  THIRD CALL FOR SUBMISSION OF REQUESTS: FIRST AFFORESTATION AND CREATION OF WOODLAND

The Ministry of Agriculture and Rural Development prepares the launch of the 3rd call for submission of requests for the state aid scheme "Support for first afforestation and creation of woodland" corresponding to sub-measure 8.1 "Afforestation and creation of woodland".
The proposed period is December 2018 - June 2019 .
Potential beneficiaries are asked to check APIA website for documents necessary to prepare the requests for support and the corresponding documents - which shall be published soon.

INTERNATIONAL EVENTS
 AGRIFISH COUNCIL OF 19th NOVEMBER 2018


On 19th of November took place the meeting of the AGRIFISH Council during which were discussed two progress reports on the work carried out on the proposals for regulation on financing, management and monitoring of the CAP, and on a common organisation of agricultural products.
The meeting was attended also by Petre DAEA - Romanian minister of agriculture and rural development.

Ministers focused their interventions on the increased responsibilities of national bodies in the implementation and monitoring of the CAP and restated the need for a simple and effective CAP without excessive administrative burdens.

Also, on 20th November was held the meeting of the Trio Romania, Finland and Croatia, which brought together the files managed by the Ministry of Agriculture and Rural Development for the period January-June 2019, when Romania will hold the Presidency of the Council of the European Union.

The Trio of Presidencies Romania - Finland - Croatia presents, compared to other “Trios” the specificity of expanding over two cycles of legislation and will work together to establish the long-term objectives and to prepare a common agenda for the period of 1 January 2019 - 30 June 2020

NEW STUDIES ON CAP AFTER 2020

The European Parliament’s Think Tank explore the proposed reform package of the Common Agricultural Policy (CAP) for the 2021-2027 period, in a new series of studies.

6TH MEETING OF SMART VILLAGES WORKGROUP

On December 5th takes place the 6th meeting of the Smart Villages Workgroup! The group will debate further steps regarding the concept of smart villages and its implementation.
FINANCIAL INSTRUMENTS IN RURAL EUROPE


Within fi-compass library can be found resources regarding the implementation of financial instruments in the EU, as well as the documents presented in June 2018.
NETWORX - INSPIRING RURAL EUROPE
In April 2019 rural networking in EU is celebrating 10 years! On this occasion, take place the Rural Inspiration contest of EAFRD projects (2014-2020) submitted by National Rural Networks .

  15th MEETING OF LEADER WORK GROUP

During 22-23 November, at Sibiu, took place the 15th LEADER Work Group meeting- out of the series of 24 organised by the National Rural Network - RNDR. 
Within the event were discussed topics such as social infrastructure, complementary financing, as well as clearing up implementation problems.
Within the event, LAGs Podișul Mediașului and Zona Sătmarului shared their experiences on implementing social infrastructure projects.
The Work Group provided the occasion to discuss problems faced by LAGs and identify solutions.

CONFERENCE ABOUT THE ON GOING EVALUATION

On 7 of November took place the first conference dedicated to the on-going evaluation of Rural Development Programme 2014-2020.
The main objective of the conference was to address the findings of the two evaluation studies carried on in 2016-2017 and 2018.
Within the first evaluation study, the team of evaluators concluded that even though the overall image and efficiency of the current programme is good compared to the previous period, efforts are necessary to improve the performance and the programme's level of implementation.
The second study focused on mountain areas showed the need for better structured and adapted to mountain areas specificity, and the high contribution of the programme to the social inclusion and local development in mountain areas.

LAST TWO REGIONAL CONFERENCES

On 19 and 26 of November, Brașov and Snagov hosted the last 2 Regional Conferences dedicated to the implementing of Rural Development Programme.
The 2 conferences are part of a series of 8 regional conferences which took place in regions of Romania and discussing various issues related to implementation of measures.
Topics discussed during the last conferences aimed subjects such as supporting young farmers, advisory services, financial instruments and cooperatives.

The conferences also benefited from the presentations of high-level guests on themes such as guarantee funds and CLLD approach.
