The Truckee River Operating Agreement (TROA), implemented in late 2015, is a game-changer for our region’s water supply. With TROA, we can more than double our upstream drought storage over time. TMWA relies on storage from Donner and Independence Lakes during droughts, but under TROA, we can also credit store water in the reservoirs shown below to help meet customer demand when river flows can’t be maintained. |

For example, in 2015, 15% of the total water delivered to TMWA’s customers came from drought storage in these reservoirs. TMWA also follows sustainable groundwater management practices to augment the region’s surface water supplies. |
