Social Care Funding Opportunities
NIHR Open Day: Social Care Funding Opportunities - Programme : Thursday 18 January 2018
This one-day event will showcase funding opportunities available through the National Institute for Health Research (NIHR) to undertake and lead social care research to improve the health and wellbeing of the nation through research.
MORNING : colleagues from NIHR will talk through programmes and initiatives where funding is available for social care research, including the mental health theme for 2018 and ESRC-NIHR dementia research initiative.
AFTERNOON : there will be opportunities for delegates to talk to representatives from the different NIHR programmes, participate in workshops, find out about the support offered by the NIHR Research Design Service (RDS), and take part in one-to-one discussions around potential research ideas/proposals with RDS and NIHR colleagues.  View the full programme and Register
Consultations
Consultation on guidelines – an opportunity to shape the guidance
Consultation is now open on two guidelines offering your organisation an opportunity to comment on the draft versions.
Decision making and mental capacity  
The consultation closes Monday 5 February and the guideline is due to publish in May 2018
You will find it of particular interest if you are a health or social care practitioner working in settings where you support adults, aged 16 years and older, with decision-making activities. It is also useful for practitioners working in other services who may come into contact with people who may lack mental capacity. The guideline seeks to complement and build on the requirements of the Mental Capacity Act 2005, to support their implementation and drive improvements in the quality of support. 

Dementia - assessment, management and support for people living with dementia and their carers - guideline update 
Consultation closes on Tuesday 13 February, the guideline is due to publish in June 2018 and is an update to the guideline CG42.

NICE would particularly like to hear your views on the draft recommendations presented in the short version and any comments you may have on the evidence presented in the full version and have kindly provided the following five questions as a guide;

●         Which areas will have the biggest impact on practice and be challenging to implement? Please say for whom and why.

●         Would implementation of any of the draft recommendations have significant cost implications?

●         What would help users overcome any challenges ( e.g. existing practical resources, national initiatives or examples of good practice)

●         Any other questions you may have about the recommendations.

●         Do you think there are any areas where you would have expected to see recommendations where there are none?

Pat Jones-Greenhalgh, DASS at Bury Council and NW ADASS Lead for Dementia is collating the responses on behalf of the North West. We would be grateful, if you could you please peer review the guidelines using the identified questions and return your comments/feedback to Shirley Allen, S.Allen@bury.gov.uk by 5.00 pm on Wednesday 31st January 2018  thereby allowing enough time to collate all of the responses before the deadline for submission on the 12th February 2018.


Draft health and care workforce strategy for consultation  
The draft strategy, produced by Health Education England with content from NHS England, NHS Improvement, Public Health England, the Care Quality Commission, National Institute for Clinical Excellence and the Department of Health, looks at the challenges faced by the system, the growth in the NHS workforce over the last 5 years and the critical workforce challenges of the next decade. The consultation ends on 23 March 2018 with the final version of the workforce strategy being published in July 2018 to coincide with the NHS’s 70th birthday.

ADASS Warns - 2018 Could be Year of No Return for Social Care 
Social care could pass the point of no return in 2018 unless the Government orders emergency action to support the sector ahead of any reforms arising from its promised green paper. Directors of adult social services are warning that tens of thousands more older and disabled people will go without the support they need next year.  With many working adults having to give up jobs to help care for their parents, if urgent steps are not taken to back the sector with special interim funding and a new national strategy to recruit and retain care workers and nurses for nursing homes.  Further information available here 


Enhanced Health Care Homes - Learning from experiences so far
The KingsFund have produce a report on how enhanced health in care homes can be achieved by close co-ordination between care homes and the range of health services required to meet the needs of older people living in the care homes. When these services work closely together – for example, through regular GP visits to care homes and regular comprehensive assessments – they can actively promote good health rather than just reacting to ill health.
The report is based on interviews with people in 15 areas around England that could demonstrate progress in developing enhanced health in care homes.  The full report and further information is available here 


Care Markets Study Final Report  
In November 2017, the Competition and Markets Authority (CMA) published its final report following its market study into care homes for older people.  This is a useful supporting document for our Market Oversight and Sustainability Review.  Colleagues interested in Demand Management might find the Appendix on Behavioural Insights particularly useful.  The full report and further information is available here 


CQC reviews of local health and social care systems CQC are reviewing health and social care systems in 20 local areas to find out how services are working together to care for people aged 65 and older.  The interim report sets out the key findings after the first six area reviews.  The report is available here 


New approach to NHS clinical assessment could save thousands of lives
NHS England is asking every hospital trust to adopt the Royal College of Physicians’ new clinical assessment system, also being targeted by the US Navy, that could save nearly 2,000 lives and 627,000 bed days every year.  Further information is available in the above link.
England’s top nurse launches new winter support package to help patients stay active and leave hospital
The Chief Nursing Officer for England has issued a new winter framework that will help nursing staff to ensure patients do not spend any time longer than they need to in hospital, particularly over the busy winter period.  Further information is available in the above link.

