager may be unwell, or needs to leave the licensed premises temporarily to go to the bank or attend a meeting etc.

Expression of Interest to participate in a Local Drug Action Team
The Alcohol and Drug Foundation (ADF) is now accepting Expressions of Interest for the Local Drug Action Team Program. The Local Drug Action Team Program is open to all communities wanting to address alcohol and other drug issues.It supports organisations to build or extend partnerships in their community and develop activities to prevent and minimise the harm caused by alcohol and other drugs at a grass roots level.


National Volunteer Guide

The new National Volunteer Guide details the key legal obligations organisations owe volunteers and provides practical examples, template documents and tips to assist in their understanding. The Guide is divided into six parts and covers the following key issues: 
  • Glossary of common terms and overview (Part 1)
  • Understanding the legal differences between a volunteer, employee and independent contractor (Part 2
  • Understanding your organisation's legal obligations in relation to the safety of its volunteers (Part 3)
  • Protecting volunteers and other people your volunteers are interacting with from unlawful workplace behaviour (Part 4)
  • Recruiting, inducting, managing performance and ending the volunteer relationship (Part 5), and
  • Organisational issues applicable to volunteers, such as intellectual property, privacy and record keeping (Part 6). 

Movember Foundation

In Australia, men die on average four years earlier than women, and for largely preventable reasons. 1 in 8 men will be diagnosed with prostate cancer before the age of 75. Testicular cancer is the most common cancer in young Australian men. And 3 out of 4 suicides are men. These statistics show just how much the men’s health crisis needs our attention. EVENT CALENDAR - Department of Local Government, Sport and Cultural (DLGSC) 
For more information on learning and development opportunities for coaches, officials, administrators, board members and committee members of State Sporting Associations, Peak Recreation Organisations and clubs. 
The Australian Masters Rowing Championships will be held at the Champion Lakes Regatta Centre in Perth next year. Supported by Tourism Western Australia and managed by Rowing WA, the championships will run over four days from May 22 to 25, 2019. The event began in 2002 and runs annually, offering around 330 races over the four days to masters rowers aged 27 years and above. Rowing WA has invited more than 20 international rowing federations to the event, with the focus to increase international participation.
The Gingin Shire uses its website and Facebook page to promote local sporting groups and community events for free. If your group is having a fundraiser or event which is open to community members, drop them a line on 9575 5138 to assist with your promotion. The Shire covers Gingin to the coast and from Lancelin to Woodridge.
