PUBLIC CONSULTATION ON THE EFFECTIVENESS OF THE 2007-2013 RDP
Starting 22 January and until 20 April, the European Commission holds a public consultation regarding the effectiveness of RDPs 2007-2013.
Contributions from the following Rural Development Programmes beneficiaries are sought for:
- farmers
- processors
- retailers
- wholesalers
- individual citizens of rural areas
- national public authorities
- regional public authorities
- business organizations (including associations, chambers of commerce, etc.)
- non-governmental and civil society organizations
- other public institutions
Contributions may be submitted in any official EU language.
All contributions will be published on the website of the European Commission, subject to data protection rules and the restrictions applicable to organizations.

FIRST MEETING OF THE AGRIFISH COUNCIL IN 2018
The AGRIFISH Council organized on 29 January 2018 is the first one under the Bulgarian Presidency.
Main topics aimed the Commission's Communication on The Future of Food and Farming, sugar, milk and pig meat markets.
The Council focused in particular on the CAP added value, the EU's key objectives to be maintained and the appropriate level of subsidiarity.
Ministers generally welcomed the Commission's suggestion to increase the current level of subsidiarity. At the same time, they stressed the importance of simplification and sufficient flexibility for member states to take into account national and regional specificities.
Delegations advocated for reducing the administrative burden for both farmers and public authorities and for preventing delays in payments, building on the lessons learned from the Rural Development Programmes.
Several ministers considered that greater subsidiarity should not compromise the "common" character of the CAP, which should thereby remain a truly European policy. Any "renationalization" or fragmentation of the CAP would compromise its added value.

PUBLIC CONSULTATION ON TRANSPARENCY AND SUSTAINABILITY OF EU RISK ASSESSMENT IN THE FOOD CHAIN
The General Food Law Regulation (EU rules on food and feed safety along the production chain) is the cornerstone of the EU regulatory framework covering the entire food chain: 'from farm to fork'.
The law requires food and feed law to be science-based. This is known as the risk analysis principle, which consists of three separate but interrelated components: risk assessment (scientific advice), risk management (measures taken on the basis of scientific advice, other legitimate factors and where appropriate the precautionary principle) and risk communication (interactive exchange of information on risks throughout the risk analysis process).
For this purpose, the General Food Law Regulation established the European Food Safety Authority (EFSA) as an independent scientific agency to provide the scientific opinions (risk assessment) which form the basis for the measures taken by the EU in the food chain.
Since the adoption of the General Food Law Regulation in 2002, the political, economic and societal context has evolved, affecting consumers' perception and expectations in relation to the food chain.

SPECIAL REPORT: EU SUPPORT TO YOUNG FARMERS SHOULD BE BETTER TARGETED TO FOSTER EFFECTIVE GENERATIONAL RENEWAL
EU support for young farmers is too often poorly defined, with no results or impact specified, according to a new report from the European Court of Auditors. The auditors call for the support to be better targeted in order to foster effective generational renewal.
The audit focused on the four EU Member States with the most spending on young farmers (i.e. those under 40 years of age): France, Spain, Poland and Italy. The auditors found significant differences between the management of “Pillar 1” payments, which provide an additional 25 % to young farmers on top of direct payments, and “Pillar 2” payments made to young farmers setting up for the first time.
While Pillar 2 is generally based on a vague needs assessment, its objectives do partially reflect the general objective of encouraging generational renewal.
The aid addresses more directly young farmers’ needs for access to land, capital and knowledge. The amount of aid is generally linked to needs and modulated as an incentive for specific actions (e.g. introducing organic farming, water- or energy-saving initiatives). Business plans are useful tools but were of variable quality across the Member States audited. Managing authorities did not always apply selection procedures that lent themselves to prioritizing the best projects

SMART VILLAGES PORTAL
The European Network for Rural Development (ENRD) has created and published within its website enrd.ec.europa.eu a portal dedicated to smart villages, within which can be found information about projects and initiatives at European level, and which contribute to the implementation of smart villages concept.
Furthermore, the 3rd meeting of the Thematic Working Group on Smart Villages will take place on the 21 February and participants are also invited to the ERUDITE seminar held on the 22nd February.

