A YEAR IN REVIEW & A LOOK TO THE FUTURE

As the Consortium comes to the end of its pilot year, there is much to positively reflect on.  Our exploratory year aimed to bring together global partners to explore a new framework for innovation policy that works towards addressing the crucial social and economic issues of our time.

The Consortium's five founding members and the Science Policy Research Unit at the University of Sussex, have worked together to develop a common understanding of Transformative Innovation Policy (TIP) and explored the specific characteristics of TIP through a diverse set of Transformative Innovation Learning History case studies.

A number of interesting and interactive workshops were held to support the deep learning required to help stretch and challenge our current ways of ‘doing’ innovation policy. A highlight of the year was our debut conference, which culminated in all founding members expressing interest in extending the Consortium to a full five-year programme.

This year, 2018, the Consortium launches the programme with activities centering on the key elements of research; experimentation; capacity and skills building; metrics and evaluation. 

 

Members will seek to examine and embed TIP through strategies and initiatives within their particular aims and contexts.

For some, this includes a strong link to the role that science, technology and innovation policy plays in implementing the UN Sustainable Development Goals (SDGs). For others, it will mean a focus on Regional Innovation, Grassroots Innovation, Challenge-led Innovation, or Responsible Research & Innovation (RRI). Within the Consortium, we are examining a range of opportunities to create ‘Innovation For Transformation’.

We are also pleased to welcome new organizations embarking on exploratory work for TIP – these include: the National Council of Science and Technology of Mexico (
CONAYCT); the Chinese Academy of Science and Technology for Development (CASTED); and the National Council Of Science, Technology And Innovation of Panama, (SENACYT). 


It has been an exciting initial year for TIPC and we look forward to 2018 being just as rewarding, challenging and stimulating. We look to deepen the collaborations we have established and to developing new partnerships with the opportunity for further co-production and deep learning on this important new framing for innovation.

This brief examines the various practices, rationales and methods associated with policy experimentation, to respond to how policymakers can engage with experimentation to advance Transformative Innovation Policy (TIP) for Transformative Change. Developing a Shared Understanding of Transformative Innovation Policy (TIP)


This research distils and consolidates the learning from the pilot year of TIPC.  Drawing on activities such as case studies, country reviews and synthesis workshops from each of the five member countries, the brief offers insight into the diverse forms of TIP that are already taking root.  The document explores lessons learnt and key challenges that inform the development of the Consortium's next five-year phase.
