The SoCalREN Public Agency Programs Looks Ahead
As 2018 winds down, the SoCalREN Public Agency programs are looking to new opportunities in the year ahead. Read on to learn about some of the exciting ways the SoCalREN public sector portfolio will be growing in 2019 and beyond!

Energy Efficiency Project Delivery Program: SoCalREN is continuing the services of the energy efficiency project delivery program that you know and love. Enrolled agencies can continue to leverage a wide range of services, from audits and technical services, to financing support, simplified procurement service, utility incentive application support and more.
Revolving Loan Fund (RLF): SoCalREN is working on the design of a brand new financing option. The SoCalREN Revolving Loan Fund (RLF) Program will serve small to midsize projects through short-term construction financing at a zero percent interest rate. With an emphasis on projects that serve disadvantaged communities, the RLF program is designed to be a catalyst for accelerating project implementation. Loans will cover 100% of the project’s costs and serve as bridge financing for approved On-Bill Financing (OBF) provided by the utility or for other sources of funds not immediately available. An agency can also use an RLF loan for approved but un-budgeted agency projects that would otherwise have to wait for budget allocation. More details to come on this new development!
Normalized Metered Energy Consumption (NMEC) Program: The term NMEC comes from AB 802 and refers to a simplified way to count energy efficiency savings based on an overall reduction in weather normalized metered energy consumption. The SoCalREN will be supporting NMEC projects in 2019, opening the door to new project opportunities, not constrained by utility eligible incentivized measures, for our enrolled agencies.
Distributed Energy Resources Plus (DER+) Project Delivery Program: SoCalREN will be offering DER+ concierge services in 2019, with an emphasis on facilities in disadvantaged communities. Through this new concierge service, we will provide resources for: Demand Response Programs, Permanent Load Shifting, Electric Vehicles, Photovoltaic and Battery Storage, Green Rate Tariff, Solar Water Heating, and Water Efficiency.

Many cities, counties, and school districts have already addressed lighting opportunities and are wondering where to focus next. SoCalREN recommends HVAC retrofits, which offer not only energy savings, but also improved comfort, better system control, improved system performance, reliability and more.

Operating pumping equipment can come with a high energy price tag that grows over time as efficiency declines. Rehabilitating pumping equipment can offer significant cost savings and new opportunities to improve system performance. Water and wastewater agencies and departments should consider pump overhaul and pump upgrade projects, which can increase overall plant efficiency by 20%. Additional energy savings strategies include implementing variable speed drives, reducing excessive pumping pressure, and optimized sequencing.

Building energy performance can diminish as equipment ages. Retrocommissioning, or the process of identifying and implementing operational and maintenance improvements to ensure good performance, can help. Retrocommissioning can resolve problems from design, construction, or address problems that have developed throughout the building’s life. These projects require a custom application process to receive incentives, so contact SoCalREN as soon as possible to start the process!
