Harmony Festival 2018
Stall Holder Expression of Interest

Katanning Harmony Festival 2018 will be held on St Patrick's Day, Saturday 17 March 2018
1.00pm - 7.00pm, Clive Street, Katanning.

The Shire of Katanning have introduced two new exciting elements to our Festival, including Eco Lane and Youth Area. Also bringing back the Kids Zone, International Food Village and Market Stalls. If you are interested to have your stall in a particular area, please specify on your application form.
Stall Holder Applications close 16 February 2018.
Application forms are located on the Shire of Katanning website or hard copy can be collected from the Shire Administration Office. 
The Shire's Community Development team is available to work with local businesses, committees, groups and individuals to ensure all members of the Katanning community have the opportunity to participate in the festival.

Green Waste Verge Collection 

The Shire of Katanning will offer a free Green Waste Verge Collection commencing Monday 9 April 2018.
Please make sure waste is on the verge before 6am Monday 9 April 2018.

ONE WEEK ONLY
To help prevent unsightly verges, you are encouraged to put your garden waste out the weekend of the 9 April 2018. Do not obstruct the footpath or your normal bin service and ensure waste does not obstruct line of sight of pedestrians or cars.
   Leaves, branches, flower and grass cuttings
   Tree and shrub clippings
    Bottles, plastic, tyres, batteries, glass, steel and syringes
    Food waste, fruit, vegetables and liquid waste
Residents are reminded that this is a Green Waste collection only. Contaminated garden waste will not be removed. Lawn clippings, cuttings and leaves must be in boxes or bags. To prevent damage, do not obstruct Telstra pits, water meters or power domes with green waste as mechanical equipment may be used upon collection. Trim tree branches and [running's to a max of 1.5m (5ft). Please place bundles in line with kerb.

Prohibited Burning Period

Residents are reminded that the Prohibited Burning Period for the Shire of Katanning commences on the 1 November and will be in place until the 14 February inclusive.
No burning of any kind can be conducted during this time.

Protect your best friend in an emergency situation
 

An estimated 63% of households in Australia have at least one pet, one of the highest rates of pet ownership in the world!

It is vital that you include your pets in your emergency plans. 

Plan to leave early
Stay Informed! Evacuating with animals can take time, especially if you need to make multiple journeys with different animals. Have your pet’s emergency kit and carrier ready to go. Make sure it includes a lead, medications and important documents.

Plan where you'll go
Emergency services can't help evacuate your pets or larger animals in emergency situations, and not all evacuation centres will accept them.
Your animals may need to go to different places - this could be with friends, family, boarding kennels or cattery’s.
Animals will require a constant source of water and food, shade and safe place to shelter.
Have a Plan B
Plan for what will happen if its unsafe to return home.
Speak to neighbours or nearby friends about what you would like them to do if you're not home (and offer them your support if they're away)
Include the following phone numbers in your emergency plan

RSPCA WA or other local animal welfare   agencies

Help number for injured and trapped wildlife, ranger and animal rescue services

Neighbours, family or friends who may be of assistance

Leaving pets and children in cars and other issues
With the hot weather please do not leave your dogs or other pets in the car, even if it is the shade, with water and windows open even for a few minutes.  Dog are not like us they do not sweat, they pant and loose body heat through their tongues which is nowhere as efficient as sweating.  Leaving a dog in a car on a 25 degree day in the shade may mean that the ambient temperature inside can get to 40 degrees pus in a very short time such as less than 10 minutes.  If a dog is subjected to that type of treatment it is classified as an offence under the Animal Welfare Act and may result in the following action.  The dog owner may be prosecuted under the Act and the maximum fine is $50,000 or imprisonment for up to 5 years or both.  Certain authorised officers such as Police may break windows and rescue the dog if the owner cannot be located and there is no facility for them to provide compensation for damage.  If prosecuted a court may deem the dog owner not a fit and proper person to have a dog as a pet and a lifetime ban may be imposed.  Since December there have been two incidents reported about dogs left in cars on hot days for more than 30 minutes and the dogs were suffering from the effects of heat stress.
Leaving children particularly babies and infants in cars has similar repercussions as leaving pets in cars, more so if they are restrained in approved devices and cannot free themselves.  These occurrences are reportable to government agencies that are responsible for the welfare of children and the legislation they operate under have provisions for hefty penalties.
The Katanning Airport is a restricted area and entry is prohibited unless on official business, it has been noted that recently there are incidents of unauthorised visits to the airport and some damage has occurred.  It should be noted that the Shire will place remote standalone CCTV cameras in order to control the unauthorised access.  These cameras are high resolution, have infra-red capacity with audio recording.  The penalty for unauthorised access under Civil Aviation Safety Authority regulations is $1,000 and may be enforced depending on circumstances surrounding the unauthorised entry.
There are still many residents who allow their dogs to wander in public places not being held on a leash, the Ranger is patrolling early mornings and late evenings to engage with dog owners to caution and advise them of their obligations to have the dog on a leash at all times.  If the noncompliance continues with those advised then infringement notices may be issued.
Road Works Update

Shire operational staff have started on Warren Road widening, from 7km – 11km out of town (7-11slk). Traffic control including speed reductions will be in place as the crew undertake road widening, drain clearing and tree pruning through this location. Please be aware that this is a work environment and operations will be taking place between the signs. We apologise for any inconvenience.