DEBATES ON FUTURE OF FOOD AND FARMING
On 11 January 2018, the Ministry of Agriculture and Rural Development held a consultation with the stakeholders (representatives of farmers, agricultural federations, producers, research institutes etc) regarding the Commission's Communication on post 2020 Common Agricultural Policy.
Following the debates on the strategic objectives and the new structure of CAP, the ministry asked the stakeholders to send their points of view in writing, in order to draft the practical and favorable aspects for supporting Romanian farmers and the Romanian rural areas.
MINISTER DAEA'S MEETING WITH HER EXCELLENCY, MRS. MICHELE RAMIS, AMBASSADOR OF THE FRENCH REPUBLIC
Minister Petre Daea, received the visit of Mrs. Michele Ramis, Ambassador of the French Republic to Bucharest. Her Excellency was accompanied by Mrs. Marie-Luce Ghib - agricultural advisor for Romania, Bulgaria and Serbia and Mr. Michel Cywinski – Chief of the economic mission.
The subjects aimed the new Common Agricultural Policy, the preparation of presidency of the Council of the European Union and bilateral cooperation.
The discussions set the ground for the meeting with minister Stéphane Travert, established on 13 February 2018.
Ambassador Michele Ramis stated that France shares the objectives presented by Romania regarding the agricultural sector, highlighting the fact that the CAP should respond to challenges related to agri-food and climate change and consolidate its positions facing recessions.
EXCHANGE REGARDING LEADER AND NRN
On the 30 January took place an exchange of experience between the representatives of the Romanian RDP Managing Authority and a delegation of the Ministry of Agriculture of the Republic of Moldova and representatives of farmers' associations from this country.
The topics aimed aspects such as the platform dedicated to rural network activities and setting-up of Local Action Groups in Moldova, the national and European legal framework and sharing experiences regarding LAGs and NRN in Romania.
The meeting was attended by Mr. Daniel BOTĂNOIU - State Secretary within MARD, who encouraged the collaboration between the parts and the exchange of good practices.
ROMANIA'S PARTICIPATION AT THE 83rd EDITION OF THE "GREEN WEEK" INTERNATIONAL EXPO - 2018
During 19-28 January 2018, Berlin hosted the 83rd edition of the „Green Week” international expo.
At this year's edition, the Romanian Ministry of Agriculture and Rural Development (MARD) was present with experts from technical units and the General Secretary, Constantin Ilie Aprodu.
At the MARD stand, visitors could taste Romanian products registered as PGI, such as: Magiun de prune TOPOLOVENI - Argeş county, Salam de Sibiu, Novac afumat din Ţara Bârsei - Braşov county, Telemeaua de Ibănești - Mureş county - DOP.
Visitors were able to delight with products in various stages of registration at the European Commission:
cârnații de Pleșcoi - Buzău county, Scrumbie de Dunăre afumată - Tulcea county and Cașcavalul de Săveni - Botoșani county.
Also, it was for the first time when registered mountain products were presented, such as apple juice ”KOP”, pear juice ”KOP”, apple and beetroot juice ”KOP”, Ibănești hard cheese, Ibănești sour cream, Valdostana peasant hard cheese, yogurt, kefir etc from various counties.

SUPPORT PROGRAM FOR BAZNA AND MANGALITSA BREEDERS
During 2018-2020, Bazna and Mangalitsa breeders will benefit from a financial support scheme, according to a Decision adopted by the Government.
Other participants to this de minimis scheme, on a contractual basis, are suppliers and breeders of Bazna and Mangalitsa and processors/other legal persons.
According to this support program, breeders of Bazna and Mangalitsa, in the primary production, shall receive free of charge, minimum 2 and maximum 10 piglets, for breeding, fattening and delivery towards a processor with whom they have concluded a contract.
