A Governance Minute: Decision Making
Your municipal council was elected to make decisions. Decision making guidelines provide a transparent process to achieve “informed agreement” in that everyone can support implementation of the decision even if they didn’t vote for it. The two keys to good decision making are adequate information and good debate:
a. Adequate information available for decision makers based on council’s decision wheel; and
b. Good debate to ensure all views are heard and examined.
Council meets formally twice a month at Council Advisory Committee (CAC) Meeting and the Council Meeting. We are adopting a more business-like and less formal approach to the CAC meeting, where we are in information gathering mode, and less debate mode. Council Meetings will be formal and where information is debated and decisions are taken.
At CAC there are typically three decision choices for agenda items:
a. Accept the agenda item as information only – no decision required;
b. Make a decision to push agenda item to the Council Meeting for debate and decision; or
c. Refer the agenda item because more information is required, typically it will return to CAC with a report.
The actual debate and decision will occur during the Council Meeting. At Council Meetings there are typically four decision choices for agenda items:
a. Accept the agenda item as information only – no decision required;
b. Debate and make a decision based on the available information;
c. Refer the agenda item because more information is required; or
d. Defer the agenda item because the discussion is moving away from the topic and becoming more personal and more time is required to ensure good debate.
Councillors assess every issue presented in council through the lenses of property, environment, economics, social, and public opinion. Council has the responsibility to research all lenses in order to make a balanced and respectful decision. Council strives to make recommendations that are balanced and unbiased, without emotion, which reflect all lenses, to protect the best interests of the Town of Kentville and the people it serves

Obstructions During Snow Removal Operations
The Town of Kentville wishes to remind its residents that during the snow removal season, November 1st through March 31st, objects such as sports nets, green bins, garbage receptacles etc. must be stored outside of the road right of way at all times. The road right of way width behind your side of the curb is generally 10 feet. The overall road right of way width is 50 feet.
This precaution is necessary to avoid damage to both personal property and the snow removal fleet vehicles of the Town of Kentville. Any damage to fleet vehicles by objects left within the road right of way will be the responsibility of the property owner. Although our operators will exercise caution as much as possible, the Town of Kentville will not be responsible for any damage to personal property left within the road right of way during snow removal operations.
We would also like to remind residents that it is not permitted under the Municipal Government Act (Section 318 Obstruction of Street) to deposit snow onto streets or roadways. This includes sidewalks and the act of pushing snow across the street to the other side. Penalties of no less than $250 may be applied.
