According to the International Monetary Fund (IMF) $2 trillion is lost due to corruption and bribery every year, equaling 2 percent of the global GDP. The leaked Panama documents revealed how the international financial system enable the world’s rich and powerful to hide their wealth in tax havens. At the same time, military and foreign policy alliances formed around quick “deals” are challenging the rules-based international order. 

What challenges do various aspects of corruption pose to a rules-based international order? Is corruption in reality becoming “legalized” in international affairs? How can the international financial system be regulated to counteract offshore activities and money laundering?
