CAP Newsletter Winter 2017

We celebrate 150 schemes in 10 years – and set out ambitious plans for growth 

We had a fantastic 10th Anniversary event at Westminster in October, when we celebrated 10 successful years of local partnerships to tackle underage drinking and announced plans to double the number of CAPs around the country and extend our remit to provide continued support as children become young adults.

At the event we launched our 2017 impact report, which  shows how local CAPs are empowering communities by bringing together retailers, local authorities, police, schools, neighbourhood groups and health providers, working together to tackle underage drinking and improve the quality of life for residents. The report brings together evidence of outstanding positive impacts on crime, anti-social behaviour, litter, residents' feelings of safety and underage/proxy purchasing - changes that improve the quality of life for the public and reduce harm to young people.

The event also included a very supportive video link speech from Home Office Minister Sarah Newton (see it on our website) and a keynote speech about the importance of alcohol education from Dr Arrash Yassaee of the Faculty of Medical Leadership and Management.  Our chair Derek Lewis (pictured here) outlined CAP’s four year strategy while Leon Livermore, Chief Executive of the Chartered Institute of Trading Standards, described the role of Trading Standards in CAPs. Young people from Ovenden and Boston CAPs treated guests to a drama performance and poetry on the theme of underage drinking.

CAP Excellence Awards

At the event Excellence Awards were made to individuals or teams who had made an exceptional contribution to CAP during 2017. 

Wantage & Grove CAP won three awards for tackling underage drinking. Chair Nigel Watt received the CAP of the Year Award from MP Fiona Bruce, chair of the All Party Parliamentary Group on Alcohol Harm. She also presented James Maddern, Head of Engagement and Ethos at King Alfred’s Academy with an individual award for Excellence in Education, while Laura Warner of Thames Valley Police Licencing was highly commended for the outstanding contribution she has made to the CAP’s work. 
 



Vincent Fajilagmago, Licensing Officer Tower Hamlets Council, received the Award for Innovation for his work at Mile End CAP while Laura Shaw of Corby Borough Council received the CAP Award for Most Improved Locality.  Lisa Richardson, Director of EMUES UK and Samantha Beetham from the Trading Standards Service at Lancashire County Council received the Excellence in Education Award for their work tackling underage drinking at the Lancaster CAP and Neil Butcher of Kent Trading Standards received the Award for Outstanding Contribution. New CAPs launch






MP Matt Warman joined police and other stakeholders at the first meeting of the new CAP in Skegness in November. Community Beat Sergeant Kate Odlin said: “Boston CAP has been running successfully for about a year and we are keen to replicate that success in Skegness.  We have underage drinkers here, as everywhere does, and part of our preparation for launching a CAP was to survey young people about their drinking habits.  They were very candid in their responses and that gives us a valuable insight into the relationship that young people have with alcohol.”

The Prudhoe CAP launched in September at Prudhoe Community High School. It brings together partners from Safer Northumberland, Northumbria Police, Office of the Police and Crime Commissioner, local retailers and licensees, health services, housing providers and schools to tackle the problem of underage drinking and associated anti-social behaviour. Our newest CAP was launched in November at the Pickaquoy Centre in Orkney where co-ordinator Bob McKenzie was joined by CAP Director Kate Winstanley and partners including Orkney Licensing Forum, local counselling service OACAS, Police Scotland, Scottish Ambulance Service, Fire Scotland, Orkney College, retailers, community organisations and local schools. They will be working together to improve the lives of local young people and the community.



Liam McArthur MSP, who is patron of OACAS and a member of the Scottish Government's Criminal Justice Committee, sent a message of support: "I am delighted to support the launch of the Orkney CAP and the good work that it will be doing. Like communities across the country, Orkney faces real challenges in addressing problems arising out of the misuse of alcohol, notably by young people. A collaborative approach involving a range of different partners seems to me to be the best and perhaps only way of meeting those challenges and making progress." 

Anti-social behaviour in Mile End drops by 62%

Alcohol-fuelled anti-social behaviour by young people in Mile End dropped by 62% after a CAP was set up in the borough to tackle underage drinking and offer disengaged young people alternative activities. An evaluation of the CAP, launched in September, shows some outstanding successes:

•             New diversionary, volunteering and employment opportunities for local young people

•             Decreased reporting of anti-social behaviour

•             Increased enforcement of anti-social behaviour

•             Alcohol awareness education in local schools and youth centres

•             Work with local retailers to tackle underage purchase of alcohol

•             A new sense of community and pride in Mile End Park
 

The Mile End CAP in Tower Hamlets was set up after residents’ surveys highlighted concerns about young people’s drinking and anti-social behaviour, particularly around Mile End Park. One of the CAP’s biggest challenges was engaging young people in the area, to provide them with an alternative to hanging about on the streets and engaging in anti-social behaviour. 75% of parents say No to giving alcohol to 16 year olds for a party

In a survey of nearly 250 parents, conducted by Reading CAP, 75% of parents said they would not provide alcohol for their 16 year old son or daughter for a house party with close friends. The survey, called “how much is enough?” gave parents a choice between soft drinks only, a small number of beers, a bottle of wine or spirits and the significant majority opted for soft drinks only. Where's the harm?

Lancaster, Burnley and Ribble Valley CAPs have launched a new alcohol awareness campaign aimed at parents after a Lancashire Trading Standards Young People's Alcohol & Tobacco survey found that 70% of 14-17 year olds say they are supplied alcohol by their parents.  The survey results also show that across Lancashire:
 

•             37% of young people do not feel in control when drunk

•             41% of young people claim to drink alcohol to get drunk

•             3% of young people regretted sex after drinking

•             14% of young people reported being violent or involved in a fight while drunk

•             16% of young people had been in a car with a driver who had been drinking

The Where’s the Harm? campaign aims to increase parental preparedness and acceptance of responsibility to monitor, supervise and prevent young people's exposure to alcohol consumption and related harm; reduce  the number of parents who provide alcohol to young people and increase awareness of alcohol harms and risks.  For more information about the campaign take a look here
