NW ADASS Programme Office
Here is just a small selection of some of the activities that the Programme Office is engaged with. 
  • At our December Branch meeting, the Branch launched our review of Market Sustainability and Oversight.  This has been a major piece of work for region and was received extremely well.  John Jackson, LGA National Care & Health Improvement Adviser for Finance & Risks and ADASS Joint Policy Lead for Resources described this work as “ground breaking”.  We’d like to thank colleagues in the region for their support, particularly our Finance and Performance leads for helping us gather all the data.  
    The report sets out the scale of the challenge and opportunity, and so the key question is what does NW ADASS do next? Over the next few weeks the Programme Office will be distributing the slides, Summary Report and Data Packs, but also discussing further with colleagues our next steps.
  • A new design of the Balanced Scored Card containing a range of data sources including ASCOF, SALT, DToC, CQC, Public Health, ONS, NHS and Housing, allowing each Local Authority to benchmark themselves with their nearest neighbours, the region, and in some cases, their CIPFA comparator group.
  • Looking forward to delivering the NW ADASS Assistive Technology Conference on 28 February, further details on how to book your place are in the Regional and National Events section below.
  • Working on finalising the programme for the Celebrating Social Care Conference, championing everything that is excellent about adult social care so more people understand, support and celebrate the difference positive and person centred care can make to people’s lives. Further details to follow. 
  • NW ADASS has been working with North West Employers, Skills for Care and the NHS Leadership Academy to develop a new, collaborative leadership offer across the region, aimed at Aspiring Directors of the future.  Further information below.

Health Education England launches plan to 'future-proof' NHS and Care Workforce
This link is to a draft Workforce Strategy for Health/Social Care, which was launched on 13 December and is out for comment/consultation.   


SCIE Logic Model  
The Social Care Institute for Excellence (SCIE) has published the Department of Health commissioned integration report and logic model. This report aims to identify an overarching framework for what good health and social care integration looks like and propose a set of metrics for measuring progress along the integration journey. They are now considering the findings and welcome feedback on the logic model which can be submitted directly to SCIE using the link here by mid-December.

Government to set out proposals to reform care and support
First Secretary Damian Green has announced that the government will publish a green paper on care and support for older people by summer 2018. Further information available here 

Alzheimer's Society : 1,400 people with dementia stranded in hospital over Christmas
At least 1,400 vulnerable people will spend Christmas on a hospital ward - well enough to go home, but trapped because of a social care system starved of funding. The press release is available here and the report  here

‘Significant reforms’ needed for care homes to survive. 
Competition and Markets Authority study points to £1bn funding gap and calls on sector to do more to support and protect residents.  Further information available here  
Independent Age Report  
Independent Age have recently published the following research report, Caring about the Care Act – Freedom of Information Research Briefing. The report analyses the responses of local authorities to a Freedom of Information request that Independent Age submitted regarding a range of issues related to the Care Act such as market shaping, third party top-ups and deferred payments.
New Aspiring Directors Programme

               
 
New Aspiring Directors Programme
NW ADASS has been working with North West Employers, Skills for Care and the NHS Leadership Academy to develop a new collaborative leadership offer across the region for new and aspiring directors.

This programme builds on the success of Skills for Care & ADASS’s national New Directors programme to use local context and knowledge to increase senior leaders’ effectiveness.
 
The New Directors programme has a strong focus on system leadership and collaborative working across system boundaries which will help meet the leadership challenges of integration. Participants are rapidly upskilled to face the demands of their new/future role with a focus on :
  • political intelligence
  • improve personal resilience
  • communication skills
The New Directors programme is delivered over six interactive learning and development days, supported by action learning, practical tasks and activities which can be used to cascade and embed learning back into the workplace. The programme will begin in March 2018.

There is a simple application process for the programme and NW ADASS is able to subsidise a finite amount of places. For further information on how to register your interest, or book your place, please contact the Programme Office.​
Regional and National Events

North West ADASS Assistive Technology Conference
28th February 2018, 9.00 am - 4.30 pm, Audacious Church, Deva Centre, Trinity Way, Salford, M3 7BD
We want to attract as many different groups and individuals as possible to this event, from Local Authorities, to Clinical Commissioning Groups, Housing Providers, Voluntary Sector Organisations and those who work in Health and Social Care in the Independent Sector including providers of Health and Social Care services.

We will also be inviting a range of suppliers of technological solutions who have either a track record of providing an operationalised product that has positively impacted citizens, or a new innovation that we would be interested to learn more about.  Suppliers will be available throughout the day to share information about their products and how they have been used or could be used in practice.  For further information and to book your place please click here

Thursday 8th February 2018, 9:30am – 4:00pm Central Manchester venue – tbc

NW PHPN and PHE NW are pleased to announce a collaborative event with the purpose of:

*  Bringing people together across the North West to raise awareness of MECC principles and practice and examples of MECC activity. 
*  Exploring the key drivers for MECC including person centred care and prevention. 
*  Understanding the success measures for MECC such as the new health & wellbeing CQUIN. 
*  Raising awareness of the new West Midlands MECC E-Learning digital resource including MECC & 5 Ways to Wellbeing. 
*  Exploring the opportunities for collaborative planning and working towards MECC activity and workforce development.

Booking for this event will open mid-December on the NW PHPN digital platform and will be strictly on a first come first served basis

Building Capacity and Capability to Deliver Population Health and Prevention Agendas: Health Education England’s Role in Prevention’ 

Wednesday 7th March 2018 at the Queens Hotel, Leeds.
This conference will be aimed at public health practitioners and specialists, commissioners of public health services, commissioners of education and training, educators and those involved in local transformation work through sustainability and transformation plans (STPs).
