Welcome to the March-April 2018 edition of "Keeping up with Carole." I have included in this newsletter several updates to keep you informed of what is occurring in the district and Beacon Hill. Beacon Hill Updates

Since our last newsletter, we have been making progress at the State House regarding legislation and preparing for the FY19 budget. As a member of the The Joint Committee on Ways and Means, my colleagues and I have hosted four public hearings across the Commonwealth during the month of February and four more will be held in March. Pictured above is the first public hearing in Gardner Auditorium at the State House. 

I am proud to have voted to pass H4116 An Act Relative to Alzheimer's and Related Dementias in the Commonwealth. 120,000 Massachusetts residents have been diagnosed and 333,000 residents serve as caregivers costing Medicaid $1.55 billion in 2017. This bill will provide for a state plan with recommended action steps, establish minimum training standards for elder protective services and social workers and education for our healthcare providers along with other important initiatives. 

Governor Baker's State of the State Address was a great time to interact with all of my colleagues and hear about the continued investments and positive changes that are planned for the Commonwealth.

It is always nice to meet with constituents and organizations within my district at the DMH Legislative Breakfast. Brenda and Augie Venice from NAMI visited and shared the continued need of support from the state to assist them in their frontline efforts and stop the stigma surrounding mental health issues.

Fallen Firefighter Adam Franco’s Wife Receives Retirement Benefits

In February of 2017, I filed a joint petition on behalf of the family of Fall River's fallen firefighter, Adam Franco. Franco began his service as a firefighter in October of 2010 and passed away in March of 2015 after a battle with brain cancer. Franco fell just short of the presumption of job related cancer date, so Senator Rodrigues and I facilitated this bill supported by the City of Fall River to aid his family in their financial struggles. Franco left behind his wife, Angela Franco and their son Logan. Here, Senator Rodrigues and I are joined by Franco's son Logan where we presented his mother Angela a copy of the bill that Governor Baker signed with many of Adam's former fire fighter friends and family present. 
 
H2790 An Act directing the Fall River Retirement Board to pay a certain retirement benefit to the surviving spouse of Adam Franco was signed by Massachusetts Governor Charlie Baker on November 21, 2017. 

Thousands of bills are filed each session and I am pleased to do my part to get this bill passed for the Franco family and on behalf of all firefighters.  From the stories I have heard about Adam, his commitment to his career and family was unprecedented and his dedication deserves to be recognized and live on through the benefits his family will receive.

GIC Public Hearing and Ruling

In January, the Group Insurance Commission (GIC) swiftly ruled to eliminate three commercial and two Medicare carriers which would have had serious implications to thousands of state employees and retirees. After receiving alarming feedback from my constituents regarding their plans being cut, I supported them by speaking out against this at a GIC public hearing held at Umass Dartmouth and brought with me letters from constituents as well as my own.

On February 1, 2018, the GIC voted to reinstate the eliminated carriers: Harvard Pilgrim Health Care, Tufts Health Plan and Fallon Community Health. I am thankful for my constituents for reaching out and sharing their important concerns. Without the pressure from constituents in the Commonwealth and legislators, this change would not have been reversed. We will continue to monitor any changes that will impact constituents moving forward.

Opioid Epidemic Round Table Discussion 

On January 12, I invited representatives from our many organizations that are tackling all aspects of our opioid issues in Fall River to share their stories with House Chair of the Committee on Mental Health, Substance Use and Recovery, State Representative Denise Garlick. As Governor Baker filed H4033 An Act Relative to Combatting Addiction, Accessing Treatment, Reducing Prescriptions, and Enhancing Prevention, the conversations were valuable as the legislature continues to discuss next steps. You can access the link to the original bill here

DCR Universal Access Program

It was another amazing DCR Universal Access Program at  Driscoll Skating Rink where those of all abilities were provided an opportunity to enjoy time on the ice. I was very proud of our B.M.C. Durfee High School Hockey team for volunteering once again. I am thankful that DCR and All Out Adventures believed me a few years ago when I said, "If you bring the program to Fall River, people will come."

Freetown Delegation Economic Development Meeting

On January 23, I was pleased to bring together the Town of Freetown's Select Board, Administration, and Water Board to discuss future economic development plans and address issues of concern this great community. Topics of discussion included sewer and water lines, Amazon, South Coast Rail, and resident concerns.

St. Anne's Hospital New Additions

Above, I had the opportunity to tour the Steward Health Care Saint Anne’s Hospital new Behavioral Health Suite which has six new treatment rooms specifically designed to meet the needs of patients with behavioral health conditions, substance use disorder, and mental health issues. This new area of the hospital was created due to the increased number of behavioral health patients being treated in the ERs with the desire to decrease waiting time and provide a calmer environment. 

Below, my colleagues and I joined Bishop DaCunha, hospital staff and board members as they dedicated the new private 4th floor patient suites showcasing the davinci robot and bariatric surgery center. It is wonderful to see these newly renovated additions for constituents in our community to access.

District Stops

Above:  The Freetown Council on Aging guests were treated to a very fun event hosted by local businesswoman, Cathy Korona who planned the entire event with volunteers like DJ Wicked Weezy and her entire family. The Benevides family hosted another beautiful Festival of Chocolate at Portugalia Marketplace where hundreds gathered to sample chocolate, desserts, wines and explore the variety of goods they sell.

Below: Whether it was listening to representatives in support of state funding for Southeastern Massachusetts Libraries, joining Recover Fall River for their Pancakes and Paint event to fund their outreach programs, stopping by the Durfee Tradewinds and enjoying delicious soup and appetizers made by the students for a Pre-Superbowl Celebration, or donating to the FRPS Morton Middle School Cheerleaders so they can attend the New England Cheer Association Open Cheer and Dance Competition in Connecticut, it was surely busy in the district.

Coffee and Conversation with Carole

"Coffee and Conversation with Carole" has been a popular series with my constituents, many of whom show up to voice concerns, tell a personal story, or just say hello. This is a great way for me to learn more about the issues throughout the district.