The Katanning Hub Community Resource Centre (CRC) is a friendly, locally run centre coordinated by Maxine McKenzie, operating from the old Katanning Hotel building at 42 Austral Terrace.  The CRC offers high tech facilities, meeting rooms for hire, government and community information, referral services, training sessions and workshops. 
The CRC shares the same office space as the Katanning Regional Business Association (KRBA), and we are working collaboratively with the Shire to offer business information sessions and workshops, and have several in development.  For the broader community we have run school holiday activities for the 6-12 age group, and are working with other agencies to put on a wide range of community based workshops.
We are currently working with WA Country Health Service to put on a Mental Health First Aid workshop on 7 and 8 March which is for community members who care for or live with people with mental health issues.  This is a free workshop for eligible participants and if you think this would be of benefit to you, you are encouraged to contact Maxine at the CRC for more information.

2017/18 Rates – Payment Plans

If you wish to discuss a payment plan for any outstanding amounts on your Rates, please do not hesitate to contact the Rates Officer on 9821 9999 or rates@katanning.wa.gov.au


Parents/Guardians, to avoid disappointment please ensure that you apply early for your Kidsport as your Code represents payment or part payment of your child’s/children’s registration/membership fees and needs to be presented to the Club when you are registering. 
As of 1 January 2018, the total funding available per child in a calendar year will be $150.
Parent/Guardian Responsibilities:
  • Apply online on the Sport and Recreation (WA) Website or by hard copy application form. Hard copy forms are only accepted at the Katanning Leisure Centre for approval.
  • Ensure you have a valid health care card and a current email address.  (If you are applying online you will need to upload the health care card, if you are handing in a hard form a copy of the health care card must be attached to your form). Please ensure the forms are completed as your application may be rejected if it not completed.  
  • When your child’s application has been approved you will be sent an email with a Unique Code. You must then pass this onto the Club that your child/children are joining.

Piesse Lake Structure Plan 
The Piesse Lake Structure Plan has given final approval by the WA Planning Commission (WAPC).  The Structure Plan provides a framework and guidance for the future development of this key medium density residential site. The focus on land use is to support the ongoing development of the Lake and surrounds which are recognised as the Shire of Katanning's premier passive open space destination.
Preparation of the Structure Plan meets statutory obligations and fulfils recommendations and objectives set out in the Shire of Katanning Local Planning Strategy and the Super Towns Growth and Implementation Plan.
Piesse Lake Structure Plan
Background
The first draft of the Piesse Lake Structure Plan was prepared in 2015, based on the Stakeholder Consultation, Opportunities and Constraints Plan and the findings of the supporting Technical Documents.  It was updated to accord with the new Planning Regulations 2015 and was endorsed for advertising by the Council in May 2016. An information workshop was held on 21 June 2016 and following advertising, the submissions were considered by the Council in October 2016.  It was resolved to adopt the Piesse Lake Structure Plan, subject to six modifications.
Updates to the Local Water Management Strategy were completed in June 2017 and subsequently endorsed by the Department of Water, then forwarded to the Department of Planning Lands and Heritage (DPLH).
On 29 August 2017 DPLH advised the WAPC required 13 modifications to the Piesse Lake Structure Plan.  The changes were generally as recommended by the Council and in response to agency comments.  The modifications were completed in in October 2017 and the WAPC final endorsement was received on 18 January 2018.

Anh Do nearly didn't make it to Australia. His entire family came close to losing their lives on the sea as they escaped from war-torn Vietnam in an overcrowded boat. But nothing -- not murderous pirates, nor the imminent threat of death by hunger, disease or dehydration as they drifted for days -- could quench their desire to make a better life in the country they had dreamed about.
Life in Australia was hard, an endless succession of back-breaking work, crowded rooms, ruthless landlords and make-do everything. But there was a loving extended family, and always friends and play and something to laugh about for Anh, his brother Khoa and their sister Tram. Things got harder when their father left home when Anh was thirteen -- they felt his loss very deeply and their mother struggled to support the family on her own. His mother's sacrifice was an inspiration to Anh and he worked hard during his teenage years to help her make ends meet, also managing to graduate high school and then university. 
Another inspiration was the comedian Anh met when he was about to sign on for a 60-hour a week corporate job. Anh asked how many hours he worked. 'Four,' the answer came back, and that was it. He was going to be a comedian! The Happiest Refugee tells the incredible, uplifting and inspiring life story of one of our favourite personalities. Tragedy, humour, heartache and unswerving determination -- a big life with big dreams. Anh's story will move and amuse all who read it.

Council Meeting Highlights
December 2017
The following items were approved at the Council meeting:

1. Governance Review Program
Council approved to participate in the Governance Review Program in 2018. 
2. Elevated Work Platform

Council authorised the purchase of a second hand elevated work platform for the Town Hall and Gallery.
3. Amherst Village Residents Group

Council approved to establish the Amherst Village Residents Group. 
4. Amherst Village Weekly Service Fee
Council approved reduction of Amherst Village weekly service fee to $71.53 effective from 29 January 2018 subject to conditions.