A little festive book of social work
The Adult Principal Social Worker Network has published a little e-book of festive social work themed blogs, stories and poetry, with contributions from Chief Social Worker Lyn Romeo and several social workers and social care commentators. Book: O little e-book of social work 


 

A logic model for integrated care  
The Social Care Institute for Excellence (SCIE) has published a tool for supporting health and social care integration efforts in local areas. The logic model for integrated care describes what good looks like, providing a visual depiction of how a fully integrated health and care system might be structured and function, and the outcomes and benefits it should deliver for those who use services and their carers.

Delayed discharge funding opened to local authorities
NHS Digital has announced £1.4m funding for local authorities and their NHS partners to integrate their patient discharge from hospital into local authority social care process to help reduce delayed discharge. Local authorities, along with NHS partners, must bid for a share of the funding and it will be made available to local partnerships that employ effective, off-the-shelf systems that are available for other local authorities to use.  News article: Delayed discharge funding opened to local authorities  The deadline for submission has now been extended to Midday on Friday 19th January.


Supporting people with capacity to make decisions 
The National Institute of Health and Care Excellence (NICE) has published draft guidance to help health and social care professionals support people to make decisions if they have capacity but find it difficult.  The draft guidance is out for public consultation until 5 February 2018, and NICE expect to publish the final version of the guidance on 16 May 2018.


2018 NICE Shared Learning Awards
There time to enter the 2018 Shared Learning Awards. NICE would love to hear how you have used our guidance and standards to change and improve local services.  Those shortlisted will receive free tickets to the NICE conference, where the winner will be announced on Tuesday 26 June. The awards offer a national platform to present your work to your peers.  You can submit your entry to this year's Shared Learning Award using the online form here by Friday 26 January
High impact change model examples of emerging and developing practice
This new resource is intended to sit alongside and support the High Impact Change Model highlighting examples of work being undertaken across the country to manage transfers of care. It references a range of initiatives where there is already evidence of impact, points to examples of emerging practice that are starting to make a difference, and includes links to published guidance, and further information.
Putting a stop to delayed transfers of care (DTOC)
Why not home? why not today? will be of interest to colleagues working across health and social care, commissioners and providers. It explores the behaviours, findings and key causes identified in the analysis of three areas: Sheffield, North Cumbria and Fylde Coast. This report also offers a practical approach and tangible suggestions for how others might use this experience to tackle delays in their own health and social care systems.
New Aspiring Directors Programme

               
 
New and Aspiring Directors Programme
NW ADASS has been working with North West Employers, Skills for Care and the NHS Leadership Academy to develop a new collaborative leadership offer across the region for new and aspiring directors.

This programme builds on the success of Skills for Care & ADASS’s national New Directors programme to use local context and knowledge to increase senior leaders’ effectiveness.


There is a simple application process for the programme and NW ADASS is able to subsidise a finite amount of places. For further information on how to register your interest, or book your place, please contact the Programme Office.​

The deadline for the return of completed applications is 2nd February with the programme starting in March.

Intermediate care: developing effective services that make a difference to people's lives
NICE would like to invite you to join our free webinar, co-hosted with SCIE, to find out more about our Intermediate care including reablement guideline. You will also have the chance to learn what practical steps you can take to implement our recommendations. The webinar takes place on Wednesday 30 January from 1-2pm.

NHS England and ECIP
NHSE and ECIP are running two Discharge to Assess workshops on 23rd January 2018 at the Radisson Blu, Manchester Airport and on 30th January 2018 in London (venue tbc). The aim of the workshops is to be intensely practically focused. There will be keynote inputs from the therapy national colleges to coincide with some new guidance on risk assessment and from John Bolton, who is a leading expert in this field with deep knowledge about what works and why.  The rest of the day will be practical workshops run by sites and systems who have developed or are developing good practice around each element of the Admission, Transfer, Discharge section of the Good Practice Guide: Focus on improving patient flow.   If you are interested in attending one of these workshops please contact the Programme Office

Housing & Adult Social Care Conference

This one day event, hosted by ADASS and Chartered Institute for Housing (CIH), sets out to explore new ways of thinking and working to provide quality housing across all tenures that can support our health and wellbeing when we need some support, and as we age. We will come together to discuss existing and alternative funding streams, examine the line between care and support, and hear from experts across the sector on the integration of health, housing and care.
